Franklin School Committee Community Relations Subcommittee gets to work at first meeting

The Community Relations Subcommittee of the Franklin School Committee met as scheduled Monday, Dec 11, 2023 at 6 PM. I joined the meeting webinar about 5 minutes after the start. My notes captured during the session are shared below.

Quick recap:
  • Members of the Committee are Al Charles, Erin Gallagher, and Ruthann O'Sullivan. Apparently Charles in the Chair. He referred to the agenda to keep the meeting moving along.
  • Superintendent Giguere also participated to provide some background and insights. Fresh views should help this group.
  • Reviewed the standard annual events to participate in, learned of the contract firm to assist the School District with crisis management and overall communications. This group can leverage some of that capacity to help spread the word
  • Meetings will be monthly on the second Monday so next session scheduled for Jan 8, 2024.

My notes captured via Twitter
  • Supt Giguere participating. Charles and he have experience of this subcmte's work done previously, respectfully the two new members are getting up to speed.
  • Discussion about interrelationship with Town Council & School Committee, regular meetings at TA and Supt level. Joint Budget subcmte also a key piece around the budget development and process. Possible budget workshop for SchCmte to include Central Office & principals ...
  • The principals can add more details around particular initiatives as they are closer to the need and benefits.
  • Major annual events Strawberry Stroll, Harvest Festival, etc. Reference to have all communications point back to the webpage, updating the page to help reinforce.. the message. The proper answer to a question/topic, etc. How does this committee handle or have a possible role in sourcing info from the community to help info the SchCmte and or Central Office to address?
  • First how to be informed, second how to respond/address. Part of the newsletter would also include how to provide feedback, question, etc.
  • Desire to have a regular link to use for the newsletter so overtime people could go there for updates and info.
  • Contracted services with John Guilfoil jgpr.net
  • A sports story coming on the multiple coach of year awards announced recently. In addition, FHS won a sportsmanship award. The firm can also provide a workshop to create a communication strategy.
  • Farmers Market community table presence, legislative forum didn't happen last year, consider to bring back. Outreach to private daycare org to build awareness, relationship, etc.
  • Need to be careful on the theme and purpose of legislative forum, if it goes forward. Did have opportunity to meet regionally last year with local representatives and other districts, on the budget, if that happens again, will let folks here know to participate
  • Meetings second Monday of the month, Jan 8, 2024. Motion to adjourn, seconded, passes via roll call 3-0 That's all for tonight catch you next time!

Master Plan Update Committee discusses timeline, outreach, survey and more in 2 hour session (video)

The Master Plan Update Committee met as scheduled on Wednesday, Aug 23, 2023 beginning at 6:30 PM. I joined the meeting in progress at about 7ish (after the Police Station committee completed in the Council Chambers.)

The Franklin TV meeting video replay link ->    https://www.youtube.com/live/1sLTy6XZK48

Brief recap
  • Discussion on branding efforts complicated by heavy web presence of Franklin Tennessee and wanting to avoid confusion with them
  • Will have booth at Harvest Festival, discussion on logo, branding desire to have something ready to handout or engagement with community at booth
  • Proceeding with "Form Franklin's Future"
  • Recommendations from multiple members to obtain input in map based form, for multiple good reasons to help visualize and work with qualitatively, if not quantitatively
  • extended discussion on survey and use of an incentive to increase participation, action to run this by the Town Attny for 2 answers, one if the committee could do so (per meeting likely not); alternatively, might another non-town org (i.e. Dean College) run the survey (and include incentive) to enable the data to be used by the committee. Amy to get answers
  • Amy to create spreadsheet for committee members to use to add orgs and other contact points for outreach effort
  • The 2020 update to the Master Plan is the one to use for status of which of the prior plans objectives and actions items were completed or not. Ginelle has marked up the spreadsheet with color coding on completion status and will share to the drive from other members to work with
  • Meeting adjourns

"Nearly 1 in 4 people in Massachusetts speaks a language other than English at home"

"The stakes can be very high when the Department of Children & Families intercedes between a parent and their child. Now imagine if the parent doesn’t speak English.

That’s what happened to Juan Abad, a Dominican immigrant who’s been a Lynn resident for roughly a decade. Abad didn’t know he had fathered twins until one of them died from severe physical abuse inflicted by the mother’s boyfriend. The state’s Office of the Child Advocate reviewed the horrific case and found that DCF failed to protect the three-month-old baby. The mother, who along with her boyfriend was charged in connection with the baby’s death, called Abad to tell him he was the babies’ father and that the surviving twin, Anthony, had been put in foster care.

And so began Abad’s five-year ordeal to get custody of Anthony, in a case that was hampered by DCF’s language-access shortcomings. The case exemplifies the inconsistent and more than often substandard language access practices across state government agencies. Even though it is required by federal law to provide timely and culturally competent oral language services to individuals with limited English proficiency, the law is rarely enforced."

Continue reading the Boston Globe article online (subscription may be required)

Coincidentally, the biliteracy achievement award issued by the Commonwealth recognized 5 students from FHS last year and 11 for this year. Each student achieved this with at least 2 languages. I recall a School Committee meeting that revealed that there are more than 20 languages spoken in the halls and corridors of FHS.
