Town Administrator Review session Dec 16, 2020 - recap

Quick Recap:

• Since I missed the first of these review sessions, it was interesting to try and make sense of what was being done. The Town Council goals and objectives (set in a working session at the beginning of the year) become Jamie's goals. This review was to mark and discuss progress on them. More of the discussion seemed to be on the next steps or what's left to be done than, this is what you did and how well you (we) did. (my two cents)
• The document (linked to)  picked up on the Recreation/Open space section and was completed during this session. The report from the subcommittee will come before the Council sometime in the near future.
• No surprise and I think most folks would agree, the work done by the Town executed by Jamie (and overseen by the Council) has done quite well during this challenging pandemic year.

• Acceptance of public ways, funded for take over but that doesn't include the road rebuild if required. #tarjh1216 a map of where to find the electric charging stations. Maybe future subdivisions get set for private ways so owners would maintain
• Finalizing the three year collective bargaining cycle is a great goal accomplished. Makes sense to have them together. Municipal aggregation in place, less than 5% opted out. Substantial amount of Community still don't understand it #tarjh1216 look at ways to improve comms
• #tarjh1216 question on the 5G bylaw, requires additional equipment, smaller range but better signal. Have Verizon in to present an overview of what it is and how it works. There is not a lot we can do, the bylaw is to protect private property from the installation of equipment
• In the research to avoid ending up in court, it needs to be simple. Protects public property and so we know what is around the Community. #tarjh1216 moving to civic engagement. Civic academy on hold, survey possible (sometime)
• #ThinkFranklinFirst has been a success in the early days. Investing in cloud based technology has positioned us to do business online, which saved us during COVID. Unipay does allow for online payment of water, sewer, trash, etc. #tarjh1216
• #tarjh1216 what is a citizens academy? Seen elsewhere, structured differently to get into more of the municipal process and workings of town government. BTW subcommittee is Jones (chair), Mercer, Kelly, and Pellegri. Next up presentations and discussions list completed
• Except for master plan update and charter review which is likely up for 1Q. #tarjh1216 next up thoughts, etc. Added to the prior listing during the year. EPA still cleaning up 300 Fisher st, it will take another 3-5 years. National Grid has made improvements already
• Clearly not the items scheduled to start in April. #tarjh1216 we are as far along as we could be in these circumstances. What is vision or priority not historical homes? List provided by the Assessors. Try to get a priority listing from historical commission.
• #tarjh1216 let's talk COVID, there is a lot into addressing the goals this past year. Everyone was flexible and continues to be so. The COVID section was added as it was not planned for but was a key workload during the recent months. $4.5m in Federal aid, it expires 12/31/20
• Not likely to get additional with the rumored help from Congress possible before year end. UV project being worked this week. Three campus schools possible to be completed by 12/31 micro grants processed should have some participation locally. #tarjh1216
• Thanks to the Council for supporting the fee reduction. This chamber is upgraded with tech to support the meetings, other Communities come here to see how we do it. #tarjh1216 it is an incredibly difficult environment but we have come together and be successful
• Kudos to Chrissy for work on the micro grants. Feel bad we couldn't help some of our small businesses but that was set by others. Folks may have a hard time understanding the coordinating to get things accomplished during COVID #tarjh1216

7 awesome ways to check for understanding.

As a reporter, I am listening, processing, and summarizing what I see and hear in the meetings I report on. In my recent remote reporting (while on a Zoom or conference bridge) I type the notes into Twitter as the meeting happens. With a hashtag, I can find the twitter thread easily (and so can someone else). 

I go back the next day, or as soon after as time permits, and capture those tweets in my meeting 'recap'. As I listen to the meeting recording to prepare it for publication on the Franklin Matters podcast, I am also able to check what I heard and what I noted of it. Most of the time I do well. The most opportunity is with spelling of proper nouns used.  

Yes, this takes work but it is part of the process to ensure accurate information is shared. It is also a learning process. Many meetings are introducing new concepts or pieces of legislation and the major questions (Who, What, When, Where, Why...) need to be understood. Once the basics are, there is usually another level of detail raised by additional questions around impact to related areas or to the residents, never mind what does it cost or what the financial impact is.

 

Town Council Meeting: Comcast contract, Spear phishing update, tax rate set

Quick Recap:

• Acting Town Clerk Nancy Danello reminds folks of the election Dec 5 
• Discussion on election 'rules' raised during citizen comments - debunked in Council discussion later, there are MA MGL and US voting rights statues but not the '30 page or rules doc mentioned'
• tax rate hearing was held. rate set at 14.65, a .14 cent increase of last year. The rate is a calculation that allows only a decision on a single rate or dual. Franklin is not in a position to use a dual rate so the Council voted for a single rate. The rest is a math exercise. I'll simplify the analysis later.
• Comcast cable contract came up for renewal, new one has a ten year term (good for us) as it enables Franklin to chose between Verizon or Comcast (or 'cut the cord'). Almost 5,000 user for Comcast in Franklin. One of the cable fees on both the Verizon and Comcast bill is what funds the Franklin TV cable operations (and coincidently an item on the agenda Weds was the quarterly transfer of funds from Verizon through Town of Franklin to Franklin TV - purely a pass through for accounting purposes)
• The bylaw to provide a reduction in license renewals for restaurants was approved at this second reading. It costs the Town approx. $13K in 'lost revenue' but will help each of the business in this pandemic period.
• Insights on the cyber theft incident were provided (finally) as the investigation (still ongoing) had developed enough info to be able to share. It was a target attack to the Treasurer/Collector over two months of email that led to a change in the processing of a payment that resulted in the diversion of funds. It was discovered in Sept when the real legitimate vendor came looking for their promised payment that had not been received. 
• The individual was suspended, salary reduced and will maintain position as this (while a significant mistake) was the only blemish on her work
• At one point in the meeting she stood up to apologize publicly (well done) 
• The investigation continues. The Town has obtained $200K from insurance to cover the loss. 
• The balance will come from the emergency fund within the water enterprise account (already set aside for emergencies - usually for broken water mains)
• There is a possibility of recovery of the funds. 
• There is no need to raise rates to cover for the loss
• Procedures were in place for creation of a wire transfer. Procedures will be modified to cover a change in a payment process.
• Additional training on cyber awareness will be conducted. All Town side personnel and School department central office personnel are currently part of this regular training (oddly, teachers (the largest segment of Town employees are not yet covered))
• After the presentation, a combined effort from Technology Director Tim Raposa, Police Chief TJ Lynch, and Town Administrator Jamie Hellen, the Council took a 3 minutes recess before getting into their Q&S and statements

Finance Committee - Meeting Recap - Nov 9. 2020

Quick Recap:

• No major cuts for FY 2021 budget given the level funding plus provided by State
• Adding $75K to each of the Town Clerk and Recreation budgets (to cover for TC - election expenses and Rec for summer camps)
• Increasing New Growth by $1M in light of performance on revenues to date during COVID-19
• Next meetings Nov 17 (Beaver St interceptor) and Dec 15 (topic TBD)
• With new member participating there is some good Q&A to provide insights on process and dollar flows

• Budget update tonight as some adjustments need to be made before the Nov 18 Town Council meeting as the tax rate will be set at the Dec 2 meeting. #fincom1109 with maintenance of local aid (Chap 70) and unrestricted aid were carried forward with inflation adjustment
• Hence no major adjustments for the Town budget for FY 2021 and aside from Town Clerk budget (due to election costs for COVID) the town budget is in good shape, no deep cuts anticipated as opposed to what was expected earlier this year. #fincom1109
• Adjusting the new growth number up by $1M #fincom1109
• #fincom1109 additional revenue after all the plus/minus with assumptions of the Gov's House 2 budget. Proposing extra growth to go to stabilization fund to help cover for change in circumstances down the road.
• $2.7M in free cash certified is a good number (currently would be used for capital planning). Generally and by fiscal policy this free cash is one time funding, shouldn't be used for operations expense #fincom1109 encumbrance partially explained by POs cut for some budgets
• Encumbrance also used to carry forward expenses from year to year, it is a good business practice to do so. #fincom1109 shows good management of the budget Q on charter school funding, all based upon state formula, student opportunity act would have made changes
• Discussion on charter school funding, really just an in and out of the town flow, not really the charter school 'budget' #fincom1109 line 820 is not currently set as it is set by the State not the Council. Will be set with final cherry sheet numbers before the tax rate is set
• Savings anticipated by closures were realized, aside from DT funding in good stead, anything excess will flow to free cash at year end. #fincom1109 reduction in health care premium due to shut down as they weren't serving in the period

• Maybe after Jan 20, and with a state budget, we should have something falling into some clarity, certainly by the regular budget time in May June we should, we all want to get back to something of a regular schedule. #fincom1109 should have school dept here for discussion

Town Council Meeting Recap - Oct 21, 2020

Quick Recap:

• Update by Town Clerk on election processing and four confirmed candidates for Town Council special election on Dec 5
• Update by Police Chief TJ Lynch on identity theft and unemployment claims. Cybercriminals are active especially in this time of uncertainty, please take precautions. If you have been affected please notify the police
• Drought status worsens, we are over 10 inches of rainfall behind normal. THe recent rain events help but are not sufficient to make up the gap that remains
• Committee appointments approved
• Fire Department swore in three new firefighter paramedics (replacing retirements) and Police did two new officers (also replacing retirements) recognizing one of the retirees in the session
• The project analysis on the Beaver St interceptor was presented. This will be the largest public works project outside of a school the town has faced Estimates for three scenarios range from $9 to $25M. Much more to come as this proposal develops, the work does need to be done and done well sooner rather than later.
• Proposal for food trucks and other 3rd parties as an option for the farm license (67 Degrees, La Cantina, etc.) tabled after extensive discussion.

• Watch for unauthorized transactions, watch for pages mimicking official pages esp when asked to provide personal info. Don't give, if they were legit, they already had it #tc1021 call and claim with Franklin police in addition to the credit bureaus, etc.
• DPW Cantoreggi introduce Doug Martin as water supervisor and drought update, down over 11 inches year to date even though we had some rain events. Using less now, a half million gallons more/day (folks are home, not going to work) #tc1021

• During camera scan of chambers during the pinning ceremony (albeit socially distanced) was able to see all 8 councilors present (1 open spot to be filled with special election Dec 5) #tc1021
• Town budget for trees is for maintenance of town owned property, trees in or interfering with a power line need to be done by nationalGrid. They have a plan and are working the circuits on a cycle to cut them back. #tc1021 northside of town is worse than rest, why?

• It is not known if there is a worse location; a brook on one side, train track on other side, and then the plaza and i495 - has at least been cleaned, manholes rehabbed #tc1021 I&I infiltration and intrusion plan been executed for many years, approx 3M gals/day
• Has reduced the flow where possible, batching flow via a holding tank to avoid peaks, water conservation is good for this, low flow toilet helps sewer flow, #tc1021 as much as we have done, still need to do more and it will cost money
• Hydraulic model show here Cottage St is high end and it flows down along the tracks and then to 140 Franklin Village #tc1021
• Three alternatives not just costed but also benefit analysis added across 8 factors. Alt 3 while expensive is better long term. #tc1021
• Project sized for flows of 2070 so it does have growth built into this. Timing to move to actually save money is to go now, avoids failures sooner finances cheaper now that could be #tc1021 rather than digging 140, they'd do the hole like they used for East Central
• #tc1021 alternative 1 and 2 keeps pipe in and along Mine Brook, if you get a failure on 1 or 2 you'd still need to do alt 3 Q on overflow along Cottage by Franklin Paint did see that in 2010. Alt 2 is effectively the baseline analysis.
• Bissanti doesn't understand how to spend money to go first class with money we don't have. #tc1021 Jamie - financial model and impact to rate payers is not in this presentation, we do need to examine it. It is a question to be answered but we haven't yet
• A 25 year bonded project but it could be paid off earlier. The Charles River assessment has been less because we did work to reduce the outflow to them. That can be a factor. #tc1021
• Subcommittee reports, budget not meeting in Oct. EDC had another listening session on Monday, long lots of feedback, next one in November (Nov 16) #tc1021

• Board of health would be involved, $100 food vendor permit for a year. #tc1021 questions on how it work. Would also need to look at cater and regulations to see what can be done, folks have left here because the opportunity was elsewhere
• Ice cream truck operations get CORI'd but food truck doesn't per state Legislation. Debate about food trucks vs regular restaurants is hard to quantify, it is a discussion point. What does the Town want to do? #tc1021 let's review other Communities with food truck bylaws
• Would 3 or the Rome be interested in doing it via a food truck? #tc1021 Moonlight Chef owner speaks on business during COVID-19, why are we going to allow food trucks all if sudden, not a good move, reconsider please

Franklin, MA: School Committee - Recap - Oct 13, 2020

Quick Recap:

• Three MASC resolutions passed 7-0, one by 4-3 vote as some were fearing that reducing voting age for municipal elections would add student votes to a potential override situation; two other resolutions were already adopted by this committee earlier in 2020
• District Improvement plan outlined and voted to adopt
• Superintendent Ahern presented the ‘evidence’ to support her accomplishments versus the goals set out; some discussion on what was the period of evaluation, as 5 of the committee are new and had not participated in the goal setting, although they did partially participate in the period of evaluation
• Approval to reduce the pay to ride bus fee to account for the hybrid schedule (versus full time in person) which had been anticipated when set
• The full Davis Thayer and facility report analysis is coming up next meeting, read the report to prepare
