“Town Council Quarterbacking” with Council Chair Tom Mercer condenses the 3 hour meeting to 30 minutes (audio)

FM #1323 = This is the Franklin Matters radio show, number 1323 in the series. 


This session of the radio show shares our “Town Council Quarterbacking” with Town Council Chair Tom Mercer. We had our conversation via the Zoom Conference Bridge on Thursday, November 21, 2023.

What does it mean for Franklin residents and taxpayers?


Topics for this session

  • The Elks Riders presented a check for $2000 to the Town and were recognized for their generosity

  • The tax rate public hearing was held and after a brief presentation, followed by clarification questions from Councilors and community members, the Council vote to accept the rate at 11.62, down from 11.79 (due to the increased assessed valuation of the residential, commercial. and industrial properties in Town)

  • Several zoning bylaw modifications were referred to the Planning Board. Once they review and respond, the measure will come back to the Council for public hearing and two readings before official vote to implement as proposed or modified

  • Town Administrator Jamie Hellen outlined the alignment of stars to enable the start of the purchase of the unused rail bed from CSX to extend the SNETT rail trail to the Crossing and access to downtown Franklin. The process still requires multiple approvals including at the Federal level but this could be very beneficial for economic development

  • Resolution 24-72: Local Acceptance of G.L. Chapter 59, Section 5, Clause 22I; moved, second, discussion. The Hero Act added a new provision effective July 1, 2025. This is a Local acceptance statue enabling annual cost of living adjustments. The measure passed 9-0

  • Resolution 24-73: Local Acceptance of G.L. Chapter 59, Section 5, Clause 41C As Amended By Chapter 184, Section 51 Of The Acts of 2002; Moved, second, discussion; reduces required age from 70 to 65, increases ceiling on income levels, broadens ownership status, effectively beneficial for seniors that met these requirements. Thanks to recommendation from Max Morrongiello made earlier this year

This session shares the Franklin (MA) Town Council Meeting of Wednesday, Nov 20, 2024.  9 members were present in Council Chambers.

Franklin TV: The Long Game

A Necessary Re-Diet Approach.

We Americans are not a patient lot. We want our various gratifications served up instantly (and effortlessly). We just don’t plan for, or do the long game very well.

“What do we want?  FOOD!  When do we want it?  NOW!”

Welcome to the Holidays and the ‘Eating Season’. We’re just about done with all the Halloween candy and here comes the big stuffing. T-Day, Christmas, The New Year. It’s the great gluttonous gastronomic gauntlet to get past.

A business (and life) truism: “If you can’t measure it, then you can’t manage it.”

Sooo, Turkey Day looms – filled with family, friends, football and food. Some say football is a game of inches. So is dieting. It’s a long game – of ounces and inches. Measuring is managing.

Sooo, how to measure/manage? You begin with a baseline. Don’t change your eating habits. Audit your weight – now and at the end of the year. Count all the calories from today to Jan 1. Log ‘all the things’ for 39 days. Your total cal-count will be a very big number. Let’s say it’s 94,000-ish calories. (Yikes!) But, fear not, my friend. On Jan 1 you will have knowledge, and knowledge is power.

A pound = 3,600 calories. If you packed on 8 holiday pounds during those 39 days, (21 oz/week) you have a 28,000 calorie gain to lose(gradually). That’s almost 2 more inches of girth. Clothes become tighter. (Ugh!) So, how to practice girth control?

Subtract 28,000 from your 94,000 total intake. That’s 66,000 cals over 39 days; OR – 1,700-ish cals/day to maintain normal weight. This is your personal baseline. USFDA claims 2,000 cals is normal, but not if you’re less active, more sedentary.

Knowing your personal baseline, you can also know how much over/under you are on a daily basis. If 1,700-ish cals is your base number, then 1,300 cals daily intake (a 400 cal deficit) will lose 12,000 cals/mo or almost 4 pounds. That will get you back to your current weight at a safe rate by early March.

Hence, the long game of measuring and managing – and mastering.

"Third Sunday" Music at the Museum: Sounds of the Season by The Greenwich Bay Brass

"Third Sunday" Music at the Museum program (postponed from Nov. 17 to Nov 24) features Greenwich Bay Brass with a selection of holiday favorites. 

Come for the music and explore the museum!

The Greenwich Bay Brass has been together since 2006. It is an all- volunteer, British style brass ensemble with unique instrumentation. Based in Rhode Island, the GBB has made numerous appearances around the state including concerts at First Lutheran Church in East Greenwich, the Barrington Congregational Church, Gloria Dei Lutheran Church Providence, and outdoor appearances at Hearthside House in Lincoln, and Wilcox Park in Westerly.

Additionally, the ensemble has traveled to Massachusetts and Maine, with a concert at the historic Union Church in South Carver, MA and a joint concert together with the Salvation Army Brass Band in Old Orchard Beach, ME. 

The museum, located at 80 West Central Street, opens at 1 and the program will start at about 1:15. 

The event is FREE, but donations are always welcomed.
