Town Council responds to budget adjustment by adding back 3rd ambulance (audio)

FM #1499 = This is the Franklin Matters radio show, number 1499 in the series. 


This session shares the Franklin (MA) Town Council meeting held on Wednesday, August 13, 2025. All 9 members of the committee were present. 


Quick recap:

  • In the first of 2 long updates, discussions, the Council ultimately approved the restoration of the 3rd ambulance by adjusting the expense budget by $114K, authorizing the hiring of 2 firefighter/paramedics, and including half of the anticipated ambulance revenue in the budget to balance for the $231,152 shortfall in State funding that came after the State finalized their budget in July

  • In the 2nd, key decision, the Council voted 7-2 to NOT accept a private donation to provide funding for the health & wellness nurse at the Senior Center. There are 2 actions out of this: one for the Town Administrator to find another  way to fund and restore the position, and 2 - to draft a policy for the Town on donations and acceptable uses. As noted during the discussion, the School District has such a policy, the Town does not

  • Per legal advice, the Town Council can not rescind the 40b approval vote for the 444 East Central development. Residents are encouraged to continue to participate in both the Zoning Board of Appeals and Conservation Commission meeting as the project moves through the process. There is no short cut to this long process.

  • Franklin Ridge project is likely to put shovel in the ground before year end (a delay from what was announced earlier this year). In another year, the operator will begin outreach and info session for the resident application process. Federal income guidelines will be followed but 70% of the units to be prioritized for Franklin residents

  • Additional items will be added to the recap with the publication of the meeting audio and also covered in the Town Council Quarterbacking session when shared in a couple of days.

Bi-County Collaborative Awarded More Than $420,000 in State Grants to Strengthen Literacy Instruction Across All Grade Levels

Bi-County Collaborative is pleased to announce that it has received more than $420,000 in competitive state grants to expand access to high-quality English Language Arts (ELA) instruction and professional development for teachers.

BICO was awarded $294,000 through the state's PRISM II grant program to support early literacy instruction in grades K-3, and an additional $127,500 through the PRISM III program for literacy instruction in grades 4-12.

These substantial awards, part of the Healey-Driscoll Administration's multiyear investment in literacy education, will allow BICO to purchase brand-new, high-quality instructional materials for students in all grade levels and provide extensive professional development for educators.

"This funding is transformative for our Collaborative," said Ann Buckley, the Professional Development and Curriculum Specialist for BICO. "It ensures our students have access to rigorous, high-quality instructional materials, while also giving our teachers the time, resources, and coaching they need to strengthen instruction. Ultimately, it's about equity and making sure every student, regardless of background or disability status, has access to the same level of opportunity."

With the PRISM II grant, BICO will roll out HMH Into Reading as its new K-5 ELA curriculum. The PRISM III grant will fund the adoption of StudySync for grades 6-12. Both selections were made last year after a collaborative vetting process involving BICO educators, with support from the Department of Elementary and Secondary Education (DESE) and its high-quality instructional materials curriculum evaluation networks.

The grant funds will also cover costs for staff participation in professional development and curriculum planning, including substitute coverage and teacher stipends for work beyond the school day; support instructional coaching from The New Teacher Project; and provide long-term investment in curriculum materials, with funding supporting a four-year adoption cycle.

Through these initiatives, BICO will strengthen early literacy instruction, enhance high school literature studies, and close achievement gaps by ensuring equitable access to world-class materials and teaching practices.

"These grants represent a significant investment in our students and educators, and we are extremely grateful to the Healey-Driscoll Administration for this funding," said Executive Director Jeanne Sullivan. "They will allow us to expand access to the very best instructional tools and practices, while also providing the time and support teachers need to make them successful in the classroom. This work strengthens literacy from the earliest grades through high school and will have a lasting impact on achievement and equity across our Collaborative."

"Four-plus years and two state panels later, the public is finally getting a slate of options to consider for a new Massachusetts flag and seal, moving the state closer to replacing a controversial symbol whose roots stretch back nearly 400 years.

The Massachusetts Seal, Flag, and Motto Advisory Commission on Thursday released three designs for a new flag and three for a new seal it culled from more than 1,100 submissions as its “top selections.” It also released three proposals for a new state motto.

The flag and seal options feature various elements, including turkey feathers, an image of a whale or mayflower, and pictures of waves or water, among others. The top motto options include the phrases: “Many voices, One Commonwealth,” “We honor all life guided by the First Light,” and “We rejoice in the public good.”

Police Station Building Cmte hears of progress on project, site selection info, initial cost estimates, sets meeting for Oct 27 (video)

The Police Station Building Committee met as scheduled on Wednesday, Aug 27 at 6 PM. Only 1 member (G Premo)  was missing from the meeting. The meeting completed in less than 2 hours.

Quick Recap:
  • Joe Lynch, Owner Project Manager, (OPM) provides an overview, then the other members of the team walk through the presentation doc shared here
  • Starting with 200 in Franklin they whittled down to 36, then to 8, then finally to 2; Davis Thayer and Parmenter
  • Compiled the listing of deficiencies and needs for the current and future department operations, lead to preliminary building design requirements
  • In turn, these requirements lead to initial placement on the final 2 sites (DT & Parmenter) and a discussion on the pros and cons of each
  • An initial estimation of the building cost and total project cost was provided. For Parmenter site it could be about $48M, the DT site would be more as it would also require demolition of the existing building and that was not calculated at the time
  • Next steps were outlined
    • open houses scheduled for the community to view the existing facility on 911 Panther Way
    • Tours of 3 recent police buildings done for other communities are being scheduled for the Committee
    • Next meeting scheduled for Oct 27 at Council Chambers
    • Site selection is likely to be either at that meeting or the next one in order for the remainder of the project timeline to continue to move forward (i.e. more detailed design, and cots estimations, etc.)
