The J. F. Kennedy Parent Communication Council (PCC) and Cub Scout Pack 126 have joined to sponsor a Recycling Day Fundraiser on Saturday, May 18 from 9 a.m. -12 p.m. at the Kennedy Elementary School parking lot, 551 Pond St., Franklin.
ADVISORY TO FRANKLIN WATER CUSTOMERS: The Franklin DPW is working on the Flintlock Pump Station, located off Pleasant Street, today, Monday, May 13, until 4 p.m., and tomorrow, Tuesday, May 14, from 7 a.m. to 4 p.m. Residents may experience a low pressure flow or discolored water. Despite the color, the water remains safe to drink. The DPW advises running water from an outside faucet or tub until the color clears.
On Saturday, May 18, Parmenter School is holding a car wash and a bottle and can drive to benefit the 5th grade class.
The Town Council has a busy week with back-to-back meetings on Weds and Thur. The FY 2014 budget hearing is the key item heard over both nights with the vote on the budget scheduled for Thursday.
Thank you to everyone who was involved with the Road Race on Saturday. It was great team effort. The day was a success with over 80 runners and Representative Jeff Roy in attendance, and it helped raise important operating capital for the trail effort.
The Committee will have its regularly scheduled meeting on Tuesday, May 14, 2012 at the YMCA in Franklin at 7:30 pm. Attached is the agenda and minutes from the last meeting. At this meeting we will have a special presentation from Charlie Tracy of the Nation Park Service about the Friends of the SNETT committee, a recap of the road race, and a discussion about upcoming events with the Franklin Downtown Partnership. The meeting is open, and we hope you will consider attending to learn more about the Rail Trail effort in Franklin and Bellingham.

MassDOT's annual Farmer’s Market Program will begin on Friday, May 17, and invites local farmers to take advantage of free space to sell their home grown produce and made-in-Massachusetts products at our 18 Service Plazas. Eleven plazas are located along the Massachusetts Turnpike and seven others along various Massachusetts highways.

This year’s selling season kicks off at the I-90 Charlton Service Plazas, East and West, Friday, May 17, 10am-4pm, with Frank and Kay Magrone of Shaker Kitchen in Athol and Kevin Nimtz of Prairie Orchard’s at the Charlton eastbound Service Plaza and Joe Strong of East Brookfield selling his local fruits and vegetables at the Charlton West Service Plaza.
The Franklin Middle Schools Combined String Orchestra and the Franklin Repertory String Orchestra both took home gold medals from the regional three-day Massachusetts Instrumental & Choral Conductors Association (MICCA) festival.
On Monday May 13 and Tuesday May 14 from 7am to 4pm. The DPW will be be preforming water work on the Flintlock Pump Station (off Pleasant St). Customers may experience low pressure and/or dis-colored water. There is no health effect. Run water on outside faucet or faucet without an aerator, i.e. tub until the water color clears. Yard waste will be picked up on your trash day. Yard waste must be in compostable bags or open bins and barrels. Small brush will be collected and must be bundled with organic twine no larger than 2 feet by 4 feet. Branches must be under 4” and less than 4 feet. No — loose yard waste, plastic of any kind, large items or non-yard waste.

Just a reminder that the Friends will once again be holding the spring book sale the weekend of May 17, 18 and 19th.
New this year is a 10% discount to members who show their 2013 membership card on either Friday night or Saturday all day.
New members can join at the door and still get the discount.
Memberships are $15./Individual and $25./Family.
Friday from 4-7 is Members' Night, Saturday is general public from 9-4. On Sunday from 9 to noon anyone can purchase a bag for $5.00 and fill it to the top with great summer reading material. Multiple bags can be purchased.

After the sale on Sunday, we select about 24-25 boxes of books to be donated to the prison in Waltham for the inmates and families.
We will still take food or monetary donations for the Food Pantry. A coupon will be issued for donations worth $1.00 off at the check out table.
We will have a special priced area for rare finds, new copies, and collectibles.
In conjunction with the sale, DPW will host "Touch a Truck" from 10-1 and offer refreshments. In the past, this has included hot dogs, drinks, and popcorn.
It will be a true community event.

Since 1949, May has been officially recognized as Mental Health Month. The first Thursday in May is celebrated as Children’s Mental Health Awareness Day, to raise awareness about the importance of children's mental health and that positive mental health is essential to a child's healthy development from birth.

In conjunction with the general WSN Founders Scholarship, Dean College School of Professional and Continuing Studies, Fisher College and Middlesex Savings Bank will also sponsor specific awards each for non-traditional student applicants.

A new factsheet, The House FY 2014 Budget for Health Care, describes the Massachusetts House of Representatives' Fiscal Year (FY) 2014 budget for MassHealth (Medicaid) and other subsidized health coverage programs.
The House's budget bill allocates $13.38 billion to these programs, about $221 million (1.6 percent) less than the Governor's proposal. As in the Governor's budget, the House bill reflects the significant changes to health care programs that will occur midway through the fiscal year, when central provisions of the federal Affordable Care Act take effect.
This brief is the second in a series of reports describing the effect of each budget proposal on Health Care programs in Massachusetts. The briefs are produced by the Massachusetts Budget and Policy Center in partnership with the Massachusetts Law Reform Institute--and published by the Massachusetts Medicaid Policy Institute (MMPI).

MassDOT encourages travelers to plan ahead and travel safely during the upcoming Mother's Day weekend especially for travelers using the Massachusetts Turnpike (I-90) or traveling to Cape Cod.

"I think it’s time for a change," said Town Council Chairman Robert Vallee, who on Wednesday proposed adding the measure to the ballot.
Still growing, the town of more than 33,000 already uses a "hybrid" city form of government, with a council and town administrator, said town attorney Mark Cerel.
"It is a city that calls itself the town of Franklin," he said.
Adopting a mayoral form of government would require either a charter commission or a home rule petition.

Town Council on Wednesday approved, 8-1, a charter amendment needed for the change to become law should the ballot vote pass on Nov. 5. In 2010, a similar question failed.
The amendment gives the town administrator power to pick a candidate for treasurer/collector. However, councilors must ratify the administrator’s selection before the appointment is official.
The council struck down the amendment proposal in March because they believed it gave the town administrator too much power. They said at least one councilor should have a say in choosing a candidate.
To address the council’s concerns, Town Administrator Jeffrey Nutting added a clause to assure more officials take part in the selection. The town administrator can appoint a candidate only after consulting with at least one member of the council and at least one member of the Finance Committee.
