School Budget Subcmte get preview of potential fee increases for buses, activities & sports (audio)

The School Committee Budget Subcommittee met as scheduled on Tuesday, April 30, 2024 at 6:00 PM. The started late, left just before 7 PM and hence the full Committee meeting started a little late.

My notes captured during the meeting
  • Chair David McNeill opens meeting at 6:09 PM, business meeting public invited with watch listen, to participate at discretion of the chair
  • Recap of the 4/24 Joint Meeting by Supt Giguere. Coordinated with OCPF to get opinion on videos prepared, can host, can't send directly
  • Once the TA FY 2025 budget was released, they could work toward how to cover the shortfall ($6.3m) if the override is not approved by the Town Council, or if approved but does not pass the community vote. Some fee increases, anticipating approx 30 FTE...
  • Reduction of supplies within buildings across the board, stipends, mentor, etc. $4.7m reductions after the fee increases. 30 FTE is a significant reduction, negative impact to quality of education, class size, offerings, extra curricular activities, etc.
  • The model was put forward, if any variation, that would require an adjustment somewhere else in the budget
  • No decisions have been made on positions or roles specifically, they will continue to look at the numbers as the scenario develops/evolves (i.e. override yes and what the # might be)
  • Potential use of retirement to help balance but that position is removed ... A loss to the district if the position is not filled
  • Fee increases proposed were designed to self fund the program, not to generate additional revenue to be used overall (can't be done anyway). The natural area to look at is class size, then to the required programs looking at electives and AP classes, can't charge for an ...AP course, can only charge for the AP exam.
  • Even with fee increases to meet the purpose, as astronomical as they appear, they don't help alleviate the other cuts. Largest expense for the district is staff, period. So reducing expenses means reducing staff
  • Athletics first, total cost for each sport, then worked to get to a cost per student, divided into tier, largest cost tier 1
  • All programs for athletics is about $1m; approx $400k from fees currently, $600k balance previously covered by budget ...
  • Tier 1 fees approx $1k, tier 2 at about $600, tier 3 at about $350 Does include post season costs assuming teams were successful enough to gain that.
  • Attrition could be seen at the JV and subJV levels affecting the varsity level at some point with talent feed/development
  • Transportation currently at $600 could go to $1100/per to self funding this program. Even with an override, transportation fees may rise anyway to keep pace with cost
  • 20% increase for ECDC anticipated, IEP students do not pay, building use rental increase of 5% projected tier level of support required
  • Possible parking fee, $125/vehicle to manage overall parking process
  • Model can be posted, didn't want to get ahead of the guidance of the subcmte
  • Motion to adjourn, passes 3-0

FHS Strength & Conditioning Program recognizes their "Athletes of the Summer"

We heard during the recent School Committee meeting update on summer programs that the Strength & Conditioning sessions were popular with almost 400 students participating. 

The Instagram account for the program shared a 2 part "Athletes of the Summer" series of photos to recognize some of the student for taking part and doing well.

Tri-County Welcomes 8 New Inductees to their Hall of Fame

Tri-County Regional Vocational Technical High School restarts the Athletic Hall of Fame tradition this year with a strong group of eight new members. Inductees were nominated by the public and over fifty nominations were received.

A selection committee reviewed the nominees and selected the following eight new members: 
  • Joseph Pedro’s commitment to the Tri-County community stretched over three decades. He was a teacher, a coach and an avid supporter of his athletes, students, and colleagues. (Science Teacher 1981 – 2015, Varsity Girls Volleyball Coach, Junior Varsity Softball Coach), 
  • Howie King’s tenure at Tri-County included coaching at least one sport in every single year that he was at the school. Three decades of athletes and coaches were mentored by him. (Physical Education Teacher 1977 – 2013, Varsity Volleyball Coach, Freshmen and Junior Varsity Boys Basketball Coach, Junior Varsity and Varsity Girls Basketball Coach, Varsity Baseball Coach, Junior Varsity and Varsity Softball Coach),  
  • William Blenkhorn Class of 1990 as an Auto Body Repair Major. Bill led by example in his dedication to his teams and his humility and sportsmanship.  He worked with his peers to resurrect the wrestling team and epitomized the characteristics of a captain. (Soccer 1988 – 1989, Wrestling 1989 – 1990, Baseball 1988, Outdoor Track and Field 1989 – 1990), 
  • Jennifer (Estey) Lewis Class of 1997 in the Nursing Major. In track, Jen ran circles around her competitors, won a plethora of races, set numerous course records, earned several League All-Star and MVP awards, and she also led the Girls Basketball team in scoring several seasons. (Cross Country 1993 – 1996, Basketball 1994 – 1997, Outdoor Track and Field 1994 – 1997), 
  • Matthew Udell Class of 2002 in the HVAC&R Career Major. Matthew shone brightest on the diamond, hitting one of the longest home runs in TC history and compiling a .396 career batting average.  He was a two-time Mayflower Athletic Conference MVP in baseball and was an All-Star numerous times.  (Soccer 1998 – 2001, Wrestling 1999 – 2002, Baseball 1999 – 2002), 
  • Michael Cavanaugh Class of 2009 from Plumbing. Mike tallied 245 career goals and 137 assists, which are both school records that his former Coach doubts will ever be broken.  On the mat, his record is equally impressive, as he finished fifth in the sectionals as a junior and second as a senior. (Football 2006, Wrestling 2006 – 2009, Lacrosse 2006 – 2009) 
  • Molly Marcotte Class of 2012 as a Plumbing Major. Molly was a league All-Star numerous times in both Softball and Volleyball.  She was a leader who energized her teammates and demonstrated a dedication to honing her skills every day both at practice and in competitions and encouraged others to do the same.  She made everyone around her better, and her teams excelled because of it. (Volleyball 2008 – 2011, Basketball 2009 – 2010, Softball 2009 – 2012) 
  • Morgan Gould Class of 2016 from Medical Careers. Morgan’s physical gifts and intellectual prowess drove her to be the best athlete possible no matter the task, and no matter the opponent.  One of her coaches said “she was the most tenacious athlete that I ever coached; male or female.” (Volleyball 2012 – 2015, Basketball 2013 – 2016, Softball 2013, Boys Lacrosse 2014, Outdoor Track and Field 2015 – 2016). 
The new members will be inducted on April 12th at Tri-County RVHS at 147 Pond Street, Franklin, MA at 6:00 PM. 

The ceremony is open to the public and will include dinner. Tickets can be purchased on the Tri-County website for $25.

“We look forward to restarting the tradition and welcoming new inductees every two years. The Hall of Fame is an excellent way to recognize stellar athletes and the dedicated individuals who helped them succeed,” said Sara Martin, Director of Athletics at Tri-County.

Mike Lubin Named Franklin High School Varsity Girls’ Ice Hockey Coach

Franklin High School has appointed Mr. Mike Lubin as the school’s new Varsity Girls’ Ice Hockey Coach! Coach Lubin previously served as Assistant Coach for the Panthers.

He has been a part of the FHS Girls’ Ice Hockey program since 2018. Prior to joining the Franklin, Lubin was a member of the Auburn High School Ice Hockey coaching staff from 2008-2016.

“We are so excited to have Coach Lubin step into the head coach role for our Girls’ Varsity Ice Hockey program here at Franklin High School!” said Karrah Ellis, Franklin’s Director of Athletics. “Coach Lubin has an extensive hockey coaching background and we are looking forward to the upcoming season,'' said Ellis.

Memo to FHS Community: Upcoming FHS State Tournament Varsity Athletic Contests

Dear Franklin Families,

We are writing to inform you of concerns due to recent fan behaviors during our varsity games. In recent weeks, there have been several instances of students exhibiting unruly, inappropriate, disrespectful, unsafe, and unsportsmanlike behavior during games. This includes behavior among middle and elementary students. This behavior is unacceptable. Disrespectful fans will be asked to leave the event. Fans are also not allowed to exit and re-enter the event.

We have noticed that many younger students are attending games unaccompanied by an adult. Dropping children off at games unattended poses significant safety concerns.

Effective immediately, all non-Franklin High School students, including Franklin middle school and elementary school students, must be accompanied and supervised by an adult throughout the duration of all varsity games. Unaccompanied children will need to be picked up by their parents / guardian.

At Franklin High, we pride ourselves on demonstrating sportsmanship and integrity on the field/court, and it is expected that our fans exhibit the same behavior off the field/court (see FHS Spectator Code of Conduct).

Fan cheering and team support are welcomed parts of sporting events and can directly impact our athletes. Appropriate cheering, done in good taste, can contribute to a positive game environment. Inappropriate cheering, or excessive jeering, has an adverse effect on the players, the game, other fans, and does not represent our school or community values. We have all been enjoying cheering on our outstanding teams this season and wish for their continued success.

We ask that parents/guardians talk to their children about their behavior during sporting events, and we are hopeful that this issue will subside with this new rule in place. We appreciate your cooperation.

Strive Ninja Warriors now hiring - "Kids Fitness Coach"

"If you love fitness, coaching and you are great with kids... Strive Ninja Fitness is the place for you!

We are currently looking for enthusiastic and driven individuals to join our fun and growing team!

What do we do?

We are a ninja warrior/obstacle fitness facility… we help kids and adults develop skills on obstacles that you might see on the TV show American Ninja Warrior or in Obstacle Course Races.

But what if I'm not a ninja?

Prior Ninja Warrior/Obstacle experience is not required, but it certainly helps to be excited about the idea of Ninja/Obstacle training (since that is what we do!). Being a fan of the TV show American Ninja Warrior is a plus! We will train you to help deliver outstanding gym experiences for our customers."

“The mission has been to gain full recognition for this group”

 The Boston Globe has the following:
"The MIAA Board of Directors took a crucial first step Wednesday in providing urban schools across Massachusetts a larger voice in high school athletics and other business.

By a 20-0 vote, the board agreed to create an urban schools ad hoc committee to serve as an advisory resource to various MIAA committees. Avery Esdaile, athletic director for Boston Public Schools, addressed the board on behalf of a group of ADs from urban areas across the state, which has been meeting regularly to address challenges and other issues their programs face.

“We want to see the group get to, and ultimately be a resource and utilize the different people and experiences that we have, and help out others in the association,” Esdaile said. "

"Izzy Arnold received her first COVID-19 test Saturday morning.

“It was kind of uncomfortable,” the Franklin High junior soccer player said. “But nothing I can’t handle.”

And that sentiment accurately sums up the past week for Franklin High students and administrators.

A party on Oct. 31 at a home in Franklin, where up to 50 high school students failed to practice social distancing or wear masks, forced Franklin High School to shut down until Nov. 16."
