Quarterbacking Crossover with Talk Franklin: Friendly 40B, FY24 Town Budget (audio)

FM #961 = This is the Franklin Matters radio show, number 961 in the series.

This shares my conversation with Town Administrator Jamie Hellen and Town Council Chair Tom Mercer. With the reschedule, we combined our normal Talk Franklin session with one of the series of conversations meant to provide a recap of the prior Council meeting. The combined session also ends abruptly but we’ll have more to talk about in future sessions.

Akin to one of the many sports post-game analysis broadcasts we are familiar with in New England, this would be a discussion focused on the Franklin Town Council meeting of Mar 15, 2023

  • ok, what just happened?

  • What does it mean for Franklin residents and taxpayers?

We cover the following key topics

  • The ‘friendly 40b’ proposal that failed by a 4-5 vote

  • The Town budget as previewed during the Joint Budget Subcommittee

Links to the meeting agenda and associated documents released for this meeting are included in the show notes.

Our conversation runs about 29 minutes. Let’s listen to this combined Talk Franklin and  Town Council Quarterbacking session recorded Mar 16, 2023

Space Needs Subcommittee doesn't reach consensus on recommendation to full committee (audio)

FM #960 = This is the Franklin Matters radio show, number 960 in the series.

This session of the radio show shares the School Committee - Space Needs Subcommittee meeting held in the 3rd floor conference room on Monday, Mar 20, 2023.

SubCmte Chair - Al Charles; committee members - Denise Spencer, Elise Stokes; Central office support - Supt Lucas Giguere, Business Manager Miriam Goodman

The meeting reviewed the feedback from the 114 responses to the survey after the two information sessions (1 in person, 1 virtual). The group worked through the feedback and did not find a consensus on which of the options or variations thereof to recommend to the School Committee.

There is another meeting added next week to work through the questions and hopefully come together on a recommendation for the committee. The current schedule calls for a presentation/recommendation at the April 25 meeting with a School Committee vote at their May 9 meeting.

The recording runs about 1 hour and 20 minutes, so let’s listen to the Space Needs discussion on Mar 20, 2023.  Audio file ->  https://franklin-ma-matters.captivate.fm/episode/fm-960-fps-space-needs-subcmte-03-20-23

Boston Globe: "World has less than a decade to stop catastrophic warming, UN panel says" (video)

"Earth is likely to cross a critical threshold for global warming within the next decade, and nations will need to make an immediate and drastic shift away from fossil fuels to prevent the planet from overheating dangerously beyond that level, according to a major new report released Monday.

The report, by the Intergovernmental Panel on Climate Change, a body of experts convened by the United Nations, offers the most comprehensive understanding to date of ways in which the planet is changing. It says that global average temperatures are estimated to rise 1.5 degrees Celsius (2.7 degrees Fahrenheit) above preindustrial levels sometime around “the first half of the 2030s,” as humans continue to burn coal, oil and natural gas.

That number holds a special significance in global climate politics: Under the 2015 Paris climate agreement, virtually every nation agreed to “pursue efforts” to hold global warming to 1.5 degrees Celsius. Beyond that point, scientists say, the impacts of catastrophic heat waves, flooding, drought, crop failures and species extinction become significantly harder for humanity to handle."

Scammers use AI to enhance their family emergency schemes

Consumer Alerts from the Federal Trade Commission

By Alvaro Puig

You get a call. There's a panicked voice on the line. It's your grandson. He says he's in deep trouble — he wrecked the car and landed in jail. But you can help by sending money.

You take a deep breath and think. You've heard about grandparent scams. But darn, it sounds just like him. How could it be a scam?
