AICUM Recognizes Representative Roy As Legislator of the Year

The Association of Independent Colleges & Universities in Massachusetts (AICUM) has named State Representative Jeffrey N. Roy (D-Franklin) a Legislator of the Year, honoring his sustained leadership and advocacy for higher education. The award was presented at AICUM’s annual meeting at Bentley University and the award portion can be viewed at https://tinyurl.com/5ea3wwfu


Representative Roy was recognized alongside Senator Barry Finegold (D-Andover) for his strong support of Massachusetts’ private, nonprofit colleges and universities—an essential sector represented by AICUM’s 58 member institutions.

“Chair Roy has consistently demonstrated a deep understanding of the critical role private colleges and universities play in driving the Commonwealth’s economic vitality,” said AICUM President and CEO Rob McCarron. “From the local impact of Dean College in Franklin to the world-class research that fuels Massachusetts’ competitive edge, he has been a steadfast champion for higher education.”

McCarron emphasized the importance of leaders who recognize the far-reaching influence of higher education—not only on campus communities, but on regional economies, workforce development, and the success of students and families across the state.

Over his 14 years in the Legislature, Representative Roy has been a leading voice on education policy, including serving as Chair of the Joint Committee on Higher Education from 2019-2021. His commitment is rooted in personal experience: as a first-generation college graduate and former member of the Franklin School Committee. He understands firsthand the transformative power of education. In Massachusetts, where more than 70% of jobs require education beyond a high school diploma, that perspective has shaped his work to expand access and opportunity.

“My higher education journey changed the trajectory of my life,” said Representative Roy. “I’ve made it my mission to ensure every student has access to that same life-changing opportunity. This recognition reflects our shared commitment to expanding access, affordability, and opportunity across the Commonwealth. Night to Remember is a glow-and-neon themed dance party at SAFE's Franklin office, open to all teens (ages 14 to 18). 

The night includes a live DJ, dance floor, mocktail bar with custom drinks, photo booth, games like cornhole and oversized Jenga, glow bracelets, temporary tattoos, and prizes and giveaways.

Prom season is one of the highest-risk times of year for teen substance use, and free, teen-centered weekend events are rare in our area. Night to Remember gives high school students a genuinely fun alternative—a low-pressure way to dress up, celebrate, and have a great time with their friends, while reinforcing the kind of community SAFE is known for building.

Spots are limited and registration closes on Thursday, June 11. If you know a high school student in our community, please share this with them.

Second Sunday Speaker Series: Phillip Balkus on Horace Mann - Sunday, May 3 at 1:15 PM

Educator and Franklin resident, Phillip Balkus, who recently completed an academic thesis on Horace, will be exploring the less famous role of Horace Mann as a citizen of Franklin, where he returned to rescue the fortunes of his brother and manage other investments -- in the process also helping the town of his birth. 

Doors open at 1 and the program begins at approximately 1:15. 

The event is free but donations are always greatly appreciated.

On Friday (5/8) the Contractor will be paving the area in front of the Shell Gas station on RT. 140 (West Central Street). The work will be contained within the southbound lane from Burger King to Beaver Street. During this time there will be lane closures on RT. 140. Please use caution when traveling in this area and follow all posted signs.

Beaver Street Pump Station

At the Franklin Recreation Center, construction of the new Beaver Street Interceptor Pump Station will continue with the installation and testing of internal building components and pumps.  Access to the recreation center will NOT be affected during this time.

The Town of Franklin is seeking qualified vendors to produce and manage commemorative merchandise in celebration of Franklin’s 250th Anniversary.

This milestone anniversary is an opportunity to celebrate Franklin’s history, community pride, and shared future. To support this town-wide celebration, we are inviting vendors to submit qualifications, product examples, pricing, and service information for a commemorative merchandise program that may be sold and/or distributed as part of Franklin’s anniversary events and promotions.

We are looking for vendors who can not only produce high-quality items, but also support online ordering, payment processing, fulfillment, and shipping through a hosted merchandise portal.

FY 2027 Budget Narrative: Animal Control Department

From the Town Administrator's FY 2027 Budget narrative, each department's story is worth sharing.


General Purpose

The Animal Control Department is responsible for the protection of domesticated animals in Franklin and the care and control of wildlife as needed. Animal Licensing and enforcement of laws pertaining to the care and treatment of animals are under the jurisdiction of this department.

The Animal Control Department is regionalized with the Town of Bellingham and offers 24/7 coverage.

Core Functions

Animal Control Officers work diligently to provide excellent care to all animals in the Town of Franklin, making every effort to reunite domesticated animals with their owner, and always keeping the safety of animals and residents as their top priority.
Animal Control Officers Tracey Taddeo and Patrick Kelleher also serve as Inspector of Animals. The Inspector of Animals position is required for all domestic and wildlife bites and has the ability to quarantine residents’ pets.
The Inspectors of Animals performs barn and kennel inspections and has the authority to grant or deny a kennel license.

One (1) Animal Control Officer
One (1) Assistant Animal Control Officer
Four (4) Part-Time Animal Control Officers

Strategic Initiatives & Accomplishments

The Animal Control Department received and investigated 3,215 calls in FY25, some of which are detailed below:
47 dogs were picked up; 46 of which were claimed and 1 of which were not claimed
9 cats and 7 other unspecified animals were picked up
22 animals were taken to be seen by a veterinarian
583 deceased animals were removed from public spaces
49 animals were humanely euthanized
37 dogs were found off-leash
67 animal bites were reported; all animals were quarantined for 10 days and none were found to be rabid
13 animals were tested for rabies; 0 were found to be rabid
1 dogs were held as evidence in criminal investigations

FY27 Requested Budget Highlights

This is a level-funded budget as presented, but will change if a regional agreement is altered. Bellingham and Franklin will be working on a revised shared services agreement this year, with a longer term goal of adding more communities, if possible, for greater economies of scale. However, this is a long term strategy, not an idea that will be implemented in a year or two.
