Finance Committee closes out FY 2026 budget hearings (video)

The Finance Committee completed the 3rd of the series of budget hearings on the FY 2026 budget Thursday, May 1, 2025. 7 of the 8 members participated, 1 remotely (1 absent).

Quick recap
  • Up for review tonight were the General government departments, many of them much smaller than the Police, FIRE, DPW, and Schools covered previously but all key to Town services. 
  • Recreation pays for itself with fee revenue from servicing 7200 kids with 3 full time personnel
  • Library just above the minimum required by State legislation not revised since it was enabled over 100 years ago
  • Town Clerk's office runs the annual census, dog licenses, registrations, and this year 2 elections; the special override election June 3 and the local election in November (Town Council, School Cmte and other elected positions, including this year the Town Clerk).
  • Senior Center has a minimal expense budget most of it is personnel and a good portion of it is covered by fee revenue or grants. Still working on how to fine tune it, won't likely get to the fee supported  status of the Recreation Dept. May 15 ribbon cutting for the van and gazebo at the Senior Center (10 AM)
  • Resolutions for approval - all passed by same 7-0-1 (1 absent) roll call vote
    • Resolution 25-20: Recommendation of FY2026 Budget
    • Resolution 25-21: Salary Schedule: Full-Time Elected Official 
    • Resolution 25-22: Expenditure Limits for FY2026 on Departmental Revolving Funds Established by Franklin Town Code Chapter 73, as Provided in MGL Chapter 44, §53E½, as Amended 
    • Resolution 25-23: Snow and Ice Transfer of Funds 
    • Resolution 25-24: Appropriation and Transfer of Funds from Water Enterprise Fund Retained Earnings to Water Line Project

Voices of Franklin: One Franklin "Shared Values Lead to a Common Goal"

One Franklin (Ballot Question Committee) is proud to stand with educators and grateful for the support of the teachers who serve our community every day. 


We share the mission to advocate for quality public education in an environment in which lifelong learning can flourish. 


All campaign finance reporting requirements are being fully followed. Any materials paid for by outside organizations will be clearly disclosed, and we are in compliance with all state laws.


One Franklin and our town’s educators share a deep concern about what will happen to the Franklin Public Schools and our town services if the override does not pass.


We often hear the saying “It takes a village”. In Franklin’s case, the village that supports our students, and all of us, includes the town police officers who keep our town safe and who keep our students feeling secure, the town fire personnel who show up for us when we need emergency assistance, the town’s outstanding senior center and library that offer socialization and support for senior and young people alike, and the DPW that takes care of our buildings, roads, and open spaces. All of these departments and all of you, the people in our community, working together, make up Franklin's village.


This is a pivotal moment for Franklin, and by coming together to support our public safety, public services, and public schools, we can preserve this wonderful community that we all share.


Please consider voting Yes on June 3rd for our Town of Franklin!

Updates from the Franklin Veterans Service Office - May 2025 Schedule

May 7– Veterans’ Coffee Social – 10:00 AM at the Senior Center. All Veterans are welcome to join us for updates, coffee and conversation! Socials are held the first Wednesday of every month.

May 9 – Military Spouse Appreciation Day
– This date recognizes the services and sacrifices of military spouses. Thank you to all military spouses for your love, loyalty and support!

May 15 – Veterans’ Council/Memorial Day Parade Meeting – 7:00 PM at the Senior Center. All members of the community interested in Veterans’ activities are invited. Parade volunteers are needed.

May 17 - Armed Forces Day – An annual holiday observed to pay tribute to men and women currently serving in the U.S. Armed Forces. Thank you to all members of the U. S. Military. We salute you for your service and sacrifices!

May 23 – Memorial Day Breakfast – 9:00 AM – 11:00 AM at the Senior Center. RSVP by May 9, 2025. Veterans will be given first preference.

May 26 – Memorial Day - Honors the men and women who died while serving in the U.S. Military. The Memorial Day Parade will begin at 11 a.m., starting at Horace Mann School, right onto Oak St., continues onto Daniel McCahill St., continues onto Union St., left onto West Central St., left onto Emmons St., left onto Main St., ending on the Town Common, where a Memorial Day Ceremony will be held at 12:00 p.m. If any Veteran would like to participate in the parade, please contact our office.

Veterans Memorial Walkway
- The May installation of engraved bricks on the Walkway will be completed by Memorial Day. Thank you to all who’ve supported this project by honoring their special U.S. Service Members with a brick. The next installation will be in November to coincide with Veterans’ Day. Brick order forms are available in the Town Hall and Senior Center lobbies and on the Veterans’ Services page on the Town website.

Please let our office know if you or a family member (residing in Franklin) is a Purple Heart recipient. National Purple Heart Day is celebrated on August 7 every year. 

The Tune It Out guitar lessons program for Veterans meets on Tuesdays at 5:30 PM at the Senior Center. There is no charge for lessons and no guitar experience is required. We have guitars! Call our office for details. 

The Warrior Within Yoga program for Veterans and First Responders meets on Thursdays from 6:00 – 7:00 PM at the Senior Center. Call our office to sign up.
