Leos for students either living or attending school in Franklin between the ages of 12-18 who wish to volunteer in the community.

GOOD DEEDS: The Personal Touch

It’s no secret that people like personalized service. People have groceries and dinners sent to their homes. Others hire people to shop for them. So, it made a lot of sense to me when I first became Register of Deeds in 2002 about bringing Registry services directly to the people of Norfolk County.

Today, through our community outreach program, we provide essential services and educational information to all 28 communities in Norfolk County. Our most popular community program is our office hours, usually held at your local town hall, whereby you can save time and money by getting your business done without driving to our Dedham location.

During my 2024 office hours tour I have had the pleasure of visiting various communities throughout Norfolk County taking the time to speak with various community groups to let their members know about Registry services and how they can easily access them from the convenience of their home computer. These local groups include: councils on aging, retirees, chambers of commerce, business associations, veterans, libraries, and men’s and women’s clubs. Another beneficial part of our traveling road show is the opportunity to meet with local town leaders and staff who work to keep the communities in our county running smoothly.

Thanks to the blending of modern technology and old fashioned customer service, we were able to give printouts of deeds (most popular request), check to see if individuals had any outstanding mortgages on their property, or whether a mortgage had been discharged, and help fill out a Homestead form that once recorded provides owners with limited protection of up to $500,000 against unsecured debt when it comes to a forced sale of their principal residence.

Furthermore, we also acted as a courier bringing back documents that individuals needed to have recorded at the Registry. I can’t tell you how many times people have said to me at office hours, “Thanks so much. I am glad you’re here. It’s not a long trip to Dedham but this saves me that trip.” And for some people that can be a long ride, since Norfolk County stretches from Cohasset to communities near the Rhode Island border like Bellingham and Wrentham.

If you missed our scheduled office hours and want to get a copy of your deed, don’t worry. All you have to do is go online at the Norfolk County Registry of Deeds website at www.norfolkdeeds.org click on ‘Online Research’ at the top of the bar and when the pop-up box appears click on ‘Search for Your Deed,’ and you can print a non-certified copy for free. If you would like a certified copy, the cost is usually very inexpensive. Certified deeds cost a dollar a page, and most deeds are two pages. Add a dollar on for mailing, and a certified copy of your deed will be sent to your home for $3.00! all you have to do is visit or call our well regarded Customer Service Center, Monday through Friday between 8:30AM to 4:30PM at 781-461-6101.

I want to take the opportunity to thank all of the individuals who came and visited us during our office hours and I hope that by doing so we were able to give you a bit of convenience and save you some time. I also want to thank the community leaders and town staff who worked with registry staff to coordinate these office hour events and gave us the opportunity to bring the Registry of Deeds and its records to the residence and property owners of Norfolk County.

The 5th Annual Pumpkin Patch and sale will be up and running from Sunday, September 29 to Thursday, October 31 at St. John’s Episcopal Church, 237 Pleasant Street, Franklin. 

A huge selection of pumpkins, gourds and colorful mum plants will fill the front lawn at St. John’s Church. Kids will have fun picking out their favorites. It’s a cute photo opportunity for families and a good time to start decorating for autumn.

Open 7 days a week, here’s the schedule:

  • Saturdays 10:00 AM-4:00 PM
  • Sundays Noon-4:00 PM

Joint Budget Subcommittee starts the long road to the FY 2026 budget, override likely but what, when determined next year (audio)

FM #1281 = This is the Franklin Matters radio show, number 1281 in the series. 


This session shares the Franklin (MA) Joint Budget Subcmte meeting held on Wednesday, Sep 11, 2024. 11 members participated, 9 in chambers, 2 were remote (Frongillo, Griffith).


Quick recap:

  • Chair Tom Mercer opened the session with a review of the committee charge (linked to below), and a round of introductions, as well as explanation of why only 3 members of the School Committee vs. 4 each of Finance Cmte and Town Council. Finance and Council have 9 on the full body, hence 4 is the most to avoid a quorum; Schools have only 7, hence the 3 keeps within the quorum rules

  • Town Administrator Jamie Hellen in his opening remarks said this budget situation is not unique to Franklin, Jamie using his time at Mass Municipal Assoc (MMA) to advocate for state funding at local levels esp. for schools, Lt Gov hearing this message not just from Franklin; this is the norm not the exception

  • Supt Lucas Giguere in his intro remarks wants us all to learn from last year, getting together and starting early is good, how do we work together to solve this. Redistricting planning is underway, the reorganization is not going to solve the budget issues, it will make us more sustainable... Think about big picture of town and schools together

  • Hellen continued to walk the group through the revenue projects as shared in the agenda (link below)

  • Budget timeline overview (linked below) Capital budget due Dec 1, Ops budget first pass due Dec 20. They do get refined as the process works along

  • Dr Dutch explains revolving account usage for schools, akin to the enterprise funds on the town side; money collected by the specific area is used to pay for the costs incurred by that area. If any excess within, can not be used elsewhere, only within that space. Transportation for transportation, etc.

  • Q - on grants and where it might be in the projections as shown? A - we do get grants but they are not shown in this. Grants are special revenue and are not in the operational budgets, there are a couple of exceptions with reoccurring grants for Senior Center, Board of Health

  • Q - on turnover for school district A - 56 resignations and 8 since the Aug 27 meeting. HR status report for the SchCmte meeting yesterday.   • Items not explicitly covered in this first pass of the budget 

    • Contract negotiations also with all the unions (9 or so) are not factored in (other than the automated 2.5 already in the forecast)

    • Savings or cost regarding redistricting

    • health care (as mentioned) numbers usually ready in March

    • inflation not explicitly covered

  • There is no anticipated relief on the expense side. With expense increase coming, modeling to see where we can get to stabilize the budget or we end up cutting additional services and staff. We are already starting at a deficit ($3m) and we need to work together to solve it

  • Per Chief Lynch - No one (municipal side) will sign a contract until the teachers are signed. He goes further to clarify the situation that happened 3 years ago when former Supt Ahern approved the 4-4-4 for teachers

  • Q - Raises the possibility of getting some tax assistance, or subsidy, what is the legal ramifications, other Towns do it, we need to look at it. A - We already do most of the state tax abatements. Take discussion offline to get more details on the proposal
