DCR is seeking Public Comments on plans for SNETT

Department of Conservation & Recreation is seeking Public Comments on plans for SNETT

The Department of Conservation and Recreation (DCR) has prepared draft Resource Management Plans (RMPs) for several locations inside the Blackstone Complex.   The Southern New England Trunkline Trail (SNETT) is one of the properties targeted for improvements. Copies of the plan for the SNETT are available on the Blackstone RMPs web page.

A meeting was conducted on October 8 where DCR presented an initial draft of the RMPs for the Blackstone Complex.  A recording of the meeting and the slideshow from the meeting are available online.  DCR encourages the public to share additional feedback, with a deadline for receipt of comments by DCR of October 31st, 2024. Comments may be submitted via the DCR public comment portal.  Please be sure to select "Blackstone RMPs" from the "Topic Selection" drop down so that your comments are included with the correct project.  Please note that the content of comments you submit to DCR, along with your name, town, and zip code, will be posted on DCR's website. Additional contact information required when commenting, notably email address, will only be used for outreach on future updates on the subject project or property.

Franklin TV: The Roy / Bailey Debate

Standing Room Only

On Tuesday evening we collaborated with E.D. Amy Huff of Medway Cable Access to cover the Jeff Roy / Charles Bailey Debate held at Medway Middle School’s presentation room. A large crowd turned out early and completely filled the room to capacity well before the 7:00pm start.

The debate was informative, cordial and spirited. There were thoughtful questions posed to both candidates throughout the hour.

Both Medway Cable Access and Franklin,TV streamed the event live. You can view it on Franklin.TV’s YouTube Access Channel as well as on the Medway Cable Access Facebook page. You will find the hour-long program is rich in detail as an excellent example of the value of public debate and discourse.

With the room filled to capacity, Medway’s Fire Marshall had to turn away disappointed folks waiting in a long line to get in. They were advised to return home and watch the proceedings on TV. Not happy. If you didn’t get to watch the debate live we will also repeat the debate on our Access Channels Comcast 6 Verizon 26 from now to the election. Check our Program Guides each week for times.

Register O'Donnell Promotes Consumer Notification Service

October is Cybersecurity Awareness Month and in light of recent publicity relating to "deed theft," Norfolk County Register of Deeds, William P. O'Donnell, today, reminds residents about the Registry's Consumer Notification Program.

 

Deed theft can take different forms. The most common type of fraud preys on people who are in danger of losing their property, usually rental property, through foreclosure. The owners are told that they qualify for a "short sale," a process where the foreclosing lender settles for less than the amount owed on the mortgage, and that if they sign the deed over to a third party, they can avoid the foreclosure. The owner signs a deed over to the third-party scammer, not realizing they are still responsible for the debt, and the scammer, rather than negotiating the short sale, collects and keeps the rental payments until the lender eventually forecloses. Variations of this scam have involved the principal residences of unsuspecting consumers.

Another type of deed theft targets elderly people who sign over their property without realizing what they are doing. This type of transfer has also been done by a family member or other individual trusted by the elderly home owner. Deed theft is a serious crime that can result in the loss of one's home and equity. Homeowners should be aware of these scams and talk to a lawyer before signing any papers that have to do with their property.

 

Less common is forgery, where a scammer fakes a homeowner's signature on a deed and records it in the registry of deeds. A forged deed is not valid and conveys nothing. If a buyer or a lender rely on a forged deed and don't do their due diligence on a property's title, they are out of luck. They, not the legitimate property owner, will ultimately lose any money paid to the thief. Forgery is a felony in all fifty states, punishable by jail time and heavy fines. The court may also require restitution for damages caused by the forgery, such as the costs of clearing the title.

 

Companies now offer paid subscription services that will check public records and let a property owner know if a deed has been recorded that changes who owns their property. It is not title insurance, and most of the time, if a fraud has happened, it won't offer any extra services.

 

Commenting on the issue, Register O'Donnell stated, "Our mission at the Registry of Deeds is the safety and security of all property records. We recognize that there are unscrupulous individuals who may try to take advantage of the property rights of others. In 2015, we at the Norfolk County Registry of Deeds initiated a Consumer Notification Service, a free service whereby subscribers sign up to be notified when any document is recorded under their name. This initiative came about in response to the Federal Bureau of Investigation (F.B.I.) indicating property and mortgage fraud was one of the fastest growing white-collar crimes in America."

 

Information on "Consumer Notification" can be found on the Registry website, www.norfolkdeeds.org under the heading "Services". Since 2015 more than 2,100 Norfolk County residents have signed up for the Consumer Notification Service. The Registry Customer Service Department can assist anyone who would like to set up the notification for their property.

 

Register O'Donnell concluded, "I want to reiterate that our free notification service, like the paid services, does not protect against fraud but will at least alert the owner if a fraudulent deed has been recorded. This way the homeowner can take steps right away to combat the fraud. Also, Owners should always be aware of what they are signing when it comes to any document that may affect the title to their real estate and should scrutinize any company that promises to alleviate debt if you sign over a deed to them. In Massachusetts, a deed should always be signed in front of a notary public. Massachusetts notaries are obligated to request identification from the party signing the deed."

"The Belle of Amherst,” a Tony Award Winning play by William Luce, and directed by Norman Johnson, brings the poet Emily Dickinson to life for modern audiences. "Based on Dickinson’s life from 1830 to1886, the play is set in her Amherst, Massachusetts home and makes use of her work, diaries, and letters to explore both the agony of her infamous seclusion with moments of joy amid the people closest to her."



Kathleen Mulligan (Actor and Producer) is a Professor of Voice and Speech at Ithaca College in Ithaca, NY. She is a proud member of Actors’ Equity Association, the union of professional stage actors. Acting credits include The Acting Company (national tour), American Repertory Theater, The Huntington Theatre Company, and PCPA Theatrefest in Santa Maria, CA. She has performed The Belle of Amherst in Lebanon, Laos, and across northern India while on a Fulbright-Nehru grant in 2023.

FHS boys soccer post win, girls soccer gains tie on Friday

Via Twitter, Franklin TV, and our subscription to HockomockSports.com, we share the results of the Fall sports competition for Franklin High School on Friday, October 11, 2024



Boys Soccer = Franklin, 2 @ Mansfield, 1 – Final
– The Panthers potted the go-ahead goal with just under five minutes left to escape Mansfield with a hard-fought win over the Hornets. After a scoreless half, the game opened up a bit more in the second. A questionable call led to a throw-in in the attacking third for the Panthers and junior Josh Rappa didn’t hesitate to take the throw quickly. He launched a service into the area and senior Garrett Scagliarini went up and flicked it past the keeper in the 49th minute to present the Panthers with the first lead of the game. Mansfield’s direct approach in the second half opened the field a bit more, and head coach Steve Sheridan elected to move senior center back Cooper Austin into an attacking role. The switch paid off as Austin did well to hold up play before dishing it off to classmate Dylan Mullin, who was able to work his way between a pair of Panthers before connecting with Dom Nassif on a centering pass. Nassif’s one-timer snuck in at the near post as Mansfield pulled even in the 69th minute. Mansfield continued the pressure but Franklin’s back four was able to hold to quell the momentum. A free kick from Matt Honekamp was eventually played on by Scagliarini to the outside for a header from Rappa. Connor Mason was able to bring it down and dropped a ball in behind the defense and Wyatt Herndon was the first to it, getting a touch to beat the charging keeper.

Girls Soccer = Mansfield, 2 @ Franklin, 2 – Final
"It has been a tough week for Franklin. After dropping points to Bishop Feehan and Sharon within 24 hours of each other to start the week, the Panthers could have been forgiven for letting their heads drop when Aly Fernandes gave Mansfield a deserved two-goal cushion early in the second half of Friday afternoon’s game at Pisini Stadium.

Rather than letting the Hornets run away with a big win, Franklin fought back.

The Panthers scored twice in a 15-minute span, Morgan Lovell equalizing with just 11 minutes to play. Mansfield nearly came back and won the game a few minutes later, hitting the bar for the second time in the match, but it finished 2-2 and Franklin left the pitch as the happier of the two teams after grabbing a come-from-behind point."
