Master Plan Update: Community Mission Statement, Vision, & Goals

Over the next couple of days, sections of the Master Plan Update "final draft" will be shared to prepare for the Public Hearing scheduled for Thursday, Nov 14. The presentation and hearing will begin at 6:30 PM in the 3rd Floor Training Room of the Municipal Building. Franklin TV is scheduled to broadcast the event (and record for future viewing).

3. Community Vision and Goals

The Master Plan Mission Statement and Vision include the core values and goals that guide community development and decision-making.

Mission Statement

Franklin is an inclusive community that strives to support its citizens, land, and businesses in a sustainable, fiscally responsible manner. We value high quality education, the arts, cultural, historic, and agricultural resources, and the superb delivery of public services, now and into the future, for residents of all ages, abilities, and backgrounds. 

We are committed to creating a sustainable community by protecting open spaces, recreation, and natural resources while promoting balanced growth that enhances the pluralism of our community. We work to promote various housing opportunities, as well as to attract and retain businesses, both profit and non- profit, that grow our economy, create jobs, and contribute to a vibrant downtown center and community. 

We continue to work to improve and enhance the safe, healthy, and efficient movement of people and goods within Franklin, and across the regional transportation network, by providing a range of integrated and sustainable transportation options.

Vision

Our vision of Franklin is to be a vibrant, inclusive, pluralistic, innovative, and sustainable community.

The six pillar goals, or overarching goals, of the Franklin Master Plan are:

Master Plan Goals

Master Plan Goals are the objectives that a community aims to achieve through implementation of a master plan. The goals are typically broad and long-term in nature, and they guide the implementation of policies and strategies that will help achieve them.

ECONOMIC DEVELOPMENT
1. Work to revitalize Franklin’s Downtown core and adjacent neighborhoods.
2. Support the creation of mixed-use Neighborhood districts throughout Town that integrate small commercial uses near residential areas.
3. Boost tourism by highlighting, enhancing, and expanding amenities, events, and attractions.
4. Build organizational capacity to support and strengthen the Town of Franklin’s business retention and attraction initiatives, activities, and strategies.
5. Encourage the redevelopment of underutilized properties and otherwise explore opportunities to expand Franklin’s commercial and industrial bases.
6. Adopt strategies that will promote workforce development, attract skilled workers to the region and increase employment options for the Town’s current residents.

HOUSING
1. Increase Housing Diversity to encompass a range of housing types, sizes, and price points to accommodate the diverse needs and preferences of residents, including Innovative housing solutions, such as tiny homes, co-housing communities, accessory dwelling units (ADUs), and co-living arrangements, to offer housing options suited to specific needs or lifestyles within the community.
2. Expand and Enhance the Downtown and Neighborhoods by prioritizing them for housing development and investments in neighborhood character that include improving infrastructure, amenities, community engagement, and quality of life for residents.

LAND USE 

1. Preserve and enhance existing unprotected natural and open space resources in Franklin.
2. Encourage development of diverse housing options in areas of Town where property is underutilized or needs redevelopment, and where public transit is available.
3. Promote mixed-use development in appropriate areas.
4. Encourage expansion and retention of current businesses and attraction of new businesses in appropriate locations.
5. Provide guidelines on Franklin character and develop a more clearly defined review process.
6. Make the permitting process more transparent, streamlined and in alignment with overarching Town goals.
NATURAL, CULTURAL & HISTORIC RESOURCES
1. Protect, preserve, and enhance Franklin’s natural environment and biodiversity through land and water management, regulation, and public education.
2. Provide quality arts and cultural resources as a vital part of the creativity and growth of our community.
3. Preserve and protect community historic resources while respecting and planning for future growth.
4. Advocate for the preservation and protection of Franklin’s natural, cultural and historic resources.
5. Implement growth management, sustainable development and low impact development techniques to preserve, protect, and enhance the Town's natural, cultural, and historic resources.

OPEN SPACE & RECREATION
1. Increase public awareness of and access to open space and recreational resources.
2. Preserve and enhance existing unprotected natural and open space resources in Franklin.
3. Provide opportunities for inclusive and accessible passive and active recreation to meet the community’s evolving needs.
4. Implement sustainable practices in the design, construction, operation, and maintenance of Franklin’s public parks and playgrounds.
5. Work to obtain the funding and other resources necessary to implement the open space and recreation goals, objectives and actions outlined above.

COMMUNITY SERVICES & FACILITIES
1. Regularly reference and use the Master Plan in developing annual budgets and prioritizing capital improvements, programs and services.
2. Obtain  sufficient  resources  to  implement  the  Master  Plan’s  priority  capital improvements, programs and services.
3. Maintain, update and expand the Town’s utilities, infrastructure and facilities to satisfy the demands of the Town into the future in alignment with previously established plans for conservation or preservation.
4. Superb delivery of public services.
5. Maintain the quality of Franklin’s municipal buildings, public school facilities, and all other town owned properties, and utilize facilities as effectively as possible.
6. Ensure the superb delivery of public education, from Pre-K through adult.

TRAFFIC & CIRCULATION
1. Make the Town increasingly more walk-able and bike-able by creating and maintaining safe interconnected pedestrian and bicycle routes between key destinations within Franklin, including residential areas, Downtown, employment centers, commuter rail stations, schools, parks and recreation facilities, and commercial areas.
2. Work to improve existing, and develop new, public transportation for the Town's residents and visitors, as well as the business community and their employees.
3. Improve and maintain the Town's public roadway system to assure adequate service, maximize public safety, accommodate desirable growth, and serve existing and future land use patterns.
4. Improve vehicle, bicycle, and pedestrian circulation in the Downtown and neighborhood areas.
SUSTAINABILITY
1. Decarbonize all Town/school buildings and facilities.
2. Adopt and support sustainable development policies and practices.
3. Support and encourage sustainable practices among residents and businesses.
4. Strengthen resilience to climate change impacts.
5. Support programs to reduce waste.


Implementation Program: Strategies and Actions

Master Plan Strategies are intended to inform decision-making and ensure that community development aligns with the goals of the master plan. These strategies are crafted through an assessment of current conditions, emerging trends, and future projections for the community. Once established, these strategies serve as a framework for decisions related to land use, zoning regulations, transportation infrastructure, and various elements of community development.

Master Plan Action Items represent specific tasks required to achieve the goals and objectives detailed in the master plan. They are individual steps necessary to implement the guiding strategies and achieve the desired outcomes.

Fallen Hero Recognition: Daniel E. McCahill - November 11, 2024 - 9 AM

Memorial event today (11/11/24) at 9 AM on the Town Common Veterans Walkway to honor Daniel E. McCahill

This program will include the placing of a Memorial Wreath for the day, the playing of Taps, a salute from those present, and a reading of whatever history  may be available for that veteran.  This is a way of keeping the memory of that veteran alive.

Fallen Hero: Private Daniel E. McCahill, U.S. Army

Private Daniel E. McCahill, U. S. Army, was born on June 11, 1919, son of Bernard and Mary McCahill. Daniel lived with his parents, three brothers and two sisters at 13 Pinehurst Street. 
Daniel attended the Franklin Schools and graduated from Franklin High School in 1938. He was a fine athlete affectionately known as “long Dan” or “big Dan” who played a hard fast brand of basketball. Dan continued his basketball play in an independent league after high school. 
Daniel answered his country’s call on March 21, 1941 and after a period of training with the 182nd infantry division was sent to the South Pacific war zone. Private Daniel McCahill was killed in action on November 11, 1942 at the Battle of Guadacanal. This campaign is well known for its pivotal role in turning the tide of the war in favor of the Allies in the Pacific Theatre. 
Pvt Daniel E. McCahill was 23 years old at the time of his death while engaged in combat fighting to recapture Guadacanal in World War II.

Heather Pierson returns to the Circle of Friends Coffeehouse on Saturday, December 7th at 7:30 with her fabulous Charlie Brown holiday show, always one of our most popular. She is a New Hampshire based singer/songwriter, pianist, song leader, and performer with a passion for cultivating joy, both onstage and off. Her trio, with Shawn Nadeau on bass/vocals and Craig Bryan on percussion/vocals, performs a rich variety of Heather's originals, jazz and blues standards.

Norfolk County Registry: Deed and Mortgage Recordings up in October 2024

Norfolk County Register of Deeds William P. O'Donnell reported that Norfolk County recordings for the month of October 2024 indicate an increase in overall real estate activity, with increases in the total number of deeds and mortgages recorded as compared to October 2023.

The Registry of Deeds recorded 9,629 documents in October 2024. This was 5% more than in October 2023, and a 12% increase compared to September 2024.

"For the past four months we have seen a continued positive trend in real estate activity, which is largely due to a significant increase in the number of mortgages and deeds recorded each month this year from July through October compared to July through October 2023," stated Norfolk County Register of Deeds William P. O'Donnell. "This sustained increase in mortgage and deed recordings shows indications of growing real estate market activity. It will be interesting to see if this trend continues as we move further into the last quarter of 2024.

The total number of deeds recorded for October 2024, which reflects both commercial and residential real estate sales and transfers, was 1,434, up 10% from October 2023 and up 10% from September 2024. This October, 758 commercial and residential properties sold during the month, up 13% compared to October last year.

"The positive growth in both the total number of deeds recorded and the number of property sales compared to last year is certainly encouraging. This indicates that the real estate market is performing well, particularly in certain neighborhoods and property types in Norfolk County," noted Register O'Donnell.

In October, lending activity increased compared to the same month a year ago. A total of 1,518 mortgages were recorded in October 2024, up 30% from October 2023 and up 14% from the previous month.

"While average mortgage interest rates have started to creep back up from their late September low they are still below the levels seen this time last year. Despite the recent increase, the market continues to draw in prospective homebuyers and borrowers." Register O'Donnell added, "If we see hints of a continued decrease in the federal funds rate, we may see lending activity continue to rise, as the Federal Reserve's decision to lower the federal funds rate has an indirect impact on mortgage interest rates."

The average sale price of commercial and residential properties for October 2024 rose to $1,135,838, a 17% increase compared to October 2023 and an increase of 18% from September 2024. The total dollar volume of commercial and residential sales is also up, increasing by 33% from last year and up 37% from last month.

"There is no doubt that Norfolk County is a desirable place to live and work, a credit to all the communities and the municipal staff and leaders who have created such a vibrant area," stated Register O'Donnell. "However, due to the limited inventory of available property not matching that demand, I think many would agree that it is a difficult market for buyers, especially first-time home buyers."

The Norfolk County Registry of Deeds has been closely monitoring the foreclosure market. In October 2024, there were 8 foreclosure deeds recorded as a result of mortgage foreclosures taking place in Norfolk County, more than the 6 recorded in October 2023. In October 2024, there were 32 notices to foreclose, the first step in the foreclosure process, more than the 21 recorded in October 2023.

"We cannot begin to know all the causes that have contributed to these foreclosures and notices to foreclose, but what we do know is that a number of our neighbors have lost their homes, and even more are dangerously close to losing their homes," said Register O'Donnell. "We all experience unforeseen events in our lives, and sometimes events beyond our control can have devastating emotional and financial effects, so I would urge anyone struggling to pay their mortgage or who knows someone who is struggling to contact one of the non-profit organizations listed on our website, www.norfolkdeeds.org."

For the past several years, the Norfolk County Registry of Deeds has partnered with Quincy Community Action Programs (617-479-8181 x376) and NeighborWorks Housing Solutions (508-587-0950) to help anyone facing challenges paying their mortgage. Another option for homeowners is to contact the Massachusetts Attorney General's Consumer Advocacy and Response Division (CARD) at 617-727-8400.

"October was a great start to the third quarter of 2024, with the real estate market showing strong growth and demand, with a significant increase in mortgage and deed recordings," concluded O'Donnell. "In the coming months, the inventory of available property and mortgage interest rate levels will likely play a big role in determining the direction of the market. Buyers, especially first-time home buyers, may continue to face challenges in finding affordable properties due to the high demand and limited inventory."

Dear Friends and Neighbors,

The City officially known as the “Town of Franklin” has a rich and storied history, having been incorporated on March 2, 1778. We are proud to be the first municipality in the country named after Statesman and Founding Father Benjamin Franklin. Our town is home to significant landmarks, such as the birthplace of Horace Mann, the father of public education, the historic Red Brick School, and the first public library in the United States. Today, Franklin continues to stand out, having been recognized as the second safest place to live in the USA and the safest place in Massachusetts in 2019 by Neighborhood Scout.

In order to maintain Franklin's status as “one of the best places to live and raise a family,” as noted by Family Circle magazine in 2007, and in accordance with Massachusetts General Laws Chapter 41, § 81D, the Town Council has taken proactive steps to guide our future. In line with this, resolution 23-37 was approved by the Franklin Town Council to establish a thirteen-person Master Plan Update Committee. This committee is made up of representatives from various town boards and commissions as well as citizen members, all working together to ensure our town’s growth is both thoughtful and strategic.

The Master Plan Update Committee has been tasked with reviewing the current Master Plan, analyzing data and community feedback, and identifying key challenges and opportunities Franklin will face over the next decade. By focusing on areas such as housing, transportation, economic development, sustainability, public services, and recreation, our committee is crafting a visionary roadmap that will guide the town’s future growth and development.

To support this effort, we have established five subcommittees that address specific aspects of the Master Plan: Land Use and Zoning; Housing and Economic Development; Community Services, Facilities, and Circulation; Open Space, Recreation, and Natural, Cultural, and Historic Resources; and Sustainability. Each subcommittee has been actively engaging with the community and town stakeholders to gather feedback and revise goals and objectives that align with the town’s long-term vision. I wish to thank all of the members of the Master Plan Committee for the countless hours they devoted to making this process run efficiently and successfully.

At every step of this process, we have prioritized the core values that define Franklin: our commitment to education, preservation of natural resources, and a forward-thinking approach to growth and development. At the same time, we remain mindful of the challenges ahead—balancing growth with the preservation of our town’s unique character, maintaining fiscal responsibility, and ensuring we address the evolving needs of our residents.

Your participation has been essential in shaping this plan. Your ideas, concerns, and vision for Franklin’s future have played a pivotal role in ensuring this Master Plan reflects the collective aspirations of our community.
 
On behalf of the Master Plan Update Committee, I want to express my sincere gratitude for your engagement and continued support. Together, we are shaping the future of our town, and I am confident that Franklin will continue to grow in ways that reflect our shared values, priorities, and hopes for the future.

Chances are, fraud has happened to someone you know. This year, make sure your Veterans Day tribute includes ways to help veterans, servicemembers, and military families spot scammers.
