Town Council approves Rescission of license transfer, accepts Bogan's Way, welcomes Fire Dept news hires & Police Dept promotions (audio)

  • Rescission of Prior Approval of Transfer of Section 15 All Alcoholic Beverages Package Store License, Heeru Corporation d/b/a DeVita’s Market. Jamie explains quick background on the recession as the "easy" way for the parties to resolve the issues they have, including allowing DaVita's to reapply for a renewal of the license Building code issues need to be resolved to enable the transfer. vote passes 8-0-1 (8 - yes, 0 - no, 1 absent)

  • Public hearing on Bogan's way; Order of Layout, Acceptance, and Taking of Bogans Way and Drainage Lot Parcel A and Easements. Planning did approve acceptance, Continuing to chip away on all the public streets in town Public hearing closed with no comments. vote passes 8-0-1 (8 - yes, 0 - no, 1 absent)

  • License Modification - Change of Manager of a Section 15 Retail Package Store License: Shaw’s Supermarkets, Inc. d/b/a Shaw’s. So moved, second, passes 8-0-1 (1 absent)

  • Resolution 24-63: Gift Acceptance: Senior Center ($100) (Motion to Approve Resolution 24- 63 - Majority Vote). So moved, second Passes 8-0-1 (1 absent)

  • Resolution 24-64: Town Council Approval of American Rescue Plan Act (ARPA) Funds ($8,304) (Motion to Approve Resolution 24-64 - Majority Vote). So moved, second Passes 8-0-1 ,1 absent)

  • Friendly 40B Policy Update introduced by Jamie in response to what has been heard from the community. After some discussion, when it wasn't really an item for discussion, it is not clear if it is in effect as proposed, or if it is being referred to a subcommittee and/or future agenda for further discussion. Editor's note: there should be a further review and potentially additional changes made to this. It is not a policy that is clearly understood and appreciated by either the Council or the community

Doesn’t Franklin know it.

Visiting Wachusett mounted a comeback in the second half to erase the Panthers’ two-goal lead but now in the postseason, Franklin had one final chance at redemption."

Division 1 = #26 Attleboro, 0 @ #7 Franklin, 2 – Final

"It wasn’t easy, but Franklin completed its season sweep of Hockomock League rival Attleboro.

After beating them twice in the regular season — a 3-0 win in September and a come-from-behind victory on Oct. 17 — the seventh-seeded Panthers were matched up with the 26th-seeded Bombardiers one last time in the Round of 32 of the Division 1 tournament. 

As expected, it was close from the get-go. Neither team had a shot on goal nor a corner in the first quarter, and by halftime, Franklin had the lone chance on target while Attleboro had the only corner of the half."

The "Sip, Shop, Stroll, and Roll" event is the exciting celebration of the 'A-Wreath-of-Franklin' community wreath program, designed to bring people downtown to enjoy the festive atmosphere and vote for their favorite community-made wreaths.


This festive day invites the Franklin community to experience the creativity of Franklin with live music, specialty cocktails, raffle prizes, and the chance to shop pop-up artisan goods in local storefronts.


It's a day that combines holiday spirit with community pride, offering something for everyone to enjoy in the heart of downtown Franklin!

A wreath of Franklin

Local artists, schools, and community members are invited to decorate wreaths in their interpretation of our inaugural theme, "Stories of the Season". Our cultural volunteers will pair community wreaths to be displayed at local businesses throughout the downtown area (December through January).


Deadline for community wreath sign up is November 22nd. Click here!


On December 7th, 12-7pm, enjoy a "Sip, Shop, Stroll & Roll" event. Community members are welcomed Downtown to vote for their favorite wreaths, shop, eat and enjoy local festivities! Don't miss the fun! 


About the Wreaths

Just as each wreath is carefully crafted, our traditions and acts of kindness weave together to create a stronger, more united community. 


What does our theme, "Stories of the Season" mean to you? Is it celebrating your family heritage? Interpreting a favorite book from your book club? What will your story be?


Once the wreaths have been created our volunteers will match the wreath with a local business located in the Downtown/Cultural District area.


Wreaths will be placed in windows, with a QR code sign enabling our community to vote for their fan favorite!

Notice of Public Hearing - Property Tax Classification FY25

The Franklin Town Council will hold a Public Hearing in the Council Chambers of the Municipal Building, 355 East Central Street, Franklin, MA on Wednesday, November 20, 2024 at 7:00 P.M. on the issue of allocating the local property tax levy among the 5 property classes for the Fiscal Year 2025. 

The hearing will provide an open forum for the discussion of local property tax policy. Interested taxpayers may present oral or written information on their views.

Prior to the setting of the tax rate, the Town Council must adopt a Residential Factor following which the Council selects the percentage of the levy to be borne by Commercial, Industrial and Personal Property.

Citizens are welcome to attend public meetings in person. Additionally, citizens will be able to continue to participate remotely via phone OR Zoom. Residents can visit the Town Website (Franklinma.gov) on and after November 15, 2024 and click on the Town Calendar for up to date information on how to access the meeting. If you have any questions, please call the Town Administrator’s Office at (508) 520-4949.
