Finance Committee Meeting - Feb 9, 2022 - agenda to review the FY 2022 Capital Plan

From Town Administrator Jamie Hellen's memo to the Finance Committee: 

"Please find the attached Capital Plan for FY22, as well as the five-year capital plan from each department as required by the Town Charter. Included with this memo is a sheet with the 20-year free cash history. The average is $3.19 million over the past ten years and $2.72 Million over the past 20 years. FY22 is an unusually large year in excess, unspent revenue due to the second pandemic year.

From the certified total, there are several policy commitments that eat into the total right off the bat, most notably contributions to stabilization accounts (per town policy) as well as the usual recommendation from staff to hold revenue for annual snow and ice removal. See narrative below for more specifics.

These recommendations are Round 1 of the FY22 Capital program. Once we know the final totals of the winter costs for snow removal, if there are remaining funds, staff will propose a “Round 2” Capital later in April, which we have traditionally used to fund road and infrastructure projects."

Expressions Enrichment Introduces Doggie Express

Come create with your pups! Doggie Express allows for Furmom's or Furdad's to come with their doggies for an hour of socialization and art creation with their pups. Participants can pick from either a piece of pottery that can be fired in the kiln or a hands on art creation with their doggie from paw painting on canvas or a paw print in clay.  

Limited spaces allow for personal attention. Must register online in advance and fill out a waiver. Session times for the Week of February 7th and February 14th are Mondays and Fridays 9-12.

Norfolk County Register of Deeds William P. O’Donnell Thanks Contributors to Registry’s Annual Holiday Food Pantry and Toys for Tots Drives

Norfolk County Register of Deeds William P. O’Donnell today expressed his sincere appreciation to everyone who contributed to the Registry’s 2021 Annual Holiday Food Drive and Toys for Tots collection. “Despite the ongoing pandemic, both our Holiday Food Pantry Drive and Toys for Tots collection were a great success,” stated the Register.

“I am thankful,” O’Donnell noted, “for the generosity of so many Norfolk County residents who took the opportunity to donate and to help make the holiday season a little more special for those facing hardships. I’m also grateful to our employees who contributed and helped to organize the drives.”

The non-perishable food collected during the drive is dispensed to several pantries throughout Norfolk County and in early December several boxes of toys were delivered to the US Marine Corps Reserve depot at the Convention Center in South Boston. 

Register O’Donnell stated, “While the holiday food drive has ended, it does not stop hunger from affecting many of our neighbors. A report done by Project Bread noted that approximately 1 out of 10 households in Massachusetts are considered food insecure and 1 out of 8 Massachusetts children are in the same category. Altogether there are 266,500 food insecure households in Massachusetts.

Register O’Donnell concluded by saying, “I urge residents to continue their generosity by dropping off supplies at their local pantries. Beside food, many pantries are requesting toiletries and paper products. Dropping off a donation at your local food pantry can make a world of difference to a struggling family, especially in the winter months when the cost of fuel can play havoc with a family’s budget.”

Join us for this entertaining and informative presentation.

Doors open at 1:00, presentation starts at 1:15. Admission is always free, donations are always welcome.
