| Palliative Care Informational Session |
Vision The Long Range Finance Committee is a citizen advisory group tasked with helping citizens and Town officials better understand Franklin’s long-term financial outlook and the various courses of action available to secure Franklin’s financial future.
Mission The Committee will achieve this vision by (i) evaluating and reporting on the Town’s five-year financial projection, (ii) assessing the nature and potential magnitude of the Town’s significant financial risks, particularly those that give rise to a structural deficit, and (iii) recommending steps to close the gap between future expected revenues and expenditures in an effort ultimately to achieve fiscal sustainability.
"Each year we look into the crystal ball and try to project the long term fiscal health of the community. We look at trends over the last five years, adjust for one time issues or "bumps" in the road and then try to predict the fiscal future. Looking ahead a couple of years is not that difficult while projecting five years ahead is a "best guess' of what may affect local government beyond the "normal revenue and expenses" We do not know today how the economy, Federal and State budgets, changing demographics, growing population, unknown mandates, health care, etc. will affect our fiscal health in the future.
We do know that:
• Our population has increased from 29,738 in 2001 to over 34,000 in 2017 and it will continue to increase. Currently there are over 800 potential housing units under construction, in the "pipeline or proposed by developers with more to come.
• Health care costs continue to be a concern.
• Our unfunded retiree health insurance obligation is $93,000,000 (2015).
• Our unfunded pension liability is $41,346,000 (2016).
• The FY 18 School budgets will use one time revenues to balance the budget and beyond that they will have few reserves left.
Franklin is in generally good financial shape today but we will continue to struggle to maintain high quality school and municipal services given the fiscal constraints that we operate under.
I believe we can continue a "level service" budget in fiscal year FY 18. The trend suggests that in FY 19 we will need to use school and town reserves to maintain services.
Starting in FY 20 the forecast strongly suggests we will face service cuts and/or a tax increase.
While many departments would like to add employees to better serve the citizens the available revenues leave very few options for expanding the work force with recurring revenues.
In order to have trne fiscal stability there would need to be a great deal of change in Federal and Sate laws and regulations that drive up the cost of doing business. I do not see any political will to make major changes for the foreseeable future.
We will continue to do are very best on behalf of all the citizens of Franklin to maintain a high quality of life while trying to control costs to the taxpayers."

– Trailing 2-1 heading into the bottom of the seventh, the Panthers rallied for a pair of runs to walk off with a win against the Trojans. Jackie Cherry led the inning off with a single and courtesy runner Anna Balkus advanced to third on sacrifice bunt from Olivia Haba. Balkus came home to tie the game on a wild pitch. Rachel Cousineau drew a walk, Ally Shea singled and both advanced a base on a wild pitch. Olivia DiGiacomo then delivered the game-winning hit with a base hit. The Panthers scored their first run in the fifth inning when Cousineau knocked in Tara Hartnett (2-for-3), who led off with a double. Cherry earned her first career win in the circle for the Panthers.
– Junior Eric Civetti netted a hat trick and had one assist while classmate Kyle McInery found the back of the net twice with one assist as Franklin rolled passed Masconomet. Senior Packie Watson scored twice to round off the Panthers’ attack. Junior Connor O’Rourke made 12 saves in net while sophomore Jacob Alexander lost just one face off all game, albeit due to a false start.

– The visitors scored the first goal of the second half to cut the deficit to two (6-4) but Franklin rattled off five straight goals to stretch the lead to 11-4 with just under three minutes to play. Sophomore Annie Walsh led the offense with four goals and one assist while freshmen Erin Walsh had two goals and two assists and Kelsey MacCallum recorded a pair of goals. Head coach Kristin Igoe Guarino said Dana Lewandowski and Grace MacCallum both played well on defense, each grabbing two groundballs and a draw control. Freshman Gianna Cameron had eight saves in net for the Panthers.

| MBTA: Commuter Rail Schedule Change in May but NOT for Franklin Line |
– Franklin’s offense picked right where it left off from Wednesday’s walk-off win over Walpole. The Panthers pounced for three runs in both the first and second innings to take a 6-0 lead. Mansfield tacked on single runs in the fifth and seventh innings. Franklin junior Jason Ulrickson was impressive on the mound, giving up just one earned run on seven hits and just one walk in a complete game effort. Ulrickson also struck out five and had two RBI and a run scored on the offensive end. Jake Lyons (two runs) and Tyler Gomes (RBI) each went 2-for-4 for Franklin while Ryan Hodgkins (1-for-2) had an RBI and two runs, Bryan Woelfel had a two RBI single and Cam Lupien was 2-for-3 with a run scored. Mansfield’s Matt Farragher had an RBI single for the Hornets.
– Mady Bendanillo scored the game-winning run for Mansfield in the top of the ninth inning on a sacrifice fly by Mackenzie Burke. Bendanillo slid in just ahead of the tag to give the Hornets the lead. Franklin put two runners on in the bottom of the ninth, but Sarah Cahill got the final two outs to earn the complete game win. Mansfield took a two-run lead in the top of the seventh. Megan Letendre reached on an error and Bendanillo was hit by a pitch, followed by back-to-back RBI singles by Marissa Staffer and Kerran Holmes. Franklin rallied with two in the bottom of the seventh to force extra innings.
- Franklin rallied from a 8-5 deficit at halftime to take a 9-8 lead in the second half. After Franklin was whistled for an interference call, the Rebels tied the game with 1:27 to go. Walpole netted the game-winner with 38 seconds left in overtime. Eric Civetti had four goals and four assist, Chase Tanner had four goals and Kyle McEniry had one goal and one assist. Connor O’Rourke made 17 saves in net for the Panthers while sophomore Jacob Alexander won 18 face offs.
– Franklin relied on its depth to pick up a win over Mansfield in a Kelley-Rex showdown. While Mansfield won at first and second singles, the Panthers claimed wins at third singles and both doubles matches. Freshman Rohan Herur won 7-6 (7-4), 2-6, 6-2 at third singles, James Johnstone and Derek Wu won 6-2, 6-3 at first doubles and Tyler DiPalma and Rahul Hosdurg clinched the match with a 3-6, 6-1, 6-2 win at second doubles. Mansfield’s Benny Lin won 2-6, 6-2, 6-4 at first singles and Luke Nickerson won 6-3, 6-4 at second singles.
– Mansfield picked up a big division win against the visiting Panthers of Franklin, winning at second and third singles as well as first doubles. Junior Sarah Doyle won 6-3, 1-0 at second singles and sophomore Elizabeth Elsner won 6-1, 6-4 at third singles. The team of senior Chloe Peters and sophomore Tessa Garufi earned the third win for the Hornets, winning 6-2, 6-0 at first doubles. Franklin’s Hannah Sweeney won 6-0, 6-2 at first singles and the team of Jillian McCaugh and Hailey Stier won 0-6, 6-4, 6-1 at second doubles.

"Though the building behind the recreation department’s Beaver Street headquarters is filled with tools, lumber and scissor lifts, it will be home to goals and basketball hoops before long.
The town is hoping to open the building this summer, finishing work on the department’s complex.
Department Director Ryan Jette said the purpose of the space is to add onto the programs his department is able to offer.
“Right now, the recreation department’s main gymnasium use is in the Franklin Public Schools,” he said. “We use their gyms for things like recreational basketball. We have 1,300 kids in recreational basketball - we could never house the program here - but we could augment what we have.”

– The Panthers dominated the second half, scoring six goals while shutting out the Rebels. “The defense was overall very solid and played as a team,” said FHS head coach Kristen Igoe Guarino. Alex Field had three draw controls, four ground balls and two caused turnovers while Gianna Cameron recorded 10 saves in net. Annie Walsh netted a hat trick on the offensive end while Kendall Reardon and Kelsey MacCallum each scored twice. Jordan Jette and Erin Walsh each had two assists.
"The Franklin High boys baseball team used a late two-out rally to force extra innings and eventually walked off with a 4-3 win over previously unbeaten Walpole.
Trailing 3-0 heading into the final at-bats, the Panthers were down to their last out. Senior Jake Lyons came through with a single into left, and Ryan Hodgkins followed that up with a single of his own. Tyler Gomes drew a walk, and with the bases loaded and two outs, Josh Macchi singled up the middle to score both Lyons and Hodgkins. With runners at the corners, Bryan Woelfel singled home Gomes to tie the game up at 3-3. After a passed ball, Franklin had runners at second and third, but Walpole managed to get a strikeout to send the game to extra innings.
“Our guys really fought to the end,” said Franklin head coach Zach Brown. “We’ve been kind of scuffling a bit offensively, and it just felt like there was going to be a time where we broke through, and thankfully today it was in the seventh.”
