Finance Committee gets first look at Capital Budget requests for FY 2024

The Town Administrator memo to the Finance Committee outlining the proposed first pass of the Capital Budget summarizes:

Please find the attached Capital Plan Round 1 for Fiscal Year 2024 (FY24), as well as the five-year capital plan from each department as required by the Town Charter. Included in this memo is a chart with the 20-year free cash history. The average free cash balance is $3.52 million over the past ten years and $2.89 million over the past 20 years.

From the certified total, there are several policy commitments that eat into the total right off the bat, most notably contributions to stabilization accounts (per town policy). Please note that snow and ice removal is now fully funded in the operating budget and there is no reason to “hold” any free cash for snow and ice removal. See narrative below for more specifics.

These recommendations are the FY24 Capital program Round 1. A second round will be later this Spring.

Via Twitter and our subscription to HockomockSports.com, we share the results of the fall sports competition for Franklin High School on Tuesday, Jan 9, 2024. 


Boys Hockey = Foxboro, 1 @ Franklin, 6 – Final 
Game #10 Results: #13 Franklin (6) Foxboro (1) (Shots- Franklin 46 Foxboro 19) 
1st period Recap: Shots - Franklin {17) Foxboro (8)
Boys get a quick jump out of the gate McEvoy, Paterson & Lampasona right of the drop of the puck get a point-blank opportunity but goalie comes up big. Next faceoff Paterson spins a backhand hand putting Franklin on the board .18 seconds into the game. Franklin heads to the box early Daley, Wernig, Marchand & Arienti hold strong followed by Paterson, Balducci Harrington & Toli who finish off the penalty. Wagner with a solid period serves up the donut! 
2nd Period Recap: Shots - Franklin (13) Foxboro (6)
Again, much like the first 2 shifts boys get several good shots to start the period but the goalie comes up big. And then @ the 12:10 Hager, Langevin & Quinn apply a heavy forecheck & Marchand & Arientl hem Foxboro in their zone for about a minute until Marchand blasts a shot from the point the Quinn tips to the back of the net for his 1st varsity goal putting Franklin up 2.@ the 7:19 mark Daley gathers the puck in the D zone & skates the length of the ice making a nice move to slide past the defender for the 5-hole goal. Next shift Carosi, C. Taccini & McAlphine chip in an aggressive shift resulting in several chances where the goalie comes up big. R. Lampasona & Lewandowski next shift applying heavy pressure along with Smith giving it all they have to put one home. With .20 seconds to go in the period Wernig wins a big Dzone face-off to Tacclnl, who skates It thru neutral zone & slides It up to Balducci In stride who takes It wide around the defenseman and snaps it home making it Franklin 4 Foxboro Oto end the period. Wagner has another solid period serving up another donut. 
3rd Period Recap: Shots - Franklin (16) Foxboro (8)
Boys go on the PP early where Marchand gathers a cleared put and skates up ice over the blue line & snaps a laser home from the top of the circle putting Franklin up 5. Midway through the 3rd Carosi & R. Lampasona tracking pucks well & setting themselvesup for solid shot attempts, while Shaughnessy and Toll apply some extra body to the Foxboro forwards forcing them to the outside. With 5 minutes to go hard work pays off when Shaughnessy skates the puck up the ice & into the zone & snaps a whistler past the goal for his first varsity goal several strong shifts by Q. Taccini providing lockdown defense. There was a lot of ice time tonight resulting in 6 different players lighting the lamp.

BIG shout out to first year sophomore Kendra Love for stepping in the last minute to compete floor after Senior Captain Ryann Chandler rolled her ankle during warm up. She rocked her routine and took top score for her team! Top 4 in each event.

67 Degrees Announces They're Moving from Grove St to Roslindale but coming back to Downtown Franklin (sometime TBD)

"Happy Monday everyone! Hope you all survived this monster storm we had over the weekend  
We would like to share some news with our loyal fans and confirm what we have already confided with many of our regulars. 
We will suspend our operations at 158 Grove Street effective 10 February. 
The weekend of 26 Jan will likely be the last days of the taproom. Over the past year we have been working to finalize a deal that would put us in a location downtown Franklin where we will be able to provide a better craft beer experience to our guests; more details to follow.

In the meantime, we are excited to announce that we will take up residency @thesubstationros Beer Hall from February through May. We hope to see you all there! It is an amazing space that is very accessible in Roslindale. 
Miss us in the taproom? You can always catch us at the Wrentham Outlets Beer garden."
