MA State News: vehicle inspections next week; Gov Bakers gets first vaccine shot

 

"Vehicle inspections will not be performed until at least next week because of an ongoing problem with Applus Technologies, a vendor with the Registry of Motor Vehicles, officials said Tuesday.

The RMV is granting a grace period for some motor vehicle inspections, the RMV said. Vehicles with expired inspection stickers from March and vehicles bought or registered after March 23 should be given until April 30 to get an inspection, the RMV said.

Customers who recently had an inspection and are in the 60-day free retest window will be afforded an extra day for each day Applus’s system remains unavailable, but should plan to get an inspection as soon as possible once the system is restored."

"GOV. CHARLIE BAKER appeared to have no problem on Tuesday with Northeastern University requiring students to be vaccinated by the first day of the fall semester, even though he has balked at mandating vaccinations for other populations.

The governor said many colleges and universities are considering vaccine requirements for students similar to what Northeastern announced. “It’s going to be an issue they’re all going to talk about,” he said, adding that students should get vaccinated."

A Spring Arts Awakening for THE BLACK BOX

THE BLACK BOX, Franklin’s very own concert, theater, and event venue, will host nine weeks of entertainment, outdoors under a tent in the venue’s parking lot. The Spring Arts Awakening celebrates a comeback for arts and entertainment and offers an opportunity to support THE BLACK BOX in its recovery from the pandemic.

Spring Arts Awakening at THE BLACK BOX kicks off on April 16 with a concert by three Disney Stars of Broadway: Broadway’s original “Mary Poppins” Ashley Brown, current “Genie” Michael James Scott, and original “Tarzan” Josh Strickland. The trio will perform an evening of Disney favorites. There will be limited seating for this special evening out in Franklin.

The Spring Arts Awakening lineup will also include local band The Peacheaters, Blues legend James Montgomery, viral a cappella sensation T.3, international touring ensemble Electric Youth, cabaret performances featuring Broadway stars, a June Pride Month concert benefiting The Trevor Project, FPAC’s annual Culinary Cabaret, and more. 

“The Spring Arts Awakening provides an opportunity to welcome our audiences back to THE BLACK BOX,” notes TBB and Franklin Performing Arts Company Director Raye Lynn Mercer. “The safety of an outdoor venue provides patrons a comfortable transition to performances and event gatherings.” Mercer adds, “Reopening guidelines will be followed and all safety protocols will be in place.”

Hockomock League: Away Spectators Expanded for all Fall II Competitions

"Effective immediately, the Hockomock League will admit 2 family members of all AWAY student-athletes competing in games, matches, or meets. Home-team spectator restrictions continue to be limited to 2 adult family members and siblings per HOME participant.

This policy will include all league sports offered during the Fall II season: Cheerleading, Football, Volleyball, Track and Field, and Unified Basketball. 

The Athletic Directors will continue to monitor information as it is made available from the EEA, DESE, and our local Boards of Health. Each district has the ability to modify this policy based on its own facility limitations and/or local Board of Health restrictions. It is our goal to focus on the health and safety of our communities while safely permitting family members of our athletes the opportunity to watch high school sports in person. "

Franklin Art Association: Marjorie Sardella - Photography - April 7, 2021

FAA member Marjorie Sardella will talk about her approach to photography. Monthly meeting Wednesday, April 7, 2021 at 6:30 PM. 

Marjorie S. Sardella ~ Marjorie’s love of photography began at the age of ten with her first Brownie Camera. She later painted in oils for several years, but eventually returned to her first love, photography. Having taken several photography courses in the past, at Boston College, she came to love the process of creating a finished photo from a developed negative in the darkroom, skills Marjorie now applies to her photographic works, using mostly traditional darkroom techniques in her “digital darkroom” when required. 

Often, her photographic works are mistaken for paintings, perhaps reflecting on her earlier experience in oil painting. For twenty years, Marjorie was the event photographer and Photo archivist for the Boston College Presidential Scholars Program, which involved traveling to France for over a month each year, offering her the opportunities to travel to other western European countries as well as ventures throughout the northeastern part of the US. 

Through the years, Marjorie’s photos of land, sea, and cityscapes, of wildlife and people seek to capture moments in time that also evoke a sense of timelessness, inviting viewers to enter into a world that rouses, renews and rewards their inner selves.

CommonWealth Magazine: State revenue exceeds projection again; Committee on reimagining the post-COVID commonwealth begins work

 

"THE DEPARTMENT OF REVENUE collected more than $3 billion from Massachusetts residents, workers, and businesses last month, once again shattering the Baker administration’s expectations and putting the state’s coffers more than $1.5 billion ahead of where they were at the same time last year.

Revenue collections for March added up to a total of $3.061 billion — $402 million, or 15.1 percent, more than what was collected in March 2020 and $648 million or 26.8 percent more than what the Baker administration was expecting to collect last month.

Now nine months through fiscal year 2021, Massachusetts state government has collected $22.588 billion in taxes from people and businesses, which is $1.524 billion, or 7.2 percent, more than it did during the same nine mostly pre-pandemic months of fiscal year 2020. The last month Massachusetts saw a year-over-year decline in tax collections was September."

"WHEN SEN. ADAM HINDS looks at the disproportionate toll COVID-19 has taken on poor people and communities of color in Massachusetts, he said, “It’s hard not to experience it as a massive policy failure.”

Hinds, a Pittsfield Democrat who now chairs a special Senate Committee on Reimagining Massachusetts Post-Pandemic Resiliency, said inequity will be a major focus of the committee as it has broad discussions on how to rebuild a stronger state in the wake of the COVID-19 emergency.

“It would be a dereliction of duty if we didn’t do everything in our power to correct the inequities that led to more death in certain communities,” Hinds said."

RMV may resume inspections Wednesday, Apr 7

"Businesses that provide vehicle inspections in Massachusetts are “anxious” to resume offering the service, amid an ongoing problem with a Registry vendor that has shut down inspections for the past week in the Commonwealth and several other states, a trade group leader said Monday.

“Well, I think everybody is anxious to get it back online, so we’re all waiting,” said John Howell, co-executive director of the New England Service Station & Automotive Repair Association, in a phone interview.

He said service stations often see a spike in revenue toward the end of every month from drivers who need new inspection stickers. "

The Charles River Watershed Association has created a flood monitoring tool that shows flooding scenarios and the impacts of potential green infrastructure solutions along the Charles. This will equip watershed communities with the best information on community-specific impacts of climate change, helping to guide local investment, regulatory changes and predict the best ways to respond to flooding. 

We want to hear from you!

Our second Zoom discussion will focus on the tool's relevance to the upper parts of the Watershed, including Holliston, Milford, Franklin, Ashland, Hopkinton, Sherborn, Wrentham, Foxborough, Millis, Medway, Bellingham, Norfolk, and Hopedale.  Please join us and give input about your own climate-related stressors, your opinions about changing infrastructure, and your hopes for building climate resilience in your community! Communities Responding to Extreme Weather (CREW) or CREW, is a 501c3 non-profit devoted to building up grassroots resilience in communities by engaging networks of local leaders through education, service, and planning. CREW has teamed up with the Charles River Watershed Association to spread the word about an upcoming project on the Charles. We hope to engage watershed community members around this project so we can incorporate their voices into this project.

"Mask Innovation Challenge: Building Tomorrow’s Mask"

 

"The Department of Health and Human Services (HHS) has launched a competition to develop “the next generation of masks” with the winning submission receiving a $500,000 cash prize.

The competition — “Mask Innovation Challenge: Building Tomorrow’s Mask” — is a partnership between HHS’s Biomedical Advanced Research and Development Authority (BARDA) and the National Institute for Occupational Safety and Health (NIOSH).

In the announcement, HHS notes that many health authorities around the world are encouraging people to wear masks to mitigate the spread of infectious diseases, but masks often present some challenges such as: “contact dermatitis with prolonged wear, physical discomfort, fogging of eyeglasses, and difficulty communicating.”

Franklin TV: WFH (Mostly) - COVID life & work, day-by-day

The COVID lifestyle is not anyone’s first choice, but for those among us with past WFH experience (working from home), our disciplines return – like muscle memory. (It’s like riding a bike.)  In that sense, I’m fortunate.

It’s oh-dark-thirty. No alarm, but I wake (sorta). In those first moments I accept each day for what it is – a gift. It is mine to make; mine to quietly savor. Mr. Coffee is my friend. I shuffle from kitchen to office. I shuffle through  my  email.  After  some thinking, writing and hitting [Send] several times. Then there is what needs doing – today, tomorrow, and in the days ahead. By now the Sun has decided to show up.

The week is peppered  with  Zoom  meetings  here and  there.  The day is  peppered with typical office humdrum – pay bills, more email [Reply]. There is documenting of the technical changes that  COVID has wrought across our facilities.   These  changes have spawned a rolling rebuild over the past year. There is more planning  and research for technical changes yet to come. I click–out some online orders for equipment and supplies. Boxes arrive through the week. With our studio closed, I’m ‘Shipping & Receiving’.

Now and then I deliver the boxes to the studio; restart whatever stopped working; fix whatever broke. I pick up the mail. A COVID-based routine.

Through the week there are small reminders. The mask and hand sanitizer hanging on the car door tell me why things are the way they are. For now. Just for now. That new normal is a–comin’. Just as I have embraced this day, so too, I shall rise enthusiastically to tomorrow, and eventually to that new normal – at oh-dark-thirty.

Register O'Donnell Announces Filing of Residential Mortgage Assignment Bill

Norfolk County Register of Deeds William P. O’Donnell announced the filing of two bills designed to promote mortgage transparency here in Massachusetts.  For the upcoming legislative session Senator John Keenan (D-Quincy) filed legislation in the Massachusetts State Senate which was given Senate Docket # 493 while in the State House of Representatives, Representative William Galvin (D-Canton) filed legislation that was given House Docket # 991.

Register O’Donnell stated that both pieces of legislation would require that when banks transfer or assign their residential mortgages to a different lending institution then that assignment would be required to be recorded with the relevant Massachusetts Registry of Deeds office within 30 days of its execution.

Register O’Donnell stated “I want to express my appreciation to both Senator John Keenan and Representative Bill Galvin for filing this legislation.  If this legislation becomes law it would help homeowners find out if their mortgage has been assigned to another party in a very timely manner.  Also with this information available on-line it would be easier and more transparent for the homeowner to make sure they get this mortgage assignment information.”

The need for this legislation hit home recently when the Boston Globe published an article “Can You Help Get Me My $20,000.00 Back?” by Sean P. Murphy on December 8, 2020 which highlighted the difficulties that can result when an assignment is not recorded.  O’Donnell stated, “This article spoke about a couple who found a home in Worcester which needed work.  To finance the purchase and remolding costs, the couple wanted to sell their condo in Easton.  However, a title problem developed with the Easton condo due to a mortgage assignment not being properly recorded.  Because the assignment was not recorded at the Registry of Deeds, the lending institution who was the current holder of the mortgage lacked the legal authority to discharge the mortgage.  A process that should have taken a few days took several weeks as two large lending institutions could not get their act together and solve the title problem by filing the assignment.  After several weeks of back and forth the problem was resolved and the assignment was recorded, but only after the intervention of the Boston Globe.”

Senator John Keenan in commenting on the Residential Mortgage Assignment Bill stated “I am pleased to partner with Register O’Donnell again on this important consumer protection legislation that will help homeowners better understand who holds their mortgage, which will help protect their most important asset, their home.”  Representative Bill Galvin stated, “This bill is a tool that will allow homeowners to track residential mortgage assignments.  Filing the bill is the first step but getting other legislators to support this legislative initiative is so very important.”
