The discussion was upbeat, and focused on how all involved; coaches, officials and parents – how everyone can help to make the student experience positive while promoting good sportsmanship. Jay, Pete, our guest officials and MIAA’s Rich Pearson covered it all in an informed conversation worth watching.

Joint Budget Subcommittee hears the Town is faced with resolving a $5.7M budget deficit (audio)

This session shares the Town of Franklin (MA) Joint Budget Subcommittee meeting held on Wednesday, Mar 8, 2023. The meeting was conducted in the Council Chambers. Remote participation was enabled for the public for this session. 


The Joint Budget Subcommittee is composed of the budget subcommittee of the Town Council, the Finance Committee and the School Committee.

  • Chair - Tom Mercer, Brian Chandler, Cobi Frongillo and Melanie Hamblen of the Town Council
  • George Conley, John Grace, Michael Hamilton, and Natalie Riley of the Finance Committee
  • David McNeill, David Callaghan and Meghan Whitmore (absent) of the School Committee

Quick recap

  • The Joint Budget Subcommittee met for almost 2 hours on Wednesday and has the task now of resolving the  $5.7M deficit between projected revenues and projected expenses for the FY 2024 budget. 

  • The recognition of the issue and some of the school budget cost drivers was where most of the time was spent. The next steps and strategy to resolve the deficit were not mentioned. 

  • Chair Mercer urged all present for this and future discussions to refrain from talking about 'sides'. We are one Franklin, we are all in this together. We can talk about the 'town part' or the 'school part' but it is our budget and needs to be worked collaboratively.

  • Councilor Frongillo did reference his rationale for increasing density with smart growth as one way to increase revenue without further burdening the expenses. The 'standard' option mentioned was reducing expenses (meaning reducing services) and since 70% of the budget is people would mean reductions somewhere.  There was also mention of 'finding other sources of revenue.' 

  • For those listening who have been through this before, there is no 'other source' of revenue to resolve such a deficit. There can be increases within the existing revenue streams and the key question is whether anyone is ready to have that discussion.

  • There was no 'next meeting' mentioned during the session to develop the strategy that is needed for the Town to have a sustainable budget.

China Select Committee Hearing: Last week, I participated in the Select Committee on Strategic Competition between the U.S. and the Chinese Communist Party's first hearing, where we discussed the CCP's threat to America. I spoke about my belief that competing with the CCP on values starts with defending those values at home. As I said in the hearing, January 6th, 2021 was Xi Jinping's best day in office. We must heal and strengthen American democracy if we're going to advance democracy globally. You can read more about our first hearing here.

Taiwan: Yesterday, I spoke about my trip to Taiwan and the need for the United States to maintain a strong partnership with the island. I met with the president, government officials of both parties, business executives, and military commanders. The trip reaffirmed that we must remain committed to standing up to the Chinese Communist Party. The United States and Taiwan should help support each other's democracies through collaboration on countering disinformation and propaganda. We should also strengthen one another's economies through increased flows of trade and investment. Specifically, we should negotiate expanded market access, common rules, and the end of double taxation on Taiwanese investment in the United States, which is especially critical as we seek to revive US semiconductor manufacturing. As the United States seeks to strengthen our position in the Indo-Pacific, let us commit to Taiwan as a long-term ally.

Environmental Scorecard: I am proud to have received an "A" rating from the League of Conservation Voters for the third year in a row. As a young parent, I am focused on leaving the planet better than we found it – and my voting record in Congress reflects that. Since the start of my first term, I have been a leading proponent of offshore wind development off Massachusetts' South Coast. From supporting clean energy to expanding transit to safeguarding our water, we must protect and heal our planet. I will continue to support legislation that advances environmental stewardship and advances the clean energy transition in the 118th Congress.

OpusNewton Groundbreaking


OpusNewton Groundbreaking: Earlier this week, I attended the groundbreaking for OpusNewton, a 174-unit apartment building for middle-income older adults who don't qualify for subsidized housing, but cannot afford market-rate units. I was joined by Lieutenant Governor Kim Driscoll, State Senator Cynthia Creem, and Mayor of Newton Ruthanne Fuller in celebrating the production of more housing. We must continue to support developments like this one as Massachusetts grapples with its biggest challenge: the cost of housing.

Town Halls: I'm hosting a series of three town halls tomorrow, March 11, in Milford, Attleboro, and Fall River. I look forward to the opportunity to meet you, hear your concerns, and answer your questions about Congress. You will also have an opportunity to connect with my staff to avail yourself of casework services in our office. "Tri-County was awarded a Capital Skills grant for $499,999 for Culinary Arts! TC is the proud new owner of a food truck and with the rest plans to buy a great deal of new equipment. 
Tri-County will hold a competition to name the food truck! Our graphic communications students will compete to come up with the design for the truck. 
The retrofitting is planned to be completed by the fall!

“There is a high number of Philadelphia Phillies diagnosed with this rare cancer and it looks weird, so that should be a red flag,” said Bennett. “We don’t know what those chemicals are doing to us – what happened to exercising caution when we’re talking about human health?”

However, all brain cancer experts who have spoken with the Guardian or were quoted in previous stories on the Phillies deaths cautioned that it is impossible to prove that the ball players’ cancers were caused by PFAS from the turf.

“The bottom line is anything in the world is possible, but what’s plausible and provable are totally different things,” said Henry Friedman, a neuro-oncologist at Duke University who treated two of the players. “There is no way to now say, ‘If these chemicals are there, they are causing the tumors.’”
