Happy New Year!

Welcome to 2019

If you want to stay informed on what matters in Franklin, MA, you have found the right place. Franklin has a whole lot going on.

The budget cycle is just beginning. This sets the priorities for how our tax dollars are spent.

This is also an election year for town offices. We operate with the "strong mayor" form of city government. Yes, technically we are a city. One of several in the Commonwealth that still choose to call ourselves a town.

The Town Council is our major governing body. They hire the Town Administrator and approve all the management level municipal appointments. Jeff Nutting will be retiring sometime before July 2019. Jamie Hellen, the current Deputy Town Administrator was just hired by the Town Council to replace Jeff.

The School Committee is the governing body for the schools and school budget. They are responsible to hire the Superintendent and approve other school appointments. The school budget is developed within town guidelines and becomes a line item for approval by the Town Council.

Other elected Board and Commission positions will also be up for election in November. More information on the election process will be shared as it is released by Town Clerk, Teresa Burr.

Stay informed so you can be part of the meetings and conversations to provide your input on what Franklin will do/should do.

1 - The best way to stay informed is to subscribe to receive a daily dose of what matters via email (yes, only one email daily. It is scheduled to arrive in your Inbox between 9:00 AM and 11:00 AM each day.)

Email subscription is a two step process. Enter your email in the form and submit. You will need to acknowledge the confirmation email sent to your inbox. If you don't see it right away, it may be in your spam filter or you may have miss-typed your email address. If you have any other issues, please let me know.

2 - The second best way is to follow us on Twitter. Everything posted to this web page and sent in the daily email is also shared via Twitter.

3 - The third way, and least successful in catching all the information, is via Facebook. It is the least successful in that Facebook filters the posts so even though you may be a follower, you may not get to see all that is posted.

Change in plan: The Franklin Matters Facebook page will continue

I posted.
You responded.
I will change my approach and NOT remove the Franklin Matters Facebook page.

Rather than replay the full thread from Facebook, suffice to say, my logic fell apart on one key point that at least one of the three alternatives would be acceptable for most. For a variety of reasons, they are not.

I appreciate your feedback. The posting process will continue to the website, Twitter, Facebook and the daily email. I will still encourage all to consider using one of the three if you really want everything that I do post. The one thing that neither of us can change is that Facebook will NOT show you all I post.

-----

The three options to reliably provide you access to Franklin Matters content:
  1. The website FranklinMatters.org/ is reliable (subscribe via RSS feed or bookmark the page)
  2. The daily newsletter delivers to your Inbox all the posts for that day (subscribe to receive the daily email)
  3. The Twitter account shares the post at least once (follow the Twitter account @FranklinMatters)

Happy anniversary, by way of three music videos

Cue the music please!

"Fools, said I, you do not know
Silence like a cancer grows
Hear my words that I might teach you
Take my arms that I might reach you
But my words, like silent raindrops fell
And echoed in the wells of silence"

I hope you enjoyed the music.

All this by way of celebrating 11 years of Franklin Matters. The webpage (Franklin Matters.org/) was born 10 years ago. My reporting on Franklin matters started the year before that.

I am looking forward to continuing the collaboration for many more years!

"We'll likely never get to a point where the project is 'done.'"

From the Milford Daily News, articles of interest for Franklin:

"The town hopes to launch a new version of its website later this fall, with a focus on mobile accessibility and a smoother flow of information.
Deputy Town Administrator Jamie Hellen said the change, set for late October or early November, represents a reorganization and rebranding of the site.
"We're looking to make it mobile-friendly," he said. "When you look at the site on a smart phone, we want town forms and applications to be available."
Hellen said the new site will feature a lot of interactive mapping and land-use data, allowing easier access to town information.

A very special thanks to Renata Gilrova for her collaboration on the weekly calendar!

Let me remind you that

Thank you for reading, commenting, and sharing information. I could not do this without you. It is through our combined efforts that Franklin will become a more informed community.

Note: I am 'off the grid' for a few days and hopefully nothing really major happens while I am away. If it does, I'll find out and respond when I return.

"the last one available"

In a memo to the council, Town Administrator Jeffrey Nutting said he’d prefer professional offices, which create less traffic, for the south side as opposed to commercial development.
"Professional office space helps the tax base without the heavy traffic counts, noise, etc., found with commercial development," he said, adding the Planning Board could issue a special permit for offices.
Nutting also urged councilors to consider the recent condominium development for the Cook’s Farm property on East Central Street, saying it could create additional traffic on Rte. 140.
Rezoning the residential zone on the north side of Rte. 140 for commercial use, he added, may create the perception of an "extended strip mall" from one end of Franklin to the other.

Note: The Milford Daily News is implementing a 'pay wall' for their website. They had recently changed their website and it has been riddled with bugs. Hardly a day goes by where I encounter no errors on the page (and this occurs across multiple browsers so it is not just one issue).  The amount of material shared from their webpage may decline. I'll need to consider subscribing. If I do subscribe and continue to link to their material, it will also 'force' you to consider subscribing. I have stopped sharing articles from the Boston Globe for the same reason. That was an easier decision as they rarely had an article that covered Franklin. MDN has more articles but does not have something every day.

For the 2.5 hour meeting, the decision to move the zoning of RT 140 to the Economic Development Subcommittee took less than a minute. For complete coverage of the meeting, you have come to the proper place.

If you really want the updates, please subscribe

Companies using Facebook pages have found it increasingly difficult to reach their audience through unpaid, organic promotion. Even those with thousands of fans see only a tiny fraction of their posts actually being viewed in newsfeeds. Many have suspected for some time that Facebook is pushing businesses to use Sponsored Posts, just to get them seen by people who already Like the brand.
Facebook now admits that businesses will need to pay in order to get their companies posts and information in user newsfeeds.
Franklin Matters
You can read the full story here

Facebook treats the Franklin Matters page as a 'business' and I can't blame them, they are attempting to creating a business that makes money from advertising. I don't spend on advertising as this is purely a volunteer operation and my charity dollars are better served going elsewhere.

In order to receive timely updates you are better off to subscribe via email. Once daily you'll get an email with whatever has been published the prior day. Most of what is published that day is generated that morning before the email will hit your Inbox about 9:00 AM. This is the freshest local news you can get.

The subscription process is two steps (1) you provide your email (2) you acknowledge the email confirmation that is sent to you. once completed, you'll receive the daily email. This email listing is not sold to anyone. Only on very special occasions will the email listing generate an email other than just after 9:00 AM.

news and subscription options

Franklin uses its webpage to post important news from each of its departments. There are two good examples of this type of announcement to share today:

  • The Dept of Health has learned that the number of cases of West Nile and EEE viruses has increased and re-issues their caution about contact with mosquitoes.

http://town.franklin.ma.us/Pages/FranklinMA_News/019410D9-000F8513

  • The Cultural Council awards grants to deserving organizations and programs each year. This years application deadline is approaching October 15th.

http://town.franklin.ma.us/Pages/FranklinMA_News/01979013-000F8513

For information on how to make an application visit http://www.mass-culture.org/

Note: Franklin could elect to turn on or enable an RSS service so that finding out about these announcements would be easier. Franklin could also use these kinds of announcements in their own email notifications. They have explored email notifications and seem to have stopped. As noted elsewhere on this page today, to be successful requires persistence.

In the meantime, you need to visit the Franklin page regularly to find new items on the front page. Trying to find new items buried within each department or committee page takes far too much time.

Of course, regular readers of Franklin Matters have multiple options to find out what is happening. You can

  • subscribe to the daily newsletter
  • subscribe to the RSS feed
  • our get a selection each day on Facebook

You can subscribe to your choice of notification here http://www.franklinmatters.org/p/welcome.html
