Why are there multiple calendars?
There is a Cultural events calendar upon which other community events are layered to create the Community calendar.

Respectfully, the Library and Senior Center calendars are too full of events to include all their events so we tend to focus on the major events. Town and School meetings are also kept separate. Links for all the calendars are shared here:

The Cultural calendar displays only the cultural events

Find the full Community event calendar  https://bit.ly/FranklinCommunityCalendar

If you have an event to add to the calendar, you can use the form to submit it for publication:  https://bit.ly/Submit2Calendar

FM #1218 = This is the Franklin Matters radio show, number 1218 in the series.

This session of the radio show shares my conversation with Town Administrator Jamie Hellen, Deputy Town Administrator Amy Frigulietti, Police Lt Jason Reilley, and Kallie Montagano, Co-Response Program Manager on Tuesday, May 21, 2024.

We get a very brief recap of current events (it’s all about the budget) and then get into the evolution of the “jail diversion” program to the “co-response” program now managed by Kallie with 2 other clinicians (Sonja and Caroline). There is no typical day.

We close out with discussion and laughter around the Top 20 songs of Hope. (playlist below)

Our conversation runs about 45 minutes.    Audio link -> https://podcasters.spotify.com/pod/show/letstalkfranklin/episodes/Talk-Franklin--A-Podcast-from-the-Town-Administrators-Office---May-21--2024-e2k73h4/a-abad5g2

FHS girls tennis team tops Durfee in first playoff round on Tuesday

– Franklin flexed its muscles in its playoff opener, rolling past Durfee by taking all five matches in straight sets. In singles action, Gabby Cura (6-3, 6-1), Chloe Essam (6-4, 6-3), and Brooke Taylor (6-0, 6-3) took care of business for the Panthers. School Committee approves Pledge agreement to focus on getting override passed (video)

The Franklin, MA School Committee met on Tuesday evening at 7:00 PM (3 mins late starting). The Council Chamber was packed and the crowd dispersed as the evening progressed.

Franklin TV video recording is available for replay ->    https://www.youtube.com/live/eDKY6IjM1GU?si=j7JVUIWwZf1f6sXn&t=218

Quick recap:
  • Multiple Parmenter students led the pledge of allegiance
  • FHS "Seal of Biliteracy" students were recognized
  • School retirees were recognized for their years of service
  • The Franklin Education Foundation is going to close out as an organization and turn over their remaining funds to a new "revolving account" for the School District to continue the grant program. Details remain to be worked out on the final amount of the contribution and within the District on how the grant process will work
  • District Improvement Plan updated
  • Superintendent evaluation data provided to the Committee in preparation for their formal review scheduled for June 18
  • Discussion and vote on the override pledge document. Questions remain on exactly how much the schools will get in years 2 and beyond as the pledge doc is inconsistent in providing the info. As the successful override is the primary matter of focus, the Committee did vote to approve the pledge (5 for, 1 no, 1 abstain). The funding for FY 2026 and future can be addressed after the override is determined
  • Preview of the proposed fee schedule to be implemented if the override fails. Staffing cuts were also provided in a summary format, as there are multiple scenarios where a position cut could trigger a chain reaction where the person fulfilling that position ends up bumping someone else to remain employed per seniority and certification as set within the contracts
  • Committee entered executive session not to reutrn to open meeting just before 11 PM

School's Budget Subcmte gets preview of fees and impact of a failed override vote (audio)

FM #1219 = This is the Franklin Matters radio show, number 1219 in the series.

This session shares the Franklin School Committee Budget Subcommittee meeting of Tuesday, May 28, 2024. Subcommittee Chair Dave McNeill, Dr Paul Griffith, KP Sompally, Supt Lucas Giguere, Business Administrator Dr Bob Dutch and current Asst Business Administrator Janaina Vasconcelos-Melotti participated.

My notes from this session:

  • Overview of agenda from Supt Giguere, Dr Dutch provides update on scenarios being prepared, 35+ staff possible if the override fails, some of the estimates depending upon how the teacher contract handles the individuals and their status, licensure, tenure, etc.

  • If fees go up, then some of the cuts could decrease. There is more coming in the SchCom meeting about use of the revolving funds, there is nothing more there to use, albeit some folks not quite accepting/understanding it

  • The cuts, if the override does not pass, will increase class sizes, and course loads for teachers and other staff will also increase. They did look to provide class size equity across in consideration.

  • By way of example, high school students in selecting their electives are helping to determine what is offered or not

  • An overview of the revolving accounts. "The idea that revolving funds can contribute more than they have is not reality" Revolving funds accounts are also restricted to expenses of that nature, they can't be used indiscriminately elsewhere

  • Special Ed would be an investment that can provide a return

  • Review of the future budget forecast, after the $6.3, assuming the override passes, then the 60% would come, does it include the 'normal' 2.5% or not. Bottom line, the $4m would still be more than 'normal'

  • Meeting adjourned, downstairs to full school committee meeting

The meeting recording runs about 46 minutes. Audio link -> https://franklin-ma-matters.captivate.fm/episode/fm-1219-fps-budget-subcmte-mtg-05-28-24

Crack sealing in progress around downtown Franklin

Via the DPW:

"We love the squiggly lines! This is called “crack sealing ”.
It is the most cost-effective and efficient way to extend the life of a roadway. Basically liquid asphalt fills the that form on the travel surface due to oxidation, time and vehicle use.
If the cracks are not filled, water can get in there and break up the asphalt, particularly in the winter months when the water freezes causing potholes."

"There seems to be some mis-information about the last day. So I wanted to post the actual date!
Saturday June 15th 10-4pm will be our last day.
Make sure you come in before then to use your gift cards, pick your next favorite item and get summer ready!
I will eventually open back up ONLINE once I settle into a new home in Ohio, and at that time the gift cards you still have will be active again, just in case you are unable to use before then."
