On the 10th, Ring in the holiday season and come listen to the orchestra and chorus perform a multi cultural winter and holiday program including  "All I Want for Christmas is You", "Bashana Haba 'ah", "Jambo Rafiki",  "Mother Ginger" from the Nutcracker and "Chanukah Festival Overture"!  

On the 11th come listen to an exciting traditional Band program under the direction of Mrs. Rudsit.

Finance Committee gets preview of FY 2025 budget adjustments, Norfolk Retirement issue, Finance & HR reorg for Town/Schools (audio)

FM #1311 = This is the Franklin Matters radio show, number 1311 the series. 


This session of the radio show shares the Town of Franklin Finance Committee Meeting held on Wednesday, Nov 6, 2024. 7 of the 9 members were present in the Council Chambers and 2 members absent (Batchelor, Hamilton). 


Quick Recap:

  • Committee voted to keep the same org structure as prior given status and new members, etc. Conley, Chair, Riley, Vice-Chair, Corbesierio, Clerk (passed 7-0-2; 2 absent)

  • Committee approved the minutes for the 3 budget hearings in May (passed 7-0-2; 2 absent)

  • Town Administrator Jamie Hellen walked through the recommendation on FY25 Budget Adjustments and the committee voted to recommend them as discussed to the Town Council  (passed 7-0-2; 2 absent)

  • Jamie took time to outline the new Town and School Finance and Human Resources organization restructure, a work in progress for a number of years and finally operational, answered a number of clarification questions 

  • Jamie also presented the FY24 Preliminary Expense Recap & Local Receipts year-end report  and the Stabilization Account Report and answered a number of clarification questions

  • Brief update on the FY26 Budget Model and Fiscal Forecast Update, discussion around dodging a massive increase in the Norfolk County Retirement Fund, procedurally the Retirement Board should have bene more forthcoming about the increase, they weren't, still an item to watch

  • Related to the retirement funding, it had been anticipated that once it was fully funded (approx. 2032, now 2035), those funds could be reallocated to the OPEB account and start paying that down more sooner. Confirmed delayed to 2035 currently

  • As a result of the OPEB funding process, why doesn't the Town consider helping the Schools with the "hold harmless" funding. Can't be done all at once, it is about 12-15 Million, but the town is chipping away at OPEB, we should consider chipping away at the "hold harmless" too

  • member comments lead to discussion (and future discussion) around how the committee can help raise the awareness of the community on the fiscal issues. More to come on that front

"Been there, done that. 

And they’ve done it again. 

For the second straight game, Franklin erased a one-goal deficit on the road and emerged with a thrilling overtime win, this time a 2-1 verdict at Brockton after senior Wyatt Herndon buried the winner in the 90th minute. 

“It was amazing [to see it go in] and to be able to celebrate with my teammates and my friends on the sideline,” Herndon said. “Trust is a big part of our team success, we all trust one another. I trust all those guys and in that moment, they trusted me. When I saw the space, I called Josh [Rappa] off there and he left it for me.”

** Girls Soccer
Division 1 = #13 Franklin, 1 @ #4 Bishop Feehan, 2 – Final (PKs)

Josh Perry, Managing Editor of HockomockSports.com. provides the game recap -> 
"The first time that Franklin faced Bishop Feehan this season, the Shamrocks jumped out to a big early lead and rolled to a comfortable victory. On Saturday afternoon at McGrath Stadium, the Panthers came out intent on showing that they can play with one of the state title favorites.

Franklin was able to keep things solid, defending from front to back as a team, kept Feehan scoreless for 66 minutes, and held a one-goal lead. The Shamrocks equalized with 14 minutes to play and, after a pair of scoreless overtime periods, keeper Abigail Marsolais made three saves in the shootout to secure the 2-1 win (3-1 in PKs).

Despite the disappointment of the loss, Franklin coach Jodi Klein was proud of her team’s fight and the Panthers proving that they can play with the best teams in the state."

** Field Hockey
Division 1 = #7 Franklin, 0 @ #2 Walpole, 3 – Final 
– The Franklin defense held out for a half, keeping the Porkers at arm’s length and only allowing three shots on goal going into the break, but the defending state champs asserted themselves in the final 30 minutes to pull out the win. Walpole scored twice in the third quarter and once more in the final minute of the game to return to the Final Four. Franklin finishes its season at 19-2-0.

Franklin TV: Veterans Day - The Origin Story

The United States Congress officially recognized the end of World War I when it passed a concurrent resolution on June 4, 1926, with these words:
“Whereas the 11th of November 1918, marked the end of the most destructive, sanguinary, and far-reaching war in human annals and the resumption by the people of the United States of peaceful relations with other nations, which we hope may never again be severed, and –

Whereas it is fitting that the recurring anniversary of this date should be commemorated with thanksgiving and prayer and exercises designed to perpetuate peace, goodwill, and mutual understanding between nations; and –

Whereas the legislatures of twenty-seven of our States have already declared November 11 to be a legal holiday: Therefore be it Resolved by the Senate (the House of Representatives concurring), that the President of the United States is requested to issue a proclamation calling upon the officials to display the flag of the United States on all Government buildings on November 11 and inviting the people of the United States to observe the day in schools, churches, or other suitable places, with appropriate ceremonies of friendly relations with all other peoples.”
An Act (52 Stat. 351; 5 U. S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday—a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as “Armistice Day.”

Armistice Day honored our Veterans of World War I. In 1954, after World War II had required the greatest mobilization of soldiers, sailors, Marines and airmen in the Nation’s history; after American forces had fought aggression in Korea, the 83rd Congress, at the urging of the Veterans service organizations, amended the Act of 1938 by striking out the word “Armistice” and inserting in its place the word “Veterans.” With the approval of this legislation (Public Law 380) on June 1, 1954, November 11th became a day to honor American Veterans of all wars.

And so we pause on this day to give deepest thanks to all of our veterans.

DID YOU RECIEVE A RED OR YELLOW NOTICE FROM THE WATER DEPARTMENT?

The Franklin Public Works Department is undertaking a federally mandated survey of all customer service pipe materials. 

Following the submission of the Towns Water Service Line Inventory to DEP on October 16, the Water Dept. is now required to send notices to all addresses/ property owners who either have identified a service material that will require replacement, or are still an unknown pipe material.  If you received a red or yellow notice from the Town, please read it carefully and follow the links at the bottom of this page for more information.  

NOTE NOT ALL RESIDENTS WILL BE RECEIVING A NOTICE.

While there have been no identified instances of lead exceedances in Franklin, we are mandated to identify and address any potential sources of lead that may exist. Our goal is to proactively replace any existing lead service lines to ensure the quality of drinking water and protect the health of our residents. 

We maintain a strong commitment to continuous monitoring, rigorous testing, and targeted infrastructure improvements to minimize lead exposure and maintain the highest standards of water safety. We encourage our residence to stay informed about our ongoing efforts and collaborate with us to establish a lead-free water system.
