Voices of Franklin: State Rep Jeff Roy encourages "vote for stability, experience, and continued progress"

Political power shapes almost every aspect of our lives—and this upcoming election will once again determine the direction of our community. Every election is ultimately about values and the kind of town we want to build together. As someone who has been on the ballot 21 times, I'd like to share a perspective grounded in experience. 

I've noticed a small but vocal group calling for a complete overhaul of our Town Council. While change is a healthy part of democracy, a wholesale reset would be short-sighted—and an invitation to instability. If you prefer the kind of chaos and division we've seen too often on the national stage, that's your choice. But if, like me, you value consistency, continuity, and proven leadership, I urge you to support and return the incumbents to the Council.

Politics is, at its heart, a relationship business. I have worked closely with all the current members of our Town Council. They are thoughtful, dedicated, and deeply committed to Franklin's success. Their experience and institutional knowledge have guided this community through challenging times—and their steady leadership continues to serve us well.

With three current members choosing not to seek re-election, there will already be fresh voices joining the Council. That's healthy. But we should balance that new energy with the wisdom of those who know our town's history, its priorities, and its people.

In my role as your State Representative, I depend on strong local partners who understand our shared goals and have the courage and judgment to make tough decisions. I will always welcome and collaborate with new councilors, but I know firsthand the value of having experienced leaders at the table.

Some have suggested that our community is divided. I see something different. I see a town that works together to navigate complex financial realities with prudence and care. I see councilors who listen to their constituents and make decisions rooted in service, not politics. And I see a democratic process that continues to reflect the best of Franklin—balanced, inclusive, and forward-looking.

On November 4th, I encourage you to vote for stability, experience, and continued progress. Support the incumbents who have shown their dedication to this community and are ready to keep Franklin a great place to live, work, and raise a family.

Chair Mercer condenses the 4+ hour Town Council meeting to less than 30 minutes (audio)

FM #1556 = This is the Franklin Matters radio show, number 1556 in the series. 


This session of the radio show shares our “Town Council Quarterbacking” with Town Council Chair Tom Mercer. We had our conversation via the Zoom Conference Bridge on Monday, October 27, 2025. Our conversation condensed the Town Council meeting of October 22, 2025.


We focus on two questions:

  • What does it mean for Franklin residents and taxpayers?

  • The recent Fire Dept promotions were sworn in. The promotions show the domino effect of the retirement of Chief McLaughlin.  Charles (Chuck) Allen moved up from Battalion Chief to Fire Chief, Sean Lovely took Chuck's former role as Battalion Chief, and Jaden Brodeur took Sean's former role as Lieutenant.   • A public hearing on a New Section 12 Restaurant All Alcoholic Beverages License and Approval of Bassam Michael as the Manager - BMRG LLC d/b/a Kings Brick Oven Pizza & Pub was conducted and the changes were voted in as approved

  • Jamie Hellen, Town Administrator provided an update on the status of Town Council & Town Administrator 2024-2025 Goals.   • Two resolutions were approved to process a State grant to fund the Franklin Stormwater Asset Management Plan

  • A brief hurrah was heard after the approval of the Adoption of the Schmidt Farm and Maple Hill Master Plans

  • Two measure to authorize Residential Commercial Kitchens for locations that are on septic systems (not Town sewer) were approved as an enhancement for economic development of small businesses

  • A set of 6 bylaws were approved as amended to create the Crossing Neighborhood Zoning District. Councilor Frongillo recused himself for the discussion and votes as his father owns a business in the proposed (now authorized) district

  • Town Administrator Jamie Hellen provided an update that the Department of Conservation and Recreation would like to help fund the work to extend the SNETT to the Crossing Neighborhood District

"In the next to last game of September, Franklin went on the road to Medfield and things fell apart. The Warriors, who are currently ranked as the top team in Div. 3, put eight goals past the Panthers, running away with a decisive win. Franklin coach Jodi Klein called the loss “an implosion” and said that she was forced to change her approach at practice.

Whatever was said after the game, whatever has changed during training, it worked because Franklin hasn’t lost since.

The Panthers extended their unbeaten streak to nine games on Monday night at Pisini Stadium with a comfortable 4-2 win against fellow league champ Mansfield. It was Franklin’s second win over the Hornets in 10 days (Mansfield’s only two losses of the season). The Panthers are now 8-0-1 over their last nine matches and have scored 41 goals in that stretch.

“I can’t tell you that,” Klein laughed when asked about what she said after the Medfield match. “I don’t yell very much. I don’t like to punish them with fitness. Obviously Medfield was a disaster. We were awful that day, so the captains came to me and asked, can we run for that? That was embarrassing.”

Boys Soccer = Franklin, 1 @ Mansfield, 0 – Final
– Senior Josh Rappa scored the only goal of the game with just over five minutes left as Franklin returned home from Mansfield with two points. Rappa played the ball wide for junior Will McAuley and he was able to whip in a cross to the near post that was parried down by the keeper but Rappa was first to the loose ball, getting just enough of a touch to chip over the keeper and across the touchline for the game-winner.
