- Mostly discussion on the debt stabilization policy outline (no specific text draft yet). There was Q&A and a healthy discussion. Motion ultimately made to table the policy for additional discussion in next meeting. There is no rush to decide now; motion to table to June 16 meeting, passes 9-0
- With the Senate budget now released, Franklin actually is scheduled to lose about $23K from the House budget, however, once Senate makes their budget final, House and Senate will need to reconcile before sending it to the Governor.
- Discussion for June 16 meeting, scheduled for 6 PM start (again before the Town Council at 7) means that the debt stabilization topic is practically the only one for the time allotted.

- Meeting opens, full set of membership for this session in Council Chambers. Motion to approve, all 4 sets of minutes for the hearings, seconded, passes 9-0 Moving to budget stabilization policy. #fincom0519

- Motion to amend, withdrawn. No motions currently. Being tabled for additional discussion as no rush to decide now; motion to table, seconded, amended motion to table to June 16 meeting and review some text, seconded, passes 9-0 #fincom0519
- At next meeting masks not required. #fincom0519 Senate proposed budget is $23k less for FY22 than FY21. This is a structural issue and will be seen regularly (Franklin will need to increase support for school budget). For next 5-10 years likely to be similar.

The Greater Franklin Node of 350 Massachusetts will meet this week, Thursday, May 20th, at 7:00 pm. Here is the Zoom link:

Meeting Agenda: We will discuss developments nationally, statewide, and locally. We were one of several 350 Mass nodes that held protests against the financing of the Line 3 pipeline in Minnesota; we will consider future actions. We will review the bills endorsed by 350 Mass for the current MA legislative session, and lobbying actions we can take collectively and individually. We will continue our conversation about engaging our region in climate activism: working with residents and like-minded organizations, and advocating for actions and programs by our municipalities, including Franklin. Please join us to learn and contribute.
350 Massachusetts for a Better Future (https://350mass.betterfutureproject.org/) is building a powerful statewide social movement to confront the climate crisis, hold our politicians accountable and undermine the destructive influence of the fossil fuel industry. Our name comes from 350 parts per million, the safe level of carbon dioxide in the atmosphere.
350 Mass is made up of several local volunteer-led chapters we call "nodes" around the state that carry out both municipal-level and statewide campaigns, coordinated by a Statewide Steering Team (SST). The Greater Franklin Node includes Franklin and close to twenty nearby communities. We meet on the 1st and 3rd Thursdays of the month, at 7:00 pm. – Franklin raced out to a 10-4 lead by halftime and never looked back to pick up a key division win over rival King Philip. Matt Lazzaro paced the Panthers with six goals and five assists.

New York TImes: "Lee Evans, Olympic Runner Who Protested Racism, Dies at 74"
"Lee Evans, the Black American runner who won two gold medals at the racially charged 1968 Summer Olympic Games in Mexico City and at a presentation ceremony wore a Black Panther-style beret and raised his fist to protest racism in the United States, died on Wednesday. He was 74.
His death was announced by USA Track and Field, which did not say where he died or cite the cause."

FM #546 = This is the Franklin Matters radio show, number 546 in the series.
This session shares the special Franklin, MA Town Council meeting held on Wednesday, May 19, 2021.
The meeting was conducted in a hybrid format: members of the Town Council and Town Administration personnel were in the Council Chambers, Attorney Cerel was remote along with the public via the Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.
The special meeting was called to conduct an executive session for the Town Council and after the session to announce the plan of public meetings to discuss the right of first refusal for the Maple Hill property. The recording is less than 12 minutes total. [About five minutes at the opening of the meeting and then the rest when they reentered the public meeting. The 60 odd minutes of executive session silence you can provide on your own time (if you choose).]
