These sessions share part of the Franklin, MA School Committee meeting held on Tuesday, Apr 13, 2021.

The meeting was conducted in a hybrid format: some of the School Committee members, Central Office personnel, and key guests were in the Council Chambers; the remainder, along with the public, were remote via conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.

I’ve split the just 2 hour and 15 minute meeting into 2 logical segments:

• First - covers the opening up through the Parmenter presentation (approx. 60 mins)
• Second - picks up the district improvement plan updates through to the closing (approx. 73 mins)

adjustment counselors were a positive impact, thanks for funding the balance to provide support across the elementary schools

FM #214 Superintendent's Recommended Budget for FY2021 (audio)

FM #214 -This is the Franklin Matters radio show, number 214 in the series.

The School Committee meeting of Tuesday, Feb 25, 2020 featured, among other items, the first look at the school budget for FY 2021. Remember, we are currently operating in FY 2020 which runs through June 30, 2020. The Fiscal Year 2021 budget will provide funding for the next school year as it covers July 1, 2020 through June 30, 2021.

The Superintendent's Recommended budget came out of the gate asking reasonably for the critical needs to be met. Some several hundred thousands of other requirements didn't make the 'critical' cut. There is another $1.2M in unmet needs NOT included in the budget as shown.

The math problem comes into this as the whole of Franklin's budget can only grow about $3M. So even if the critical needs budget was desired, and ALL of the $3M went to the schools. One, that leaves police, fire, DPW, Library with no increase for anything over what they had least year. Two, that also means $900K of the critical needs doesn't make the budget this year.

Of course, the gap will get resolved before the budget is finalized in June, the real question is how. What and where will the cuts come from? Expecting $3M to be 'found' is unrealistic.

Both School Committee Chair Anne Bergen and Superintendent Ahern outline that this is the start of the budget process. The last page of the presentation doc (shared here so you can follow along) provides the next steps timeline.

“State of the Schools” 2019-20

"This letter is the first “State of the Schools” letter I plan to issue. Each year, as the school year gets under way, as Superintendent of Schools, I will communicate about the major matters of the Franklin Public Schools.

District Focus Areas and Strategy for Improvement
We kicked off the 2019-2020 school year with all faculty and staff gathering together on opening day. As Superintendent, I shared remarks emphasizing the importance of developing relationships with students and getting to know each child and family. This effort supports the District’s focus on personalized learning and cultural proficiency, as outlined in our District’s Strategy for Improvement.

Administrators and educators initiated various activities and projects to uncover more about the students in front of them, as well as their families. We believe this investment will pay dividends over time, in both the development of social-emotional and academic skills, and towards building more empathetic and caring school communities.

This work also supports our VISIONING effort Portrait of A Graduate . Throughout last spring, we engaged educators, community members, students, and families in the process of identifying the essential skills students will need for their futures in a modern, technologically, globally interdependent world. We are excited to unveil a draft community consensus later this fall for further feedback and refinement."

“State of the Schools” 2019-20

School Committee Meeting Recap: Start times put on 'pause'; elementary school improvement plans approved

The School Committee meeting held Tuesday, Sep 24, 2019 revealed some interesting news. 

The early release of MCAS data shows that the JF Kennedy Elementary School and the Davis Thayer Elementary School were recognized by the State DESE for their results. As the full set of MCAS data is understood, there will be an update to the community later this fall.

The ECDC and elementary school improvement plans for the 2019-2020 school years were presented and approved. Copies of the presentation documents are included here. Links to the individual improvement plans are available.

The school start time update provided the greatest shock (or disappointment) to some but it was a rather practical move. The effort to study changing school starts times has been 'paused.' Given the effort required with the upcoming budget cycle (and a significant budget shortage to be dealt with - likely raising the infamous 'o' word) along with the study to start on the potential closure of Davis Thayer (which would also require a redistricting of the entire school population - a major effort), and the need to actually continue the day to day operation of education the current school population, it was a wise move.

School Committee - Recap - Sep 10, 2019

The recap of the School Committee meeting held Sep 10, 2019 is summarized as follows:

The three middle schools collaborated to present the highlights of their individual improvement plans. There is more consistency across the district as shown in the plans.

The high school followed to share their improvement plan updates. There is similarity with some programs continuing across the district to the high school. Some programs are also continuing to evolve as they develop with each of the schools.

The high school also presented plans to eventually recognize the students for biliteracy achievement. Student with another language as their primary and achieving levels of mastery in both their primary and English languages. Going the other way, students with mastery in English who also master another language would also be recognized. More work to develop the program is underway with possible first recognition for the graduates in the class of 2021. 

The proposal to study the implications of closing Davis Thayer was approved. The study will take time before coming back with some real numbers and scenarios for decision.

Want to learn more about the potential design plan for the reconstruction of the heavily traveled interchange of I-495 and the Mass. Pike? The state Department of Transportation (DOT) will hold four informational meetings throughout MetroWest later this month.

Meetings: The first public meeting will be held Thursday, July 25, at Hopkinton High School. Others will be held Tuesday, July 30, at Hudson Town Hall; Wednesday, July 31, at Shrewsbury Town Hall; and Thursday, Aug. 1, at the Holliston police headquarters. All meetings will be held from 6:30 to 8:30 p.m"
