	August 2014 Real Estate Activity Norfolk County Register of Deeds William P. O'Donnell reported today real estate activity in Norfolk County, MA for the month of August, 2014 was flat with small growth in real estate sales volume offset by continuing challenges faced by the mortgage industry. One bright spot for the month of August, 2014 was the average sales price for commercial and residential property stood at $608,535, a healthy 13% increase year over year.  O'Donnell expressed continued confidence that the worst of the real estate slump has been surmounted and real estate activity, particularly in Norfolk County, would continue to show signs of improvement. O'Donnell stated, "The increased average real estate sales price is the clearest evidence that Norfolk County is an attractive place to live and conduct business. Overall, the improving economy, evidenced by the reduced unemployment rate in Massachusetts, particularly east of Rt. 495, will in the near term result in increased real estate activity and improvements in the mortgage market". Total dollar volume of real estate activity for the month of August, 2014 increased 1% year over year. For the month of August, 2014, total sales volume was $699 million dollars compared to August 2013 figure of $693 million. The total number of deeds recorded fell 11% year over year with 1,149 recorded in August compared to 1,289 recorded in August, 2013. Mortgage market continued to face challenges in August, 2014. Total number of mortgages recorded in August, 2014 fell 24% year over year. Key factor in the reduced mortgage recording activity continued to be a slowdown in mortgage refinance activity. Total mortgage indebtedness did increase 49% year over year. The total mortgage indebtedness for August, 2014 was $1.9 billion compared to $1.3 billion in August, 2013. Foreclosure deed recordings also remained flat. Twenty-one foreclosure deeds were recorded in August, 2014 compared to 20 in August, 2013. Monitoring of foreclosure deeds continues to be a top priority of Register O'Donnell and the staff of the Registry of Deeds. The Norfolk County Registry of Deeds, working closely with its partners South Shore Home Consortium and Neighbor Works Southern Mass, continues to help identify services and counseling for those Norfolk County homeowners who have recently received a Notice of Foreclosure from a lender. Homestead recording activity in August, 2014 decreased 13% year over year. A total of 1,138 Homesteads were recorded in August, 2014 compared to 1,315 in August, 2013. Information on the advantages of filing a Homestead Act can be found on the Registry website www.norfolkdeeds.org. The Franklin and Bellingham Rail Trail Committee has collaborated with the Franklin Library to put this pair of events together. Your child makes an art craft one Saturday (Sept 20) and then takes a walk on the trail the next (Sept 27) to find the art craft.

Franklin's Primary Election Results

Only 1580 2325 (1590 Democrats and 735 Republicans = 2325 total voters) voters made the effort to get to the high school and cast their ballot in the primary election on Tuesday. Town Clerk, Debbie Pellegri posted the results to the Franklin website.

In the News: Tri-County NASA connection

For another year, a select group of Tri-County Regional Vocational High School students have been named official employees of NASA, joining other schools from across the country to design and build technology that may one day be used on the International Space Station. 

NASA accepted Tri-County into the High School Students United with NASA to Create Hardware (HUNCH) program in 2011, and for the past three years, teams of science and engineering students have been developing projects to test in zero gravity.

Last April, six seniors traveled to Ellington Field in Houston, Texas, to try out their mass flow meter — a device that measures the mass flow rate of a fluid as it moves through a tube — aboard a zero gravity plane. 

This year, 15 seniors and 22 juniors will start new projects or continue work they started last year, such as a mixer for fresh foods that must work in zero gravity.

Senior Center piloting evening hours on Thursday

The Senior Center is announcing a pilot program for this month. The center will be open on Thursday Sept. 11 and Sept 25 until 7:30 pm. 

Two new programs are being offered. Mat Yoga and Open Art Studio along with access to the Pool Table, Library, Computer Lab, and Craft and Game rooms. If this proves popular, we will continue to offer these evening hours and expand them accordingly.

September is "National Preparedness Month"

Power outages, hurricanes, floods, or snow storms – it’s important to plan ahead for emergencies. And because the Commonwealth designates September “National Preparedness Month,” there’s no better time to start than now. 

The Massachusetts Emergency Management Agency (MEMA) and the Department of Public Health (DPH) have partnered together to launch two public information programs to help residents be ready for emergencies and disasters.

FPAC Gala Highlights Grand Opening Events At THE BLACK BOX

Franklin Performing Arts Company (FPAC) debuts a transformative new performance and event venue, raising the curtain on THE BLACK BOX in downtown Franklin. FPAC kicks off the company’s premiere season in its new home with a grand-opening weekend September 20-22 to introduce the theater and event space to the community. Anchoring a series of signature events, FPAC’s annual Gala will be held on Saturday, September 20 at 6 p.m. featuring silent and live auctions, inspired cuisine by Artistry Catering and Events, and dancing until midnight. 

The evening’s entertainment presents a special, one-night-only performance by guest artists Beth Leavel, renowned Broadway veteran and Tony® Award winner for The Drowsy Chaperone, and Alexander Gemignani, Broadway’s acclaimed Jean Valjean (Les Misérables) and Billy Flynn (Chicago).

Beth Leavel’s extensive Broadway credits include 42nd Street, Crazy for You, Show Boat, The Civil War, Young Frankenstein, Mama Mia!, Elf the Musical, and Baby It’s You! (Tony® Award nominee). Her Tony Award-winning performance in the title role of The Drowsy Chaperone also earned Drama Desk and Outer Critics Circle Awards as well. Leavel previously headlined FPAC’s 2012 Gala at Gillette Stadium. 

Alexander Gemignani was most recently featured in the Tony® nominated Broadway revival of Violet, with Sutton Foster. Previous Broadway credits include Assassins, Sweeney Todd (Drama Desk Award nomination), Sunday in the Park with George, and The People in the Picture. Gemignani has appeared Off-Broadway in Avenue Q and Sondheim’s Road Show, as well as in a staged concert production of South Pacific with Reba McEntire and Brian Stikes Mitchell at Carnegie Hall and in Passions with Patti Lupone and Audra McDonald.

The weekend’s Grand Opening events at THE BLACK BOX continue on Sunday, September 21 with an Open House from 1-4 p.m. FPAC invites the community to come celebrate, tour the facility, and learn about upcoming programming. Stop by the venue, located at 15 West Central Street, to see the new space and hear more about FPAC’s 2014-15 presenting schedule. 

FPAC’s season kick-off concludes with the annual FPAC Golf Tournament, with proceeds benefiting THE BLACK BOX, on Monday, September 22, from 9 a.m. to 6 p.m. at Franklin Country Club, 672 East Central Street. Enjoy a day on the links, dinner, raffle and entertainment. Featuring a beautifully conditioned and challenging Championship golf course and renovated, state-of-the-art Clubhouse, the Franklin Country Club provides the perfect setting for an exciting day of fun for the whole family.

Fire Alarm - Horace Mann, Oak St, ECDC schools

A message from OAK STREET ELEMENTARYGood afternoon Oak St, ECDC, and Horace Mann families,

As you may know, a malfunction in one of our smoke detectors triggered an emergency evacuation. Even though this was not technically a drill, our students and faculty were not in any real danger at any time. The evacuation went smoothly and the fire and police departments responded quickly and efficiently.

Unfortunately, the same malfunction that triggered the alarm prevented us from immediately resetting the system. As a result, the alarm persisted for more than three hours.

After waiting outside for thirty minutes, we were cleared by the fire, police, and facilities departments to reenter the building despite not being able to reset the alarm. The flashing lights associated with the fire alarm continued through most of the afternoon. Accommodations were made for individual students as needed.
