Pantherbook: "What the Club @FHS_EmptyBowls Really Is"

“Somewhere someone’s bowl is always empty”

The Empty Bowls Club is finally starting its 2022-23 school year, bringing lots of excitement!

Empty Bowls is a club at Franklin High School that brings a community of students together to make bowls out of clay. The club partners with the Franklin Food Pantry who helps spread the word. The club’s goal every year is to make 400 bowls for the fundraiser that happens in May, which raises money for the Franklin Food Pantry.

Monday, Oct. 3rd, the club had its first full member meeting to discuss the membership expectations, the annual t-shirt design, and to take a club group photo.

Voices of Franklin: Ted McIntyre - Strong Support for Senator Rausch

I strongly support the re-election of State Senator Becca Rausch. I condemn the unethical and intentionally deceptive messages being released by her opponent.

Senator Rausch should be re-elected because she is the only candidate in this race who has forged the widespread collaborative network needed to continue delivering for our values and our community. She has both the successful track record and the broad support to prove it. Senator Rausch is endorsed by more than half the State Senate, the very people who are now, and will be, her direct colleagues. The list includes the Senate President, the Senate President Pro Tempore, the Senate Majority Leader, and every other member of Senate Leadership.

On top of that, the vast majority of local elected officials in our district have endorsed Senator Rausch. These are the people whose recommendations should weigh heavily in Rausch's favor -- they know and appreciate her skills in serving the district. You can see the impressive list at www.beccarausch.com/endorsements Senator Rausch has been endorsed by the overwhelming majority of State Representatives in our district, including State Representative Jeff Roy, whom Rausch’s opponent inappropriately name-dropped in a recent mailing. That mailing was an explicit attempt to mislead voters. Indeed, the letter falsely claimed support from Democrats and was signed by someone who is, in fact, a registered Republican in Bellingham. This kind of disinformation campaign runs afoul of common decency and basic respect for us, the voters.

Rausch's opponent has also tried to dodge his staunchly right wing record as he seeks higher office and promotes his own personal gain. His record speaks for itself, and that record has earned him the badge of being among the farthest right-wing extremist politicians in the entire Commonwealth, per the American Conservative Union. He has repeatedly voted against abortion access, birth control access, climate action goals, workers, voting rights, and protecting LGBTQ+ youth from the serious harms of abusive conversion therapy. Every one of those votes is documented.

You are smarter than Shawn Dooley thinks you are. Get the facts. Resist the lies. Join me in voting for Senator Becca Rausch on or before Tuesday, November 8.

Reminder: now the requirement for Franklin residents to call SimpleRecycling (or another outlet) no longer can use trash

"Starting Tuesday, Massachusetts residents will no longer be able to throw out mattresses, textiles, or shoes, according to the state Department of Environmental Protection.

As part of a statewide waste reduction plan, residents are required to recycle or donate such items rather than dispose of them, the department said. That includes clothing, shoes, bedding, towels, curtains, and fabric. Disposal of mattresses is also banned, including full-foam, latex, and “mattresses in a box.”

MassDEP issued a 2030 Solid Waste Master Plan in October 2021, aiming to reduce disposal statewide by 30 percent over the next decade.

The plan also lowers the threshold on the disposal of commercial food and organic waste to a half-ton of waste weekly per facility. Restaurants are instead required to process food waste by composting, among other methods, according to MassDEP."

Voices of Franklin: Colin Cass - "Democrats for Dooley" half true

We received a letter in Franklin this week titled “Democrats for Dooley” and signed—“sincerely”—by two people, Dan Fallon and Daniel Ranieri.

Ranieri may be for Dooley, but he’s not a Democrat.  He’s a registered Republican.

Ooops.  I’m sure he’s sorry if he confused anyone.

When you claim to be a Democrat and you’re actually a Republican, this is called LYING.

Town Council asked to review and approve a new "Lead Service Line Inventory and Replacement Plan"

October 28, 2022

To: Town Council
From:  Jamie Hellen, Town Administrator
Allecia Alleyne, Assistant to the Town Administrator

Re: Resolution 22-69: Authorizing the Borrowing of Money to Pay Costs Associated with the Creation of the Lead Service Line Inventory and Replacement Plan and Authorizing the Town Administrator to File Drinking Water State Revolving Fund Loan Application and to Take Other Action as Needed

In December 2020, the EPA issued Lead and Copper Rule Revisions (LCRR) which require all Public Water Suppliers to document the material of all Lead Service Lines (LSLs) within their distribution system and produce an inventory of all pipe materials by October 16, 2024. To achieve compliance, the Town will need to organize, examine, and compile all documentation that determines pipe material into a single database which must be accessible to the public. The Town must also submit a plan to the Massachusetts Department of Environmental Protection (MassDEP) by October 2024 detailing how we will prioritize, fund, and fully remove any remaining lead services within the distribution system.

The Town of Franklin historically has low levels of lead and copper as represented by the regular sampling we are required to conduct (see annual water quality reports). The Town has no known full lead service lines but there are approximately 115 potential lead gooseneck locations (https://www.lslr-collaborative.org/intro-to-lsl-replacement.html) that are documented. This number decreases yearly as the Town continues to invest in the replacement of the older cast iron (CI) and asbestos cement (AC) mains.

Starting July 2022, Massachusetts Clean Water Trust and MassDEP began offering loans with 100% loan forgiveness for planning activities assisting all public water suppliers to complete planning projects for LSL inventories and for the development of LSL replacement plans. The MassDEP will accept loan applications on a rolling basis while funding is available.

As with other SRF related projects, the funding must be appropriated through borrowing. We are asking the Council to approve Resolution 22-69, to authorize the appropriation of $119,000 for this project.

Additionally, this resolution will authorize the Town Administrator to act as the authorized representative of the Town in connection with this application.

Please let us know if you have any questions.

The full memo and resolution can be found in this PDF ->

The full Town Council agenda and documents released for Wednesday's meeting ->  https://www.franklinma.gov/sites/g/files/vyhlif6896/f/agendas/november_2_town_council_meeting.pdf
