Finance Cmte approves Pledge doc and goes line by line through General Government functions (audio)

FM #1196 = This is the Franklin Matters radio show, number 1196 in the series. 


This session of the radio show shares the Franklin, MA Finance Committee budget hearing, the first of 3 sessions conducted on Monday, May 6, 2024.

The 2nd session is scheduled for May 8, the 3rd and final session scheduled for May 15, 2024. Then the Town Council does their budget hearing over 2 nights, May 22 & May 23. 

Quick recap:

  • minutes of the April meeting moved to May 15 meeting for approval

  • discussion on the override and pledge doc, led to approval by 8-0-1 (1 absent, Grace)  vote via roll call

  • Committee then proceeded line by line through the departments, some questions raised, answered, some departments not questioned (Recreation for example touted as a 'net zero,' everything they are allocated for they return in fees raised)

  • discussion on net school spending, how some budget expenses are on the Town side, some on the school side, all does get rolled up into net school spending annually by DESE with reporting from Town and School. The FY 2023 net school spending report coincidentally I had downloaded in answer to a question last week. The link is provided below

FHS girls & boys outdoor track teams post wins vs North Attleboro on Tuesday

Girls Tennis = Franklin @ Canton, 3:45 – Tied 2-2, 1st doubles left

Boys Outdoor Track = Franklin, 92.5 @ North Attleboro, 43.5 – Final 
– The Panthers swept three events and took two of the top three spots in nine more events to secure a win on the road at North. Juniors Ethan Thorne and Aidan Thorne tied for first (11.2) and classmate Riley Marshall finished the sweep in the 100M dash, junior Jack Yeulenski took first in the discus (127’11) followed by seniors Jacob Bowser and James Scott, and Aidan Thorne (20’7) won the long jump with Marshall (18’8.5) and Ethan Thorne (18’8.25) rounding out the top three. Senior Jaret Schmidt was a double-winner for the Panthers, crossing first in the 110M hurdles (16.2) and setting a new PR in a win in the 400M hurdles (1:03.2). Franklin also got wins from Theo Yetman (200M, 22.8), Bryce Dragsbaek (400M, PR – 51.7), Tucker Morin (1 Mile, PR – 4:58.4), Bowser (shot put, PR – 43’0), and James Scott (javelin, PR – 159’8). North Attleboro senior Carson Crump took first in two events, leaping to a win in the triple jump (43’9) and the high jump (6’2). The Rocketeers also got a win from senior Connor Peterson (800M, PR – 2:00.4) and freshman Anthony Malakidis (2 Mile, PR – 10:28.9). The teams split the relays with Franklin’s 4×100 (Ethan Thorne, Yetman, Stephon Reed Jr., Dragsbaek) crossing first in 45.2 while North Attleboro’s 4×400 (Crump, Sam Goulart, Peterson, Logan Shriner-McCracken) won in 3:39.8.

Girls Outdoor Track = Franklin, 85 @ North Attleboro, 51 – Final 
– Senior Anna Cliff and junior Ella Chandaria each won a pair of individual events as the Panthers picked up a win over North Attleboro to clinch the Kelley-Rex division title outright following a 5-0 dual meet season. Cliff raced to first in the 400M hurdles (1:10.5), set a new PR with a first place leap of 15’1″ in the long jump, and teamed up with Olivia Costa, Clare Loukota, and Cailyn Bruno to win the 4×100 in 52.4. Chandaria took first in both the 100M (13.2) and the 200M (PR – 26.4), Cailyn Bruno added a win in the 100M hurdles (17.50), and Madison Bruno finished first in the 800M. Franklin also took first in all three throwing events with Lily Deforge (shot put, 38’8), Darby Nicholson (discus, PR – 111’0″), and Liz Hopkins (javelin, PR – 139’6) winning their respective events. Madison Bruno joined up with Kyra McSweeney, Sophia Cuneo, and Meghan Griffith to win the 4×400 relay (4:22.5) for the Panthers. Six different Rocketeers won an event: sophomore Avery Parkinson (400M, PR – 1:02.4), freshman Molly Galgoczy (1 Mile, 5:39.4), junior Katie Galgoczy (2 Mile, PR – 11:24.9), sophomore Riley Buckley and senior Sydney O’Connor tied in the high jump (5’0″), and sophomore Julia Smith (triple jump, PR – 32’8.5″).

What's happening in the district?

In the House, we just completed the budget for FY25. I was proud to deliver local aid to Franklin and Medway that will assist the Franklin Food Pantry ($50,000), the Medway Village Food Pantry ($50,000), the Franklin Performing Arts Company ($100,000), the SAFE Coalition ($50,000), the Franklin Downtown Partnership ($25,000), and the Medway Community Farm ($25,000). I was also happy to file an amendment that added $500,000 to the Genocide Education Trust Fund.

We voted to send $29,717,993 to Franklin and $11,042,877 to Medway for school aid through Chapter 70, which represents an increase of $104 per student over FY24 (nearly triple what the Governor proposed in her budget) and $2,983,453 for Franklin and $1,473,066 to Medway in Unrestricted General Government Aid (UGGA). This is on top of our vote to provide $939,828 to Franklin and $395,457 to Medway, critical tools to make improvements to local transportation infrastructure.

Overall, the FY25 House budget funds UGGA at $1.283 billion, and Chapter 70 education funding at $6.863 billion, representing a $309 million increase over the funding provided for Chapter 70 in the FY24 budget. The budget also funds the fourth year of a six-year implementation plan for the Student Opportunity Act (SOA), which was enacted in 2019 to ensure that public schools have the necessary resources to provide high-quality education to students, regardless of zip code or income level.

Starting May 20: Franklin/Foxboro Line schedule change

The new Spring/Summer Schedule will go into effect on May 20. On weekends, all trains will now operate via the Fairmount Line. Consider a connection with the Providence Line at Readville for service to/from Hyde Park, Ruggles and Back bay.

On Monday, May 27th (Memorial Day), Thursday, July 4th (Independence Day) and Monday, September 2nd (Labor Day), all lines will operate on a weekend schedule.

On Wednesday, June 19th (Juneteenth), Friday, July 5th (Day after Independence Day), and Monday, October 14th (Columbus Day), all lines will operate on a regular weekday schedule.

Silent Saturdays: Short Films from Oz - May 11 at 6:00 PM

Silent Saturdays start at 6 PM on the Saturdays of May: Chris Leverone, a videographer and graphics artist from Franklin, has directed promotional and fundraising videos, and is currently a producer at Franklin TV. He developed this program of films in cooperation with the Franklin Senior Center.
