Town Council approves inclusionary zoning & first reading on sewer rate increase among items on a full meeting agenda (video)

The Franklin (MA) Town Council met on Wednesday, May 3, 2023 for their regular meeting and covered a number of items. One of the major achievements was the passage of the inclusionary zoning bylaw. This was one of the action items from the Franklin For All project and a significant accomplishment.

Among the other news worthy items on the agenda were
  • All alcohol license approved for Sierra's Brick Oven Pizza
  • Corporate record license changes for both Longhorn Restaurant and the 99 Restaurant were approved
  • Financial Audit report for FY 2022reveals a clean report, no actions, no management letter, the Town maintains their AAA rating status
  • Presentation from the Charles River Pollution Control District
  • Update on the long awaited Beaver St interceptor, bids came in below expectations, sewer rates will rise and remain to pay for the 20 year borrowing costs of this major infrastructure project
  • PFAS regulation increases proposed by EPA can cost us significantly. Well 7 is currently offline, more wells may be in jeopardy of shutdown due to increased monitoring. Yet, PFAS is still being made, is a forever chemical and is major concern for future water supply quality and cost thereof

The Economic Development Subcommittee of the Franklin (MA) Town Council met on Wednesday evening beginning their session at 5:30 PM (before the full Council meeting at 7).

School Committee video replay available for Feb 28, 2023 meeting with presentations from HMMS and MTSS with a math focus (video)

The Franklin School Committee met on Tuesday evening for about 2 hours and 40 minutes in a hybrid format; 2 members remote, the other 5 in Council Chambers.

They did get presentations from Horace Mann Middle School as well as Dr Tina Rogers and the math specialists. Photos of the presentations were captured as the presentations were not released publicly prior to the meeting and will be posted to the Schools page sometime during the week (usually).

A Conversation of Hope: Black & Jewish Voices in Harmony was held at the Temple Etz Chaim on Sunday, Dec 11, 2022. 


Hosted by Rabbi Tom Alpert, moderated by Rabbi Elise Winick, and instigated by jamele adams with less than 20 people participating in person. Finance Committee gets to a better understanding of the school budget (video)

The Finance Committee got almost all they asked for at their meeting Wednesday. This was the scheduled deep dive into the school budget and while most questions were covered in detail, some were put aside for follow up.

From an observer's perspective, while this was the deepest dive by this committee, many of the topics and questions were covered during School Committee meetings, so it would seem to make sense to have more meetings like this to enhance that communication flow rather than waiting for the budget hearings or this type of 'deep dive'.

Given the focus on the hard question for why the School Committee deviated from the plan for COLA with the bargaining units that the rest of the units settled for, teacher contracts received 4/4/4% vs. town contracts of 2.5/2.5/2.5%. More communication could avoid the surprise and better understand the rationale rather than waiting.

Town Council recognizes Carloni, appoints Wallace, approves license for La Cantina, hears from the Recreation Dept, and more at their Wednesday meeting (video)

The Town Council held their session Wednesday in Council Chambers beginning at 7 PM. One member (Frongillo was remote) so all votes were via roll call. One member absent (Dellorco).

  • The meeting opened with recognition of Becki Carloni of the Franklin Fire Department for her off duty life saving effort at a sporting event.
  • The appointment of Alison Wallace to the Library Board of Directors was approved.
  • The Special License to allow sale of wine at 2022-2023 Franklin Winter Farmers’ Market by La Cantina Winery Company was approved. The first market is this Saturday from 10 AM to 2 PM.
  • Ryan Jette, Director of Recreation provided an update on the operation of the Recreation Department including near term plans and future plans.
  • There was also a discussion on the approach to determine the reuse of Davis Thayer. Consensus was to set up a Reuse Committee of town folks interested in this building and location to make a proposal to the Council for approval. Details on the volunteer application process will be forthcoming and the process will kick off sometime in 2023.
  • Legislation to approve of an increase to the minimum wage for both the senior citizen and veterans tax work off programs was approved.
  • Legislation to adjust the budget with some transfers and final numbers of state aid, etc. was approved. This had been previewed by the Finance Committee in their meeting last week and unanimously recommended. This adjustment step was needed before the tax rate is set. The hearing for the tax rate is scheduled for the Nov 30 Town Council meeting.
  • The Franklin Open Space and Recreation Plan Kickoff Process has begun. The Conservation Commission will lead this effort to update the plan.

Economic Development Cmte recommends next lot line changes; the "Plus" cmte gets into housing density proposal, will pick up again at Nov 30 meeting (video)

The Economic Development Committee "Plus" met on Wednesday, Nov 16, 2022 before the Town Council meeting to cover two agenda items. 

First - purely an economic development item - the next set of lot line zoning map adjustments. A continuing project and this is the next set of changes. The item after discussion was recommended to the Council for review and consideration.

Second - for the Plus side of the committee as it attempted to cover two zooning bylaw proposals that are an outcome of the Franklin For All study as well as part of the MBTA Community planning required. The committee got into a good discussion on one of the two changes proposed, did not get into the second and will pick up the discussion at their Nov 30 meeting.
