New turn available at King/140
There is a new left turn/drive straight lane alongside a right turn only lane when you travel King Street approaching 140.
This picture shows the lane markings with no cars blocking the view (yes, a lucky bit of timing).
An even luckier bit of timing shows this picture with a red light for the King St traffic. The right lane is making a right turn as the West bound 140 traffic is turning on to King St while the East bound 140 traffic is sitting at their red light.
The pedestrian and traffic light island was shortened to widen the intersection allowing the three lanes (one going out King St to i495, and the two lanes heading from King towards Chestnut St).
This is part of the traffic preparations for the Walgreens to open on the corner later this year.

Farmers Market: Nourse Farm
One of the farms frequently found at the Farmers Market on the Town Common is Nourse Farm. This photo from June depicts Samantha Nourse explaining the process for their fruits and pies.
The strawberry picking season is over but you should find something good at the Nourse Farm table each week at the Farmers Market.
Visit the Nourse Farm web site for more information on their organic growing process. They also offer tips and tricks for growing your own garden.

Senior Center Activities - Sep 2009
The Senior Center has a whole lot of things happening. Take a gander through the listing for September!
The first page alone covers activities from the Men's Club, to having your hearing screened, to card games, to driver training, and to credit counseling.
If you can't find something to do, maybe you can get something together for next time!
If your parents are living in Franklin, do they utilize the Senior Center (assuming they qualify by being over 60). If they don't use the Senior Center, I would be curious to understand why.

Budget transfer
One question on budget transfers, the $7K was for the purchase of software to eventually move to a paperless check process for all the school employees. The purchase has been made, training is scheduled for later in September.
School Business Administrator review
Miriam has been here for a year now and has done an excellent job. The automation in place and on the planning cycle.
161 parents have registered 171 students and have deposited 10,170 dollars for student lunches in the first 2 days of operation.
Armenio - to reiterate what Sue had said earlier. You have brought much needed credibility back to the schools.
Roy - you have been great in answer questions, if you don't know, you says so and then get the answer. I hear from others within the Town Hall of your good work. Thank you for that on behalf of the community.
Sabolinski - She was here 10 days and she presented the budget to the Town Council. She had such a command of the budget, it was amazing.

c. District Improvement Plan
Left to Right in the photo are Maureen Sabolinski, Michele Kingsland-Smith and Sally Winslow.
The current plan as reviewed during the meeting is attached:
The plan this year was developed with the Strategic Plan in mind. Next year, there will be a formal team effort reflecting input from across the district to develop the update for this plan.
The Annual Yearly Performance (AYP) is increasing.
Student learning objectives are outlined to monitor the achievement.
Reading specialists worked to identify data points for students at specific levels across the district.
Looking at a Colorado growth model that will provide some data on the cohort growth rather than just data points from the test scores.
Based upon a look at the predictive data piloted with the State, the data helped to drive some staffing decisions.

b. Legal Update
A - Cyber bullying has become a big concern, an increase in harassment amongst students. Schools are including cyber bullying in with harassment to allow the schools to handle them. The case law is fairly grey, it is still evolving.
Q - Can you give a sense of some of the type of incidents that you have seen?
A - Several instances of one student texting photos to other students. Student setting up a false Facebook account. Thes ethings are happening outside of school but it comes back into the school as that is where the folks are talking about it.
Q - Electronic communications was one where I had the most concern. The line "staff teachers, coaches shall not respond to text messages from students". I was uncomfortable with something that potentially we would be in violation of. Social media is happening, how can we move that way appropriately and not prohibit it.
A - Inappropriate conduct starts with friending on Facebook.
Q - We need to figure out a way
A - if the teacher is acting as an agent of the school, it could be view by law as such, but the site is not under control of the district. I would be concerned with the boundary violations. Could have a retention issue with student/teacher communications.
Great discussion - will add the recording of this later as this is not being resolved tonight but will continue to be worked out over time.

The presentation document Renee talked to:
Looking to target some high school students, parents of all students across the district, and potentially any professional staff that would like to obtain an Associate Degree.
looking for future offering on the Dean Campus for continuing educational and professional development. It could save some travel time for the teachers instead of going to Bridgewater St, Framingham St or elsewhere.
Dean also uses Moodle which is now being used in the Franklin Schools.
This presentation is one option of many to bring the town-gown relationship closer.

Core values (video)
Spend less than ten minutes to view this video by Amanda Baggs.
The core values of the Franklin Public Schools were just revised to be expressed as follows:
Student Achievement
All students are entitled to academic excellence, appropriate facilities and quality materials and instruction.
Social / Civic Expectations
Students will become engaged, responsible citizens who respect the dignity and diversity of all individuals and cultures.
School Climate
Through our words and our actions, we create a culture of civility, thoughtfulness, appreciation and approachability.
School / Community Relationships
An active commitment among family, community and schools is vital to student learning.
Community Resources for Learning
We partner with all members of the community to exchange ideas, solve problems and build a comprehensive educational experience.
My viewpoint in the video is that of an autistic person. But the message is far broader than autistic people. It is about what kinds of communication and language and people we consider real and which ones we do not. It applies to people with severe cognitive or physical disabilities, autistic people, signing deaf people, the kid in school who finds she is not taken seriously as a student because she does not know a lot of English, and even the cat who gets treated like a living stuffed animal and not a creature with her own thoughts to communicate. It applies to anybody who gets written off because their communication is too unusual. For more on Amanda Baggs check out this wikipedia entry

Farmers Market Week
I hope you made a visit to the Framers Market on the Town Common this week. News from Governor Patrick's office is that he has declared this week "Farmers Market Week":
From the Governors web page here
Farmers’ Market Week: Governor Deval Patrick has proclaimed the week of August 16 -22 Farmers’ Market Week, saying that these markets are “essential to the vitality of Massachusetts farms.” Farmers markets have continued to grow around the Commonwealth nearly doubling in size over the last decade. Events will be taking place all over the state during this week. Read more in the Eagle Tribune, Arlington Advocate and the Hingham Journal.

Third Thursday - 8/20/09
It was a hot day here in Franklin. The thunderstorm that blew through quickly during the afternoon did not do much to cool off the area. As the sun set, the evening's activities were beginning for Third Thursday.
Maybe you couldn't make it downtown as you had some yard work to catch up on. Eileen Mason watered and weeded the plants in the island and along the railroad bridge covering for some one who had volunteered but had not yet come out this week to do so.
Meanwhile, on the "breezeway" next to Cafe Dolce, the brothers mccann were playing to a growing crowd of admirers.
Pat McCann worked the keyboards and waited for brother Mike's cue
Mike McCann appreciated Pat waiting for him. Together they had the crowd full of smiles and applause.
Cafe Dolce was pleased with the size of the crowd. Other businesses have seen an increase in traffic due to the Third Thursday events.
In September, mark the date (Sep 17th) and come on downtown to the happenings in Franklin.

how is the funding to be obtained?
four options, probably use some or all of them: Federal, State, Local, public/private partnerships (donations, fund raising, "buy a foot of the trial", etc.)

Harvest Festival - Sep 20th
The Franklin Downtown Partnership is preparing for their September Downtown Harvest Festival and is inviting crafters, restaurants, vendors and community groups to register for this year’s event.
This festival is the Partnership’s largest event and brings over 2,500 people to downtown Franklin each year. The festival will be Sunday, September 20th. The rain date is Sunday, September 27th. The event will be downtown starting on Main Street and will include East Central Street and Summer Street. There will be a variety of free entertainment and fun games and food. This year the Partnership is inviting restaurants to participate and showcase their menu items to area residents. Last year the festival had close to 100 vendors and crafters participate and they expect even more this year.
Space is limited, so anyone interested in participating should e-mail Mary Graff for more details and a registration form at mgraff@berryinsurance.com or call (508)733-5504.
The booth fee is $50.00 if registration is received by August 20th. The fee increases to $75.00 after that. Registration is free for Partnership business members.
Rockland Trust Charitable Foundation is this year’s Gold Sponsor and Middlesex Savings Bank is the Bronze Sponsor. Sponsorships are still needed for the festival. As a non-profit organization the Downtown Partnership depends on sponsors in order to fund the downtown festivals and events.
The Partnership has formed a merchants committee which will be hosting a “Third Thursday” event downtown each month. The events will be held every third Thursday and will include special events, sales, refreshments, and free entertainment at local downtown businesses. For more details contact Jane Curran at janeframe@verizon.net This year the downtown will also host a Holiday Stroll on December 3rd.
Any business, organization or resident interested in becoming a sponsor or who would like to become a member of the Partnership should call the Executive Director, Lisa Piana, at downtown.franklin@yahoo.com or (774)571-3109 or visit the downtown office location at 9 East Central Street .
The Partnership’s mission is to stimulate economic development in the downtown in order to create a positive impact throughout the area. Some of the past Franklin downtown projects include the new bronze sculpture in front of the museum, the downtown signs, and working with town officials on new construction, green space and streetscape projects. New members are always welcome!

School Choice update
The Milford Daily News discloses that Franklin will not participate in School Choice this year.
Franklin won't participate in School Choice program
from The Milford Daily News Homepage RSS by Angel Roy/Daily News staff
What this means is that those student already enrolled will continue and that no "new" or "additional" students will be accepted into the program this year.
If I recall correctly from prior School Committee meetings, the district has approximately 50 students enrolled in the program. This is down from 2 years ago when there 70-plus students in the program.
The district's choice really was "Can we afford to fill in a few empty slots to gain the additional revenue?" When the slots would commit the district to providing the education to those students for the full program (K-12) and due to the significant reduction in teachers over the past several years, growing the average class size, the answer was "No."

Letter from Ed Cafasso
Hello everyone,
I hope you are having an enjoyable summer and are staying cool during August’s dog days. With the start of the 2009-10 school year just two weeks away, I am writing to offer an update on several key issues, including the FY10 school budget and the exciting innovations occurring at Franklin High School.
FY10 School Budget: As many of you know, this year’s budget deliberations were among the most difficult in recent memory. The net result was the loss of a dozen positions – mostly coming from the ranks of our school librarians and physical education/health instructors. Compared to where the budget debate began six months ago, when our budget gap was $3.5 million and as many as 60 teaching positions were at risk, this outcome is incredibly positive. But it still represents another year in which our collective educational offering is shrinking.
We were able to stave off massive classroom cuts by reducing expenditures by more than $2.3 million, including wage freezes from all union and non-union staff, and by securing additional revenue of roughly $1.1 million, including a substantial amount of state and federal stimulus money.
Thankfully, class sizes should remain stable in the coming school year. Full-day kindergarten also was spared, but it will be at risk for 2010-11 school year. The late bus was not so lucky and will not be offered this year, which will have detrimental impact on the ability of many students to participate in after-school activities.
You can learn more details about how the FY10 school budget was balanced by visiting the School Committee blog at: http://franklinschoolcommittee.wordpress.com/2009/07/23/fy10-budget-numbers-finally-settled/
One note of caution: Because this year’s budget was balanced through the extensive use of millions of dollars in one-time funds and temporary savings, it is virtually guaranteed that a Proposition 2½ override will be required to offset the significant budget shortfall expected for the fiscal year that begins July 1, 2010. The size of the proposed override will not be clear until early next year.
Franklin High School: I will send out an email in a few weeks regarding very positive developments regarding potential state funding for significant proposed renovations to the FHS building. In the meantime, however, FHS Principal Peter Light and his leadership team have wasted no time in thinking outside the box to execute a number of stunning improvements to the school’s educational atmosphere.
Among the key changes on tap when classes begin on September 1 are:
- Reduced class sizes in English, Math, Science and Social Studies
- Increased instructional time
- More rigorous graduation requirements
- A new GPA methodology that will make our graduates more competitive as they seek college admission
- Expanded use of and access to technology
- Longer lunch periods, and
- Online access to student grades for parents
Principal Light describes these improvements and many others in great detail in a letter to parents that is available online at http://franklinhighschool.wordpress.com/ and for download at http://franklinhighschool.files.wordpress.com/2009/07/fhs-update.pdf.
I encourage all Franklin parents, even those whose child is not yet in FHS, to read Peter’s impressive report.
Other News of Note: Parents now have three ways to pre-pay for their child’s school lunches. You can learn more about this program at your child’s school or online at http://www.franklin.ma.us/auto/schools/FPS/lunchprogram/pos/default.htm.
This year is a town election year. Positions are open on the Town Council, School Committee and several other important boards.
You can learn more about these posts at http://franklinma.virtualtownhall.net/Pages/FranklinMA_News/014C0C4B-000F8513 (Word doc).
The town’s election calendar can be accessed at http://franklinma.virtualtownhall.net/Pages/FranklinMA_News/014C0C49-000F8513 (Word doc).
Now more than ever, your community needs the help of volunteers who are willing to dedicate some of their free time to public service. Our quality of life depends on having thoughtful elected officials who are willing to work together to navigate through the very challenging times our community faces. I hope many of you will consider running for office to serve your friends, neighbors and fellow citizens.
I intend to run again for my seat on the School Committee, and may ask for your signature on my nomination papers.
These e-mails are provided as a constituent service. I try to distribute at least one e-mail update each month during the school year, as issues warrant. As always, I welcome your thoughts and suggestions. If you are receiving duplicate e-mails or if you no longer wish to receive these e-mails, please let me know and I will remove you from the distribution list. If you know of someone you would like to add to the list, please send along their e-mail address.
Thank you!
