Roy appointed Chair of Joint Committee on Higher Education; Member of House Personnel and Administration Committee

State Representative Jeffrey N. Roy (D- Franklin) was appointed Chairman of the Joint Committee on Higher Education and was assigned to another committee in the Massachusetts House of Representatives by Speaker Robert A. DeLeo recently. In addition to his leadership role with the Joint Committee on Higher Education, he will serve as a member of the House Personnel and Administration Committee.

“I am honored to lead the Committee and continue my work in the education arena where Massachusetts continues to lead,” said Roy. “I am grateful to Speaker DeLeo for this opportunity and look forward to working with my colleagues to address affordability, student success, workforce development, student loans, and other ways to increase opportunities for advancement for our students.”

The Joint Committee on Higher Education is assigned bills on a wide variety of issues relating to public and private higher education institutions in the state, including bills directed at strengthening the state’s economy and the well-being of all its residents by increasing affordable, high quality higher education opportunities for all those who want to pursue them.

The House Committee on Personnel and Administration oversees the operations of the House of Representatives, institutes proper procedures and protocols in the House and its offices, and facilitates training for House members and staff. 

Additionally, to work with the House Business Office to develop, implement and make future changes in a plan providing for the allocation of office space for members and staffs of the various committees under the jurisdiction of the House. The Committee will establish a plan containing staffing levels for committees under the jurisdiction of the House together with a classification plan for employees.

Roy was first elected to represent Franklin and Medway in November 2012, and then reelected in 2014, 2016 and 2018.

FHS boys hockey team playoff run ends with loss to Duxbury

Josh Perry, Managing Editor of HockomockSports.com, provides the game recap for the final FHS boys hockey game this season.

"In the last game of the league campaign, Franklin had a chance to clinch the Kelley-Rex division title with a win against North Attleboro, but the Rocketeers pulled out the victory leaving the Panthers worried that not only would the league title be lost, but also its playoff hopes. 
A few hours later, thanks to results at other rinks, Franklin had its title in hand and a place in the state tournament. 
Fast forward a little more than a month and the Panthers, who entered the playoffs as the lowest seed in Div. 1 South and with a below .500 record, took on top seed Duxbury in Sunday evening’s sectional final with a chance to return to the TD Garden.

Unfortunately for Franklin (12-10-4), its improbable tournament run ended at Gallo Arena with a 3-0 loss to the Dragons."

Reminder: MICCA Showcase Concerts - Mar 12 and Mar 14

Each year, the Franklin Public School performance ensembles participate in the Massachusetts Instrumental and Choral Conductors Association music festival. 
 “It is the purpose of the Massachusetts Instrumental & Choral Conductor's Association (MICCA)to encourage and support high performance standards by high school, middle school, and elementary school musical organizations. MICCA Concert Festivals encourage the improvement of a group's musical standards by providing musical adjudication by highly qualified adjudicators. Attendance at a festival also affords organizations an opportunity to hear performances by other groups and experience the presentation of a wide variety of musical literature.”
The Franklin Music Department is pleased to invite you to come celebrate over 500 student musicians as they perform this years MICCA programs for the public. 

Two nights of performances will include Bands, Choruses and Orchestras from the Remington Middle School, Horace Mann Middle School, Annie Sullivan Middle School and Franklin High School.

Tuesday, March 12 will feature the orchestras and choruses and Thursday, March 14 will feature our Bands. Both concerts will begin at 6:00 PM and will be held at Franklin High School.

A $5 donation is requested at the door. Refreshments will be sold.

Register O'Donnell Reports Stagnant February Real Estate Sales

Register of Deeds William P. O'Donnell today reported Norfolk County continues on a sluggish pace, as it experiences both stagnant real estate sales and a decline in mortgage lending activity.

O'Donnell noted, "During the month of February, 1,022 residential and commercial properties were sold in Norfolk County, resulting in no statistical change from the previous February.

"On the other hand, total dollar volume of real estate sales, again for both residential and commercial real estate sales, was $506 million, a 9% increase from February 2018, with the average sales price increasing by 5% to $911,986. This increase in sales price can be largely attributed to a sustained lack of inventory available on the market."

Continuing a trend seen for the past several months, the total number of land documents recorded at the Norfolk County Registry of Deeds declined 9% to 8,584. This number was impacted by the 12% decrease in the number of mortgages recorded during the month.

On the lending side, the total amount of borrowing also declined 85%, but this number was somewhat skewed by a $2 billion mortgage that was taken out against the Calpine Fore River Energy Center in Quincy and Weymouth in February 2018.

One bright consumer spot was Norfolk County homeowners continuing to avail themselves of the benefits of the Homestead Act. A total of 661 Homesteads were recorded in February, a 6% increase compared to February 2018. "A Homestead," noted O'Donnell, "is an important shield that provides limited protection against the forced sale of an individual's primary residence to satisfy unsecured debt up to $500,000."

Foreclosure statistics also showed positive trends in February. A total of 15 foreclosure deeds were recorded during the month, a 12% decrease from the previous year. Also, the number of Notice to Foreclose Mortgage recordings, the first step in the foreclosure process, fell 27% over the same period.

Register O'Donnell noted, "Foreclosure activity has been trending in the right direction for the past few months. With that said, some of our neighbors still face adversity and are having difficulty paying their mortgages. When it comes to a family potentially losing their home, one foreclosure is one too many."

The Registry is proud of its partnerships with Quincy Community Action Programs, 617-479-8181 x-376, and NeighborWorks Southern Mass, 508-587-0950. These organizations are available to help anyone who has received a Notice to Foreclose Mortgage from a lender. Another option is to contact the Massachusetts Attorney General's Consumer Advocacy and Response Division (CARD) at 617-727-8400. Each of these programs are staffed by knowledgeable professionals. I urge anyone who is facing a foreclosure issue to avail themselves of these excellent programs."

Register O'Donnell concluded, "Like other counties across the country, Norfolk County is experiencing limited real estate inventory. This condition has adversely impacted the dynamics of the industry, especially for potential first-time home buyers. What would help spur the real estate sector is to see a greater number of sales as a result of more properties hitting the market."
