A Joint Statement from the Massachusetts Schools Administrators’ Association (MSAA) and the Massachusetts Association of School Superintendents (M.A.S.S.):"Superintendents and principals understood that the pandemic would not just impact our students’ academic growth but more importantly, interfere with their social and emotional development.The adult behavior toward a LGBTQ student in Franklin and the student attack on a principal in Boston only highlight what we see in the number of dis regulated students and adults in our school community right now. These behaviors are unacceptable.Personal threats, verbal outbursts, and physical assaults have been escalating, creating threatening situations. It is not hyperbole to say that our school and district leaders are navigating through dangerously uncharted waters fueled by these emotions. Equally, we all need to realize that many of our young people are dealing with their own trauma and it requires an entire community to help them deal with this disruptive time in their lives.We all need to reduce the vitriol in our communication and realize that our students are watching how we adults behave. We stand ready to work collectively to make our schools a place where respect and civility are the norm."

Residents of Franklin, or any surrounding town that doesn't have a Newcomers Club, are welcome to join us the 3rd Wednesday of the month. We run our meetings September through May. We also hold many fun and varied events throughout the year to stay connected. We meet at “3” Restaurant, 461 W. Central Street, Franklin, upstairs in a private room.

Franklin School Committee: Policy reminders on Public Complaints & Public Participation
"As we begin a new term, I believe now is a good time for a refresher on two of our policies:
1) KE - Public Complaints("...In case of a complaint(s), the complainant shall take the matter first to the staff member, and if unresolved to the Principal of the building, then to the Superintendent of Schools or his/her designee, who, if he/she is unable to satisfy the complainant, shall report the case to the School Committee for consideration and action.)
2) BEDH - Public Participation("Public comment is not a discussion, debate, or dialogue between individuals and the School Committee. It is an individual's opportunity to express an opinion on issues within the School Committee’s authority.)

Town of Franklin awarded $75,000 grant for zoning audit "with a substantial public engagement process"
The Baker-Polito Administration recently awarded a total of $1M through the #OneStop to 16 communities for technical assistance related to land use, including help with the development of a Master Plan, Housing Production Plan, and Zoning Review & Updates.

- Franklin, $75,000
- The Town will complete a zoning audit with a substantial public engagement process, and develop zoning bylaw amendments to modernize and update their zoning bylaw. The Proposed Project will assure Franklin’s Zoning Bylaw reflects current best zoning practices and planning concepts and increase economic activity and the number of affordable housing units in the project area.

This session shares the Board of Health meeting held on Wednesday, Nov 3, 2021. The meeting was conducted in person at the Municipal Building.
Chair Bridget Sweet opened the meeting and jumped into approval of the minutes to get to the 27 Winter issue with the property owner present.

During the citizens comment, I advocate for adding a virtual option to their meeting. They agreed to do so.
