Franklin Public Schools Shares Update on 2024-25 District Reorganization Plan

    FRANKLIN — Superintendent Lucas Giguere wishes to share an update on Franklin Public Schools' 2024-25 District Reorganization Plan.

    On Tuesday, Oct. 8, the Franklin School Committee voted unanimously to create a boundary line determining students' assignments to elementary schools. To increase equity across all schools, Franklin is developing a new boundary line, establishing two new school communities located in the north and south within reasonable proximity to the Town's school complex locations

    This Pre-K-to-8 reorganization, which will take effect for the 2025-26 school year, is based on the recommendation of the School Facilities and Educational Master Plan Report. This plan includes creating a central unified middle school, consolidating five elementary schools into four schools in two complexes (each K-2 & 3-5), one early childhood school (Pre-K), and anticipated expansion at the existing Pond Street building as part of a broader plan to establish a childcare center for staff, etc. This will occur in phases over time.

    The new boundary line promotes more equitable learning environments, balances class sizes, and optimizes the District's resources to meet enrollment needs. The Master Plan recommendations align with Franklin's long-term vision to provide the best educational experiences for every student in the District.

    The reorganization is necessary due to declining enrollment over the last 20 years and the closure of Davis Thayer Elementary School in 2021. The Master Plan aims to provide learning environments that support high-quality educational experiences for all students, appropriate physical spaces to meet program and enrollment needs now and in the future, and phased implementation of short-, mid-, and long-term improvement strategies. Franklin Public Schools conducted a redistricting analysis in previous years, which served as a foundation for the decisions made in 2024.

    This reorganization will allow Franklin to put students and staff in the District's most modernized facilities.

    The new boundary line for 2025-26 will place 1,027 students in the north elementary zone and 904 students in the south zone, which provides sustainability and consideration for future population shifts.

    "This reorganization provides incredible opportunities for our community. This change is about more than just balancing enrollment numbers — it's about creating new opportunities for growth, collaboration, and learning," Superintendent Giguere said. "By adjusting our boundaries, we are fostering a more inclusive and diverse student body, allowing our children to expand their social networks and learn alongside peers from different neighborhoods and backgrounds. This will also allow us to strategically invest in the facilities we already have in a fiscally responsible manner while ensuring that every student has access to a high-quality education and the resources they need to succeed."

    BSI Construction Update for the Week of October 14th!

    Monday (10/14) - Friday (10/18): There will be a construction crew working in the area of 257 Fisher Street. All construction work will be off the road in a wooded easement and work will occur between the hours of 7am-4pm. No traffic impacts are expected.

    At the Franklin Recreation Center, the construction of the new Beaver Street Interceptor Pump Station will continue with concrete form placement of the pump station foundation. On Friday October 18th, a large concrete pour is scheduled, limited traffic impacts are expected on Beaver Street during this time.

    Seniors enjoy pasta dinner hosted by Rotary & Lion's Heart

    About 90 seniors began arriving early and waited patiently for the home cooked pasta meal to be prepared by volunteers from the Franklin Rotary and served by members of the Lion's Heart group on Thursday, October 10, 2024.

    There was lots of happy faces and many empty plates for this event at Central Park Terrace. It was originally scheduled for June but the weather that day was forecasted to be one of the high heat days and wisely the event was rescheduled. It was much more comfortable to enjoy the meal on Thursday.

    Amber DeGrandpre joined me in a conversation on Tuesday via Zoom to talk about her work and her volunteering after having served active duty. This is part of the VFW #StillServing series to highlight the volunteer work Amber and many other veterans do naturally.

    Her day job is with the Massachusetts National Guard serving in an IT role currently but with a variety of roles over her years of service. Amber stepped down from the leadership team with the Franklin LGBTQ Alliance and is in the middle of a transition moving from Franklin to Western MA. She is still involved as we hear during our conversation.

    Every year Charles River Watershed Association (CRWA) works with the U.S. EPA to issue the Charles River Report Card to report on the recreational health of the Charles River. 

    CRWA recently released the 2023 Water Quality Report Card grades for the Charles River in September, which showed a slight decrease from the last year. 

    It was a wet year, and due to increased rainfall, CRWA observed a rise in stormwater pollution and combined sewer overflows. No section to the Charles River showed an improved grade from 2022. (Why are you hearing about 2023 now? Because the grades are based on water quality samples from 2021, 2022, and 2023.) 

    These grades show that water quality is worse in areas with more development, paved surfaces, and impervious cover. Less developed, more green spaces boast better quality, with plants and soil acting as filters, cleaning the water of pollutants.

    "Social Security recipients will see a 2.5 percent increase in their monthly checks next year, the federal government announced Thursday. It’s a smaller hike than in recent years, which was expected given the cooling of inflation.

    Soaring prices in recent years brought unusually large cost-of-living increases in benefit checks, since Social Security payouts are automatically adjusted once a year based on a government measure of inflation. The annual adjustment, known as COLA, brought seniors a 5.9 percent boost in 2022, an 8.7 percent increase in 2023 (the largest in about 40 years) and a 3.2 percent increase in 2024."
