2020 ANNUAL CENSUS FORMS

You should have received your 2020 Annual Street Listing Census Form and Dog Registration Form in the mail this week. The annual census form must be signed and returned to the Town Clerk’s office within 10 days of receipt. Residents are reminded that census forms must be returned even when no changes are needed to your census information. 

In accordance with MGL Ch 51, Sec 4c, failure to respond to the annual census shall result in removal from the active voting list and may result in removal from the voter registration rolls. If you do not receive a census form, please contact the Town Clerk’s Office. 

2020 DOG REGISTRATION

All dog owners must register their dogs annually. Registration runs from Jan. 1st to April 1st. 

Dogs not licensed by April 1st are considered unlicensed and late fees will apply.
If you already licensed your dog, please disregard the form included with the census.

FPAC announces initial casting for Legally Blonde

The Franklin Performing Arts Company (FPAC) has announced the initial casting for their March production of Legally Blonde the Musical.

Starring as sorority girl turned Harvard Law student Elle Woods will be Ali Funkhouser. A NYC based actress, this will be Funkhouser’s third production of Legally Blonde, having most recently appeared in The Lex’s production directed by Broadway’s original Elle, Laura Bell Bundy. Funkhouser recently performed her solo show “I Only Wanna Laugh” at Don’t Tell Mama in NYC. She has been seen in many FPAC productions including Newsies, Joseph, Little Shop of Horrors, and most recently #TappyXmasLIVE.

Jim Hogan will star as Elle’s lovable best friend and Harvard guide Emmett Forrest. Hogan has been seen in the touring companies of Waitress, The Phantom of the Opera, and Spring Awakening. Recently, his cover of Into the Unknown from Frozen 2 went viral; it can be viewed on Instagram (@jimhogan220).

FPAC is excited to welcome Emily Koch back to Franklin as Vivienne. She has appeared in the Broadway and touring companies of WICKED and Waitress. Koch has performed her solo show “eMulbOy5” at Feinstein’s/54 Below and other cabaret venues around NYC. She was last onstage with FPAC for 2019’s Broadway in Franklin.

Andrew Scott Holmes will join the cast as Warner Huntington III. Holmes has performed all over the world as a Resident Guest Entertainer with Princess Cruises. From Goodspeed Opera House to Great Lakes Theater and beyond, he has played leading roles and understudied Broadway stars. With FPAC, Holmes was most recently seen earlier this season in Matilda.

Zoë Kassay returns to FPAC as Paulette. A former Equity actor, Zoë’s regional credits include Legally Blonde, Hairspray, 9 to 5 , Smokey Joe’s Cafe, Footloose, Singin’ in the Rain, and a stint as a mainstage performer with Disney Cruise Line. She was most recently onstage with FPAC as Sally Bowles in Cabaret.

Also sharing the stage in Legally Blonde will be Ricky and Myrtle from William Berloni Theatrical Animals as Elle’s canine friends. Berloni and his handlers have provided animals of all species and sizes, found in shelters, humane societies or rescue leagues, for Broadway, off-Broadway, national tours, regional theaters, special events, the New York City Ballet, motion pictures, television, and commercials.

Further casting will be announced at a later date. Legally Blonde the Musical presented by the Franklin Performing Arts Company will run at THE BLACK BOX in downtown Franklin March 14, 15, 20, 21, and 22. Reminder: Legislative Forum - Tuesday, Feb 4 - 6:30 PM

The FHS Lecture Hall will be the setting for the 3rd Annual Legislative Forum held by the Franklin (MA) School Committee.

Senator Rebecca Rausch, Senate President Karen Spilka, and Representative Jeff Roy are scheduled to participate. 

The published agenda for the Forum is a waste of paper. Based upon the prior two Forums, one should expect some time for statements from each of our legislators along with questions prepared by the School Committee and an opportunity for those in the audience to ask questions.

It is a worthwhile evening to help understand the Franklin school budget issues and what help the State can provide (i.e addressing unfunded mandates is one frequent topic). Based upon prior experience, I would expect the Forum to run about 90 minutes.

Franklin grad Olivia DiGiacomo represents JWU at Div. III Immersion Program

Franklin grad Olivia DiGiacomo:

"Competing in collegiate athletics opens a number of unique opportunities, not all of them on the field. Franklin grad Olivia DiGiacomo got to experience one of those opportunities last week, when she attended the annual NCAA convention in Anaheim, Calif. as part of the Div. III Immersion Program.

DiGiacomo, a junior outfielder on the Johnson & Wales University softball team, was nominated for the program by her softball coach Kim Camara-Harvey and director of athletics Dana Garfield. She was one of 40 Div. III student-athletes selected from thousands of nominees nationwide to join the program and attend the convention.

“My coach and my athletic director looked at me as a leader and someone who can bring back a lot of information and knowledge back to campus,” said DiGiacomo after she got back from the convention. “It was absolutely a gratifying experience to be recognized.”

Boys Hockey = Franklin, 3 @ North Attleboro, 2 – Final
– North Attleboro rallied to tie the game in the third period but Franklin scored the game-winner with just under three minutes to play to give the Panthers the win, clinching the Kelley-Rex division title for the ninth straight season. Shane McCaffrey (from Dylan Marchand) and Conor O’Neil scored in the opening period as the visitors built a 2-0 advantage. North sophomore Sam Clarke cut the deficit in half with a power play goal in the second and senior Jack Connolly scored early in the third period to level the game at 2-2. Marchand muscled a loose puck into the back of the net with three minutes left to put the Panthers ahead.

Healthy Weight and Your Child Program Sign Ups Happening for Families and to be Held at Stall Brook Elementary School in Bellingham

Healthy Weight & Your Child empowers 7-13 year olds, with the support of their families, to reach a healthy weight while achieving a healthier lifestyle. Since 2007, which marked the start of the Y’s Healthy Futures Initiative–designed to create healthier communities–the Hockomock Area YMCA has been actively working to increase physical activity and improve nutrition for kids in the area.

Healthy Weight and Your Child is a 25-session program, which includes 20 sessions delivered two times per week, followed by five weekly sessions. Sessions are two hours in length with the first hour delivered in a classroom setting and the second hour focused on physical activity.

The program emphasizes three elements: healthy eating, regular physical activity and behavior change, and engages the whole family, so together they can understand how the home environment and other factors influence the choices that lead to a healthy weight.

Made up of groups of eight to 15 children and their parents/caregivers, the program creates a safe, fun, and active environment for children and their families to explore and adopt proven methods to living a healthier lifestyle.

To be eligible for the program, each child must be between the ages of 7 and 13, have a body mass index greater than or equal to the 95th percentile, be cleared for physical activity by a health care provider or school nurse, and be accompanied by a parent or caregiver at every session.

Classes will take place at Stall Brook Elementary School (342 Hartford Ave, Bellingham) and will meet on Tuesdays and Thursdays from 6:00-8:00pm. Please join us for an information session to have your questions answered on February 11 at Stall Brook at 6:00pm. Cost: free for first 10 families, thanks to generous support from Stop & Shop’s Our Family Foundation. Included is a Hockomock Area YMCA family membership for the duration of the program (runs: February 25 - June 11; no meeting during the week of April 19).

The Franklin Public Library will be closed on Monday, February 17 for Presidents Day. The Library's regular hours are Monday through Thursday, 9:00 a.m. to 8:00 p.m., Friday and Saturday, 9:00 a.m. to 5:00 p.m., and Sunday, 1:30-5:00 p.m.
  
Drop-In ESL Conversation Class, Tuesdays, 6:00-8:00 p.m.
Starting this February at the Franklin Public Library, join us every Tuesday night for a drop-in conversation class for all levels of English language learners. This class will focus on helping students become more comfortable using English in everyday life. We call it a class, but it's really more of a group. Proctored by a certified ESL instructor, we will spend each session discussing a different topic--or wherever the conversation takes us! Resources will be provided by the Franklin Public Library so all you need to bring is a willingness to participate and learn. This program is free and open to all who wish to join.

Library patrons can use the Franklin Public Library's pass to visit Mass Audubon wildlife sanctuaries across the state at the discounted rate of just $2 per person, for up to four people per pass. The Pilgrims are often linked to Plymouth, but their story in America began in Provincetown, and after two decades, many of them returned to the shores of the Outer Cape. Join Don during the 400th anniversary of the Pilgrims' landing for this look back from the 1620 voyage of the Mayflower to the 1644 settlement of Nauset, as well as the story behind Provincetown's famous Pilgrim Monument. Burn Boston Burn Author Talk with Wayne Miller, Saturday, February 8, 2:00 p.m.
In the early 1980s, Boston was set ablaze. Two hundred sixty-four buildings were burned, intentionally set on fire, resulting in millions of dollars in damages and hundreds of injuries. This is the true story of the deep conspiracy of nine men, determined to wreak havoc on the city and the relentless investigators who uncovered them. Told from the perspective of the head ATF Special Agent in charge of the investigation, Wayne Miller, Burn Boston Burn is a tale of political deceit and internal corruption. The book details the series of crimes that shook the city of Boston and became known as one of the largest arson cases on record in the history of the country.
Wayne Miller was a Special Agent, Criminal Investigator and Certified Fire Investigator for the U. S. Treasury, Bureau of Alcohol, Tobacco and Firearms for 25 years. He has been involved in numerous high profile criminal cases involving illegal firearms, bombings and arsons. He was also a member of the ATF National Response Team, responding to major fire and explosion incidents. For the past 17 years, in the private sector, Mr. Miller has been a fire and explosion analyst for the Massachusetts - based Wright Group, Inc.
During his career, Mr. Miller examined more than 2,300 fire and explosion scenes, responded to over twenty-five major incidents, as well as testified as an expert in more than forty cases in Federal and State courts in civil and criminal cases.

Avoiding Age Discrimination: A Workbook for Baby Boomers, Tuesday, February 18, 6:30 p.m.
People often worry about age discrimination when seeking new employment, spending an inordinate amount of time convincing themselves that they are no longer relevant in the workforce. We will address how job seekers can overcome age bias and turn their fears into selling points. This workshop is free and open to the public.

Franklin Public Library Book Club, Tuesday, February 25, 7:00 p.m.
The book for discussion is Nickel Boys, by Colson Whitehead.  In this bravura follow-up to the Pulitzer Prize, and National Book Award-winning The Underground Railroad, Colson Whitehead brilliantly dramatizes another strand of American history through the story of two boys sentenced to a hellish reform school in Jim Crow-era Florida. A limited number of copies of the book will be available for checkout at the Circulation Desk. Refreshments will be served. FHS girls and boys basketball teams top KP, girls gymnastics wins 2x dual meets

Via HockomockSports.com and Twitter, we share the results of FHS winter sports action on Friday

Boys Basketball = King Philip, 47 @ Franklin, 71 – Final
– Franklin had eight players find the scoring column in the opening half, building a 17-point by halftime and never looked back in big division win over King Philip. Jack Rudolph (eight points), Steven Karayan (10 points), Chris Edgehill (12 points), and Andrew Byfield each hit a three-pointer in the opening quarter and the Panthers connected from downtown 12 times. Declan Walmsley accounted for five three-pointers and finished with a career-high 21 points. The Panthers’ defense held KP to single digits in each the first and third quarters, taking a 54-31 advantage into the final quarter. Alex Fritz had a team-high 15 points for KP while Andrew McKinney added 11 points.

Girls Basketball = Franklin, 65 @ King Philip, 39 – Final
– Franklin swept the season series with the Warriors and maintained a two-game lead in the division. Ali Brigham had a big night for the Panthers with 27 points and Olivia Quinn scored 18 points to keep Franklin unbeaten.

Girls Gymnastics = Sharon, 109.00 @ Franklin, 132.60 – Final

Franklin Rod & Gun Club: all-you-can-eat breakfast - Feb 9

The Franklin Rod & Gun Club slated its all-you-can-eat breakfast events through April.

Breakfasts will be held from 8 to 11 AM Feb. 9, March 8, and April 5 at the Franklin Rod & Gun Club, 53 Florence St. 

The menu includes pancakes, scrambled eggs, sausage, home fries, baked beans, coffee, tea, orange juice and hot cocoa.

The cost is $6 per person and free for children ages 4 and younger.

In the News: good timing, Spilka speaks about mental illness

"It was June 7, 1916, when Anna was born in a tidy house with a farmer’s porch on Franklin’s Chestnut Street to immigrant parents: Her mother, Josephine (Laskavitch) was from Poland and her father, John Chestercove (originally Chestzcovo), was from Russia. It was a household already crowded with seven siblings. 

The girl born that day would live through the Spanish flu pandemic of 1918, another world war, the Great Depression, Prohibition, the successful adoption of women’s suffrage, the invention of television, development of commercial air travel, the Civil Rights movement, the coming and going of the Cold War, the arrival of man on the moon, and the rise of the age of technology. 

On Thursday, Town Councilor Debbie Pellegri presented Chestercove, whose married name was Ruo, with the town’s Boston Post cane, officially giving her a place in town history. For the presentation, family members gathered around her bed in the Oak Street house she has called home since 1956. On Friday, family members mourned: Anna Chestercove Ruo had died at the age of 103"

"State Senate President Karen Spilka knows the challenge of living with a family member who suffers from mental illness. 

Her father battled the condition, a fact Spilka shared during her keynote address Friday morning at the MetroWest Opioid Coalition Legislative Breakfast at Leonard Morse Hospital. 

Spilka said she kept her father’s struggle quiet for years, but finally opened up about it publicly for the first time years ago to reduce the stigma of mental illness. 

During her talk, Spilka announced that Senate lawmakers plan next week to roll out a comprehensive mental health parity and access bill. The goal is to level the playing field for mental health services, compared to the current level of services to treat physical health. She did not provide details of the bill."

MBTA - Franklin Line - Reminder: shuttle bus service on weekends through March 2020

Weekends through March

Shuttle buses will replace Franklin Line service between Forge Park/495 and Readville Stations while we upgrade the signal system as part of Positive Train Control (PTC) work. Also during this work, connecting train service between Readville and South Station will be on the Fairmount Line. There will be no Franklin Line service at Ruggles or Back Bay.

Senator Rausch State House Briefing: Part 1, Chapter 9

Greetings from Beacon Hill! Did you know the Senate has a shared leadership model? It's true. I'm proud and honored to serve as the Senate Chair of the Joint Committee on Municipalities and Regional Government. This Committee reviews legislation pertaining to local and regional economic development, planning, zoning, charter changes, and a host of other matters often called "home rule petitions." That's short-hand for a change that a particular town or city wants to make to its governance structure or other element of its operations for which it needs the Legislature's approval. (My favorite kind of home rule petition is the kind that creates gender-neutral language in local governance, like shifting from Board of Selectmen to Select Board. Words matter.) The Committee also reviews bills about animal safety and care. This session, 220 bills were assigned to the Municipalities Committee, and more will continue to roll in throughout the session as my colleagues continue to file home rule petitions for their communities. Between April and November 2019, we held 11 separate hearings where legislators, advocates, and members of the public presented testimony regarding the bills before us. We also received testimony via letters, emails, and telephone calls, and reached out to state agencies and other organizations to add their expertise to our deliberations. Taking all of this information into account, the Committee took favorable action on many bills. Many of those bills have already become law, including the law permitting Norfolk County to borrow the funds needed to make repairs at the Norfolk County Agricultural School. Those home rule petitions to recognize, in charters, that people other than men serve in local government too? I've loved approving issuing favorable reports on more than half a dozen of them so far this session. Many of those bills have already become law, making the charters of those towns more inclusive and accurate descriptors of their governing bodies. I was also particularly excited to pass a home rule petition to allow Easthampton to implement ranked choice voting in its local elections, which became law back in September. The city will use ranked choice voting in its next election! We also favorably reported bills that have not yet become law, including bills addressing climate change through zoning and building codes, a bill permitting solar drying of laundry, bills to protect public shade trees and encourage recycling, a bill to set aside handicapped parking spaces, and bills to allow New Bedford to lease a performing arts center and Athol to build a public library. Under the House and Senate Joint Rules, every Committee must act on every bill assigned to it by the first Wednesday in February. This means that across the State House, over 30 committees are working overtime to make final recommendations on literally thousands of bills by next week!
