"Please find the attached Capital Plan for FY22, as well as the five-year capital plan from each department as required by the Town Charter. Included with this memo is a sheet with the 20-year free cash history. The average is $3.19 million over the past ten years and $2.72 Million over the past 20 years. FY22 is an unusually large year in excess, unspent revenue due to the second pandemic year.
From the certified total, there are several policy commitments that eat into the total right off the bat, most notably contributions to stabilization accounts (per town policy) as well as the usual recommendation from staff to hold revenue for annual snow and ice removal. See narrative below for more specifics.
These recommendations are Round 1 of the FY22 Capital program. Once we know the final totals of the winter costs for snow removal, if there are remaining funds, staff will propose a “Round 2” Capital later in April, which we have traditionally used to fund road and infrastructure projects."

Norfolk County Register of Deeds William P. O’Donnell Thanks Contributors to Registry’s Annual Holiday Food Pantry and Toys for Tots Drives
Norfolk County Register of Deeds William P. O’Donnell today expressed his sincere appreciation to everyone who contributed to the Registry’s 2021 Annual Holiday Food Drive and Toys for Tots collection. “Despite the ongoing pandemic, both our Holiday Food Pantry Drive and Toys for Tots collection were a great success,” stated the Register.
“I am thankful,” O’Donnell noted, “for the generosity of so many Norfolk County residents who took the opportunity to donate and to help make the holiday season a little more special for those facing hardships. I’m also grateful to our employees who contributed and helped to organize the drives.”
The non-perishable food collected during the drive is dispensed to several pantries throughout Norfolk County and in early December several boxes of toys were delivered to the US Marine Corps Reserve depot at the Convention Center in South Boston.
Register O’Donnell stated, “While the holiday food drive has ended, it does not stop hunger from affecting many of our neighbors. A report done by Project Bread noted that approximately 1 out of 10 households in Massachusetts are considered food insecure and 1 out of 8 Massachusetts children are in the same category. Altogether there are 266,500 food insecure households in Massachusetts.
Register O’Donnell concluded by saying, “I urge residents to continue their generosity by dropping off supplies at their local pantries. Beside food, many pantries are requesting toiletries and paper products. Dropping off a donation at your local food pantry can make a world of difference to a struggling family, especially in the winter months when the cost of fuel can play havoc with a family’s budget.”
For a list of food pantries, please visit the Registry of Deeds website at www.norfolkdeeds.org, go to the top of the menu bar, click on News and Events and then in the drop down box click on “food pantries”. To learn more about these and other Registry of Deeds events and initiatives, like us at facebook.com/NorfolkDeeds or follow us on Twitter.com/NorfolkDeeds and Instagram.com/NorfolkDeeds.
The Norfolk County Registry of Deeds is located at 649 High Street in Dedham. The Registry is a resource for homeowners, title examiners, mortgage lenders, municipalities and others with a need for secure, accurate, accessible land record information. All land record research information can be found on the Registry’s website www.norfolkdeeds.org. Town Council Meeting - Feb 2, 2022 - audio recording in 3 parts
FM #718-719-720 = This is the Franklin Matters radio show, number 718-719-720 in the series.
This session shares part of the Franklin, MA Town Council meeting held on Wednesday, February 2, 2022.
The meeting was conducted in a hybrid format: members of the Town Council and Town Administration personnel, the Police retirement and promotion individuals, along with their guest and family members were in the Council Chambers, some members of the public participated in person, some via the Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.
I’ve split the just almost three hour meeting ( 2:48 actual meeting time - excludes recess) into three (3) logical segments:
First - covers the opening, citizen comments and the recognition of Pricilla Cornetta; and the promotions of three Police Dept individuals (~51 mins) 2 minute recess called (which actually lasted in 6 minutes) https://franklin-ma-matters.captivate.fm/episode/fm-718-town-council-meeting-02-02-22-p1-of-3
Second - covers the Old South Meeting house discussion and subcommittee report (EDC Plus) (~ 42 minutes) https://franklin-ma-matters.captivate.fm/episode/fm-719-town-council-meeting-02-02-22-p2-of-3
Third - covers the Legislation for Action, Council Comments and the public meeting closes with the Council entering Executive Session not to return to open meeting (~ 1:14 ) https://franklin-ma-matters.captivate.fm/episode/fm-720-town-council-meeting-02-02-22-p3-of-3
The show notes contain links to the meeting agenda. Let’s listen to this segment of the Town Council meeting of Feb 2, 2022

Pantherbook Sports Highlights this week
"FHS Boys Hockey is back on the ice with a new-look team. Besides the sweet, new, baby-blue uniforms, these Panthers look fresh, thanks to almost an entirely new group of players on the Varsity team. Following last year’s COVID-altered, 10-2 season that saw 16 seniors graduate(!!), This winter, Franklin has found their chemistry posting a 11-5 record, including wins in 8 of their last 9. To see how the boys have meshed so successfully as of late, I caught up with FHS Boy’s Hockey Captains Ryan Sicchio (Jr.) and Aiden Hunt (Sr.):"
